Looking back at the construction of the Beijing-Chengcheng Railway, it can be traced back to the thirties of the last century, after the "918" incident, the Japanese invaders accelerated the pace of aggression based on the northeast and rapidly advancing the war to the whole country, so the construction of the Jingu Railway (Jinzhou to Gubeikou) became an important military agenda. Under the guise of the "Manchukuo government", the Japanese army also handed over the project to the Manchurian Railway for construction. In December 1935, the Japanese army surveyed and designed the Chenggu section (Chengde to Gubeikou) line, which officially started construction in August 1937 and opened to traffic in February 1938. In the early days, a pair of mixed trains and 5 pairs of freight trains were run between Chengde and Gubeikou, with a train speed of 25 kilometers per hour.

On August 15, 1945, Japan announced its unconditional surrender, the Eighth Route Army Office in Chengde was established, and the Rehe Railway Bureau was established to take over the entire Jingu line.

During the War of Liberation, the Kuomintang and the Communist Party did not hesitate to wreak havoc in order to seize control of the Jingu Railway, including demolishing sleepers, overturning locomotives, blocking tunnels, and blowing up bridges. In June 1950, the Jinzhou Railway Administration of the Ministry of Railways organized a survey of the Jingu Line and proposed to repair the seriously damaged Jingu Railway. In September 1952, the Jincheng section was basically repaired, and the Chenggu section was handed over to the newly established Chengde Iron and Steel Plant, which was ready to be repaired and used as a dedicated line.

In 1953, on the one hand, in order to strengthen the connection between the capital and the historical and cultural city of Chengde, and at the same time to develop the Shouwangfen Copper Mine and the Yingshou Yingzi Coal Mine, the state immediately decided to reroute, reconstruct and rebuild a new line on the basis of the original Chenggu Railway, and named it unified: Jingcheng Railway. The survey and design was completed in 1954, the construction started in 1955, and the construction was completed and opened to traffic in 1960. In 2020, the electrification transformation will be completed.
