On January 19, the website of the Ministry of Ecology and Environment announced the approval of the environmental impact report on the olefins, aromatics and deep processing projects of the 15 million tons/year coal quality clean and efficient conversion demonstration project of Shaanxi Coal Group Yulin Chemical Co., Ltd.

The project is located in Qingshui Industrial Park, Yushen Industrial Zone, Yulin City, Shaanxi Province, with coal as raw material, coal cracking as the leader, coal-to-olefins and aromatics as the main production line, high value-added new chemical materials as the main products, and provide raw materials for the extension of the industrial chain in the later stage. The project is designed to consume 16,424,100 tons/year of raw coal, 4,335,000 tons/year of thermal coal, and 54,569,100 cubic meters of fresh water per year.

The main projects of the project mainly include 38 sets of production units such as coal pyrolysis, gasification, methanol to olefins, hydrogen pyrolysis, reforming/aromatics combination, purified terephthalic acid, polyester, etc., public and auxiliary projects include power stations, water supply and drainage systems, flare systems, etc., storage and transportation projects include coal storage and transportation systems and tank farms, etc., and environmental protection projects mainly include waste gas treatment facilities, wastewater treatment facilities and solid waste treatment facilities.

The project is located in the Shaanxi Yulin Modern Coal Chemical Industry Demonstration Zone determined by the "Modern Coal Chemical Industry Innovation and Development Layout Plan" (Development and Reform Industry [2017] No. 553). The project meets the requirements of the "Principles for the Examination and Approval of Environmental Impact Assessment Documents for Modern Coal Chemical Construction Projects". The project adopts the coupling of pulverized coal pyrolysis, gasification with tar hydrogenation, combined aromatics and other technologies to realize the utilization of coal quality to produce chemicals, promote the efficient and clean comprehensive utilization of coal, and promote the high-end, diversified and low-carbon development of the coal chemical industry. The project is located in the middle and upper reaches of the Yellow River, where water resources are relatively tight, and the regional environmental quality continues to improve and is under great pressure, so it is necessary to strictly implement various pollution prevention and control measures and environmental risk prevention measures, formulate and implement strict environmental management systems and environmental monitoring plans, and establish a timely and effective emergency response and linkage mechanism. After comprehensive consideration, our department agrees in principle with the scale, process, location and environmental protection countermeasures of the construction project listed in your company's environmental impact report.

On November 29, 2023, the Ministry of Ecology and Environment of the Ministry of Ecology and Environment (MEE) plans to review and publicize the environmental impact assessment documents of olefins, aromatics and deep processing projects of Shaanxi Coal Group Yulin Chemical Co., Ltd.'s 15 million tons/year coal quality clean and efficient conversion demonstration project.

The main construction content of the project is coal pyrolysis, gasification, methanol to olefins, diesel hydrogenation, aromatics deep processing, degradable plastics and battery electrolyte product devices, the main devices include 13.5 million tons/year coal pyrolysis (including hydrogen pyrolysis) unit, 5.6 million tons/year methanol unit,

1.48 million tons/year methanol to olefin unit, 31,500Nm3/h water electrolysis hydrogen production unit, 1.9 million tons/year diesel hydrogenation, 1.5 million tons/year reforming aromatics combined, 700,000 tons/year young hydrocarbon aromatization, 2.2 million tons/year purified terephthalic acid plant, 2.4 million tons/year polyester plant, 260,000 tons/year polycarbonate, 300,000 tons/year polypropylene (PP), 300,000 tons/year polyethylene (FDPE), 400,000 tons/year polyacetate-vinyl acetate (EVA), 50,000 tons/ Annual polyolefin elastomer (POE), 1 million tons/year of dimethyl carbonate (DMC), 220,000 tons/year of superabsorbent resin, 300,000 tons/year of polyethylene terephthalate-adipate (PBAT), 67,800 tons/year of biodegradable biomaterials (PBS), 30,000 tons/year of tetrahydrofuran homopolyether (PTMEG), 210,000 tons/year of ethylene carbonate (EC), 80,000 tons/year of poly3-hydroxypropionic acid (PPL), 330,000 tons/year of polyether polyol, 700,000 tons/ Annual propylene oxide, 150,000 tons/year methyl ethyl carbonate (EMC), 600,000 tons/year diethyl carbonate (DEC), 600,000 tons/year polypropylene carbonate (PPC) and other devices and supporting public works and auxiliary facilities,

It produces more than 30 kinds of products based on resin materials, new chemical materials, degradable resins and battery electrolytes, with a total product volume of 8,755,600 tons/year and a main product volume of 8,317,200 tons/year.

This project uses the powder coke by-product of pulverized coal pyrolysis to gasify to methanol, taking the basic chemical raw materials of methanol as the benchmark, and the downstream of methanol is coupled with each other through the product chain, extending the product industry chain from three different directions. First, through large-scale MTO, olefin products are obtained and then used as raw materials for high value-added chemical materials. Second, the gas-phase methanol oxidation carbonylation method is used to produce high-purity DMC, and at the same time, the deep processing of DMC is used to produce diethyl carbonate (DEC) and methyl ethyl carbonate (EMC) electrolyte solvents to produce high value-added battery electrolyte; third, the use of methanol carbonylation to produce acetic acid, acetic acid to produce vinyl acetate, acetic acid and MTO ole are coupled to produce new chemical materials such as vinyl acetate copolymer (EVA), and acetic acid is hydrogenated at the same time to produce ethanol as the raw material of battery electrolyte EMC and DMC.
