II. Identification Standards
According to the Notice, the application for the fifth and second batches of specialized, special and new "little giant" enterprises needs to meet the following four conditions at the same time:

(4) The total amount of new self-owned capital investment in the past two years shall not be less than 50 million yuan.
3. Application process
According to the "Notice", the "fifth batch" and the "second batch" of specialized, special and new "little giant" enterprises are recommended for review by a combination of online filling and offline submission. Online and offline data should be consistent. The specific process is as follows:
(1) Online filling: Fill in and upload relevant materials through the gradient cultivation platform (zjtx.miit.gov.cn) for high-quality small and medium-sized enterprises, including basic information, leading product or service information, technological innovation, etc.
(2) Offline submission: In accordance with the requirements of the provincial competent department for small and medium-sized enterprises, the application materials shall be printed into a book, and submitted to the provincial competent department of small and medium-sized enterprises after being stamped with the official seal. The application materials include declaration forms, business licenses, financial statements, details of R&D expenses, patent certificates, science and technology award certificates, equity financing certificates, etc.
(3) Preliminary examination: The provincial competent department of small and medium-sized enterprises shall conduct a preliminary examination of the application materials, review whether the application enterprise meets the application conditions, and whether the application materials are complete, true and valid. Enterprises that have passed the preliminary examination will enter the review stage, and enterprises that have not passed the preliminary examination will return the application materials.
(4) Review: The provincial competent department of small and medium-sized enterprises organizes experts to review the enterprises that have passed the preliminary examination, including the technological innovation ability, market competitiveness, growth potential and so on. The evaluation adopts a scoring system, with a full score of 100 points, and enterprises with a score of more than 60 points enter the publicity stage, and enterprises with a score of less than 60 points are eliminated.
(5) Publicity: The provincial competent department of small and medium-sized enterprises will publicize the list of enterprises that have passed the review on the gradient cultivation platform of high-quality small and medium-sized enterprises, and the publicity period is 10 working days. During the publicity period, accept the supervision and feedback from all walks of life, and verify and deal with the enterprises with objections.
(6) Identification: For enterprises that have no objection or have been dealt with by the public announcement, the provincial-level competent department for small and medium-sized enterprises shall issue a certificate of identification of specialized, special and new "little giant" enterprises, and file it on the gradient cultivation platform of high-quality small and medium-sized enterprises. The validity period of the certification is 3 years, and a new declaration is required after the expiration of the period.
