The six regions of Russia are Kursk, Bryansk, Krasnodar Krai, Rostov, Belgorod and Voronezh. Ukrainian President Volodymyr Zelensky declared that these six territories "were once the homeland of the Ukrainian nation" in history.
In recent centuries, "Russia has used various means to undermine the national identity of Ukraine and oppress the Ukrainian people". In Ukraine's view, Russia must abide by international law, ensure that people living in the "Ukrainian ethnic historical quarters" have unhindered access to education in the Ukrainian language and use the Ukrainian language, and ensure that they enjoy the rights of Ukrainian citizens, culture and religion, as well as the right to peaceful assembly.

Anyone can see that the Ukrainian president's move is tantamount to "opening up the territory on the map". According to Russian President Vladimir Putin, "the very existence of Ukraine is a 'historical error', there is no so-called Ukrainian nation in history, this identity was imposed on the Ukrainian people by the Kyiv regime, and Russia launched a special military operation to correct this 'historical fallacy'".
After Zelensky signed this presidential decree, Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev immediately refuted it. Medvedev said Zelensky's "botched PR stunt" was just to divert the public's attention from the huge defeat of the Ukrainian army. Historically, these lands mentioned by Zelensky have been part of Russian territory.
At the end of his speech, Medvedev also mocked Zelensky, saying that it was time to put an end to such "PR stunts". If this continues, Ukraine may "annex Canada" in the near future.
For the bill signed by Zelensky, many Russian people are also very disgusted. Anyone with a discerning eye can see that the Ukrainian government has never had the safety of the people in the Russian border regions at heart. In the case of Belgorod Oblast, in December last year, Ukraine attacked residential areas in the city of Belgorod, killing 25 people, including children.
Therefore, this bill signed by Zelensky did not play any role. In fact, the outcome of the Russia-Ukraine conflict is unlikely to be Russia's "cession of land and peace" with Ukraine, but it is likely that Ukraine will be forced to accept Russia's goals in the "special military operation".
At the end of last year, the Russian State Duma began to discuss the "conditions for an armistice" for Ukraine, which are roughly divided into three parts. First of all, Ukraine needs to "demilitarize", disband most of its army, hand over heavy weapons such as planes, tanks, missiles, etc., and repatriate mercenaries and Western military advisers.
From now on, Russia's security will be the responsibility of Russia. Russia will demand the right to station troops in Ukraine and add a law to its constitution that it will never join Western military organizations such as NATO.
Secondly, Ukraine needs to be "denazified", dissolve the existing government, transfer "war criminals" to Russia, establish a permanently neutral regime, accept the status of a defeated country.
Finally, Ukraine needs to recognize the "territorial reality" and cede to Russia the four eastern regions of Ukraine, the Kharkiv region in the northeast, and the Mykolaiv and Odessa regions on the Black Sea coast.
