The District Development and Reform Commission implements the spirit of the National Committee

On January 8, the Fifth Plenary Session of the 12th Baiyun Obo Mining District Committee of the Communist Party of China and the Economic Work Conference of the whole region were held. The conference clarified the overall requirements and key tasks of the work in 2024, and the District Development and Reform Commission will fully implement the spirit of the plenary session of the District Party Committee, anchor the goal, work hard, strengthen project support, do excellent investment promotion, and show its responsibility for development and reform in promoting the new practice of Chinese-style modernization Baiyun.

The first is to focus on economic indicators and strive for the position. It is necessary to do everything possible to dig up stocks, find increments, and improve quality, promote reasonable, stable, and sustainable economic growth, and continuously enhance the resilience of economic development. According to the construction of the project, scientifically study and judge the growth rate of monthly investment in fixed assets, further strengthen cohesion and communication, and report detailed data in advance, so as to report everything that should be reported and should be unified, and strive to successfully complete the expected target of about 35% growth in fixed asset investment in 2024.

The second is to focus on attracting investment and seeking breakthroughs. Relying on the front-end follow-up industry and the comprehensive utilization of tailings resources of Baotou Steel, focusing on rare earth, fluorite, potassium-rich slate, niobium, scandium, comprehensive utilization of mineral resources and other industries, closely follow the strategic deployment of the city's "two capitals" construction, and make every effort to promote the work of attracting investment. We will make every effort to promote the implementation of projects such as the whole industrial chain of Lihao Yingfa New Energy, Xiamen Haichen Energy Storage, and 5 newly signed rare earth magnets, cultivate new industries, accelerate industrial agglomeration, and continuously consolidate the status of the national strategic mineral resources comprehensive utilization base and the world's new rare earth raw material base. We will strive to introduce no less than 30 new investment projects, including more than 10 industrial projects with more than 100 million yuan, and introduce 1.3 billion yuan of domestic funds in place.

The third is to speed up the construction of cohesion projects. Establish the concept of "project is king", implement the project county-level leadership package mechanism, promote project construction with high quality and high efficiency, improve the whole life cycle project management system of reserve, contracting, approval, bidding, start-up, completion to evaluation, and optimize project service guarantee. Focusing on the support areas such as funds in the central budget and special bonds, we will accurately grasp the areas of capital investment and declaration requirements, solicit reserves to strive for 20 projects in the central budget in 2024, and plan to strive for 200 million yuan of superior funds, and solicit and report 2 projects to strive for national bonds, with 35.06 million yuan in funds, and continuously consolidate the project reserves. We will make every effort to promote the implementation of the Lihao Photovoltaic Whole Industry Chain Zero Carbon Base Project and the Xiamen Haichen Energy Storage Lithium Battery Cell Project, and promote the 50,000 tons of quartz sand project of Inner Mongolia Jingchang Ri New Material Technology and the Shanghai Chuantang New Energy Technology Project with an annual output of 150,000 large-caliber solar quartz crucibles and other major municipal projects to start construction at the beginning of the year, and strive to start construction of all the projects before the end of March 2024, and complete the procedures for new projects. In 2024, our district will be included in 22 key projects with an investment of 50 million yuan by the Baotou Municipal Government and an enterprise investment of more than 100 million yuan, with a total investment of 10.7 billion yuan and a planned investment of 2.2 billion yuan within the year.

Next, the District Development and Reform Commission will consciously take the spirit of the plenary session as the fundamental compliance to promote the work of the committee, closely focus on the decision-making and deployment of the district committee and district government, go all out to implement and promote development, and contribute to the development and reform of Baiyun Obo with a higher level of development and better quality.
