In December 2022, there was an incident of illegal eating and drinking in Qinghai Province that seriously violated the spirit of the eight central regulations. Six cadres gathered for dinner and wine in the dormitory of the Provincial Party School, resulting in the death of one person after drinking.
Six cadres drank up seven bottles of liquor, resulting in one death

In December 2022, just over a month after the conclusion of the 20th National Congress of the Communist Party of China, Qinghai Province held a training course for major party and government leading cadres to study, Xi and implement the spirit of the 20th National Congress of the Communist Party of China. On the evening of December 11, Shi Cunwu, then secretary general of the Qinghai Provincial Government, convened cadres to gather for dinner and wine in the dormitory of the Provincial Party School.
The participants were Li Qingchuan, Secretary of the Party Group and Director of the Provincial Department of Agriculture and Rural Affairs, Wang Xuewen, Secretary of the Party Group and Director of the Provincial Department of Culture and Tourism, Dorje, Secretary of the Party Committee of Haibei Tibetan Autonomous Prefecture, Hong Tao, Secretary of the Party Committee and Director of the Provincial State-owned Assets Supervision and Administration Commission, and Tao Yongli, Secretary of the Party Committee and Chairman of the Provincial Communications Holding Group Co., Ltd. The main purpose of this meeting is to congratulate Dorje and Hong Tao on being identified as candidates for promotion and inspection.
Tao Yongli: I know very well that this is a violation of discipline requirements, but I feel that people's feelings are greater than discipline requirements, so I broke the defense and did not put forward suggestions to stop it.
During the period of study and Xi at the party school, it was strictly forbidden to drink alcohol in any place, and there was a clear stipulation, but these six cadres were lucky and knowingly committed crimes. Shi Cunwu took advantage of his authority to ask the canteen of the provincial government office to make several dishes and arrange for the driver to send it to the party school in an official car; Li Qingchuan asked the driver to deliver the wine, and several people drank it from 8 p.m. to 11 p.m., and finally drank seven of the eight bottles of liquor they brought.
Wang Xuewen: At the wrong time, in the wrong place, I participated in a drinking party that I shouldn't have attended, and I always had a fluke mentality, thinking that everyone didn't know that this matter was over.
The reason why this drinking game was exposed the next day was actually because they drank too much the night before, which led to an unexpected succession the next day:
- Early the next morning, Li Qingchuan was delirious due to drunkenness, and he couldn't open the door after locking it, so he kept slamming the door to call for help, and the staff removed the lock from the outside and sent him to the hospital.
- Shi Cunwu was drunk and couldn't wake up, so he missed the important meeting he was supposed to attend in the morning.
- And there was another person who was nowhere to be seen the next day, and that was Dorje. At the closing ceremony in the afternoon, Dorje did not show up, and he did not check out at the check-out card in the evening, the waiter thought it was strange, and went to knock on the door and did not respond, waiting to open the door, Dorje had already died.

With the in-depth investigation, it is gradually revealed that this seemingly accidental extreme event is actually inevitable and has profound warning significance.
Du Kerong, a staff member of the Qinghai Provincial Commission for Discipline Inspection and Supervision, said that it is not an accidental phenomenon that organizing eating and drinking in such a serious place as a party school has led to serious consequences. It shows that in normal times, they also turn a deaf ear to the rules of discipline.
The six cadres are all the "top leaders" of their units or departments, and while they usually talk about discipline and make demands on their subordinates, they eat and drink as usual.
Hong Tao: Usually I am not surprised by this kind of eating and drinking, this kind of gathering among friends, and it seems that the anti-"four winds" are separated from our eating and drinking, and it is Marxism-Leninism to others, but liberalism to ourselves.
Some cadres get together from time to time to eat and drink, which seems harmless, but in fact "the drunkard's intention is not to drink" in order to win over relationships and manage contacts. Once the feelings are in place, the interest appeal begins to surface.
The investigation found that these six cadres are like this, and since 2011, they have gradually developed from the intersection of work to often eat and drink together, and then formed a relatively fixed small circle, using each other's power to make it convenient.
The essence of this kind of behavior is actually to form a party for personal gain, and to form a faction. According to investigations, members of this small circle used their power to ask each other for what they needed, such as meddling in the personnel adjustment of cadres and promoting and appointing each other's old subordinates to key posts, and even canvassing for votes and recommending each other in the general election.
In August 2022, during the inspection of the leadership of Qinghai Province, they recommended me to you, and I recommended you, putting the interests of the circle above the organizational principles. It is precisely because of this that after Dorje and Hong Tao became candidates for promotion and inspection, there was this illegal eating and drinking of the party school. At that time, the cup was changed and the crown was celebrated, but now the game is over, and it is too late to regret it.
After examination and investigation, Shi Cunwu was expelled from the party and dismissed from public office; Li Qingchuan was placed on party probation for two years and removed from government affairs; other violations of discipline and law were discovered, and measures of retention in custody were taken; Wang Xuewen was dismissed from his post within the party and dismissed from government affairs; Hong Tao and Tao Yongli were placed on party probation for one year and dismissed from government affairs; and relevant responsible units and personnel were also seriously held accountable.
In late April 2023, the Central Commission for Discipline Inspection and the State Supervision Commission publicly notified six party members and leading cadres in Qinghai Province of serious violations of the spirit of the eight central regulations.
The Qinghai Provincial Party Committee has carried out special education and rectification in the province to promote reform through cases, clarifying 18 rectification measures from six aspects: politics, ideology, discipline, work style, organization, and system construction, and strictly investigating and dealing with violations of discipline against the wind. Li Qingming, deputy secretary of the Qinghai Provincial Commission for Discipline Inspection and deputy director of the Provincial Supervision Commission, said that compared with the same period last year, Qinghai Province's mental problems such as eating and drinking in violation of the eight central regulations have dropped by 40%, and the deterrent effect is continuing to amplify.
