According to statistics, there are 22 kinds of prohibited raw materials involved, among which triclosan, methylchloroisothiazolinone and methylisothiazolinone are mixed with magnesium chloride and magnesium nitrate (note: methylchloroisothiazolinone methylisothiazolinone is 3:1) The problem of excessive content is more prominent, and glucocorticoids, antibiotics and other prohibited raw materials are also more common in the unqualified sampling inspection of cosmetics.

In addition to shampoo and hair care products, some batches of acne products were also on the list this year due to the detection of a variety of prohibited raw materials in one batch.

Among them, on February 14, the State Food and Drug Administration issued a notice (No. 10 of 2023) that a batch of Niyuer Purifying Acne Cream produced by Guangzhou Ximei Biotechnology Co., Ltd., which was nominally commissioned by Yunnan Qingru Biotechnology Co., Ltd., added metronidazole (detected 4255.19ug/g), lincomycin (detected 5ug/g), and clindamycin (detected 6421ug/g).

In the notice of unqualified cosmetics issued by the State Food and Drug Administration in 2023, hair dyeing, toothpaste, shampoo and conditioning, facial mask, sunscreen, acne and other categories appear more frequently.

Among them, hair dye products are still the "hardest hit area" of unqualified sampling, with a total of 178 batches on the list, accounting for 34.10% of the total number of unqualified, Weipin, Mido, Brimles, Yimeizi, Yingtao, Makeup, Sanrong, Tianke and other brands have also been repeatedly punished, and have been on the list many times, and the reasons for unqualified include the addition of prohibited raw materials, the comparison of ingredients is qualified (note: the hair dye that is not marked in the technical requirements specified in the product label and registration information is detected), and the concentration of raw materials exceeds the standard.

134 batches of shampoo and hair care products were "named", accounting for 25.67% of the total number of unqualified, involving reasons such as illegal addition of raw materials and excessive concentration of raw materials.

In the "Safety and Technical Standards for Cosmetics" (2015 Edition), it is stipulated that the total number of colonies in cosmetics for eyes, lips and children should be ≤ 500 CFU/g or CFU/ml.

In addition, 68 batches, 23 batches, and 56 batches of the three major categories of sunscreen, acne, and mask were unqualified respectively.

Among them, the main reason for the failure of the sunscreen sampling inspection is that the detected ingredients of the product and the product label should be consistent with the technical requirements stated in the product registration dossier.

Judging from the origin of the notified substandard cosmetics, Guangzhou is still a frequent area. In 2023, the State Food and Drug Administration notified a total of 408 batches of cosmetics produced in Guangzhou to be on the list due to substandard or prohibited raw materials, accounting for 67.89% of the total batches.

Among them, Guangzhou Tianke Cosmetics Co., Ltd. (hereinafter referred to as "Guangzhou Tianke") has 10 batches of hair dye cream in 2023 that are unqualified due to "detection of hair dyes that are not indicated in the technical requirements specified in the product label and registration information".

On November 20, the State Food and Drug Administration notified information on 7 cases of cosmetics violations, including Guangzhou Tianke. According to the notice, the Guangdong Food and Drug Administration launched an investigation into Guangzhou Tianke in March this year, and during the investigation, it provided false supporting materials to deny that it had produced unqualified products for random inspection, and Guangzhou Tianke and its legal representative would be given heavy and severe administrative penalties.

Guangzhou Mido Cosmetics Co., Ltd. (hereinafter referred to as "Guangzhou Mido") has also been repeatedly "named" in the punishment list, and 16 batches of Mido hair dye cream produced by it this year have been notified by the State Food and Drug Administration.
