The notice requires that all localities should -

The winter vacation is approaching, in order to further consolidate the effectiveness of the governance of off-campus training, strictly prevent the invisible variation of academic training, strengthen the supervision of non-academic training, effectively reduce the burden of off-campus training for primary and secondary school students, and let the majority of primary and secondary school students spend a safe, peaceful, rich, and happy holiday. The relevant work is hereby notified as follows.
1. Improve political standing and make special arrangements. At present, it is in the critical stage of achieving the three-year goals and tasks of the "double reduction" work deployed by the Party Central Committee and the State Council. Under the leadership of local party committees and governments, anchor the three-year goal, fully grasp the "window period" of the winter vacation, give full play to the role of the special coordination mechanism for the "double reduction" work, and work with local departments such as culture and tourism, sports, science and technology, market supervision, and public security to formulate a work plan for the governance of extracurricular training during the winter vacation, make comprehensive and systematic deployments, clarify governance tasks, refine the division of labor, and consolidate the responsibilities of all parties to ensure stability and order.
2. Strengthen supervision and law enforcement, and strictly investigate training in violation of regulations. All localities should complete the law enforcement system for off-campus training, and carry out law enforcement in a fair and civilized manner in a strictly regulated manner. Adopt the method of "four noes and two straights", through the forms of "day inspection + night inspection" and "joint inspection + random inspection", to investigate key places such as commercial buildings and residential communities where illegal training is frequent, and strictly prevent and strictly investigate illegal academic training in hotels, cafes, residential buildings and other places. Strengthen the management of key institutions and personnel, make good use of the grid-based comprehensive management system, and severely crack down on disguised illegal training in the name of "housekeeping services", "crowdfunding private education", "study tours" and "winter camps". 3. Carry out a comprehensive investigation to strictly prevent security risks. All localities should put safety work in the first place. Before the winter vacation, the joint fire and rescue departments shall supervise and guide the training institutions to carry out at least one safety self-inspection and self-correction before the winter vacation, formulate and improve emergency plans such as evacuation and escape; strengthen daily management to ensure that no less than one fire prevention and other safety inspections are carried out every two hours during the business period; carry out at least one special safety inspection for training institutions, and immediately suspend business for rectification of institutions with potential safety hazards such as venues, facilities, and fire protection, so as to resolutely safeguard the safety of students' lives. Carry out monitoring of "thunder" and "smoke" on a regular basis, report to the public security organs as soon as signs of risk are discovered, and resolutely prevent problems such as "difficulty in refunding" and "running away with money". Increase the extent of publicity on the methods of supervision and reporting, clear channels for reporting, make good use of the team of social supervisors trained outside of school, earnestly verify all kinds of clues on problems, and promptly handle feedback.
Fourth, focus on key categories and strengthen the supervision of art examination training. Winter vacation is a period for institutions to carry out centralized residential art examination training, and all localities should strictly implement the relevant requirements of the "Notice of the General Office of the Ministry of Education and Other Four Departments on Strengthening the Standardized Management of Art Examination Training in Deepening the Governance of Non-academic Extracurricular Training", focusing on the situation of institutions carrying out centralized residential training, and implementing the institution's fire protection, security, It is necessary to focus on maintaining the order of the enrollment examination, and strictly investigate the illegal acts of training institutions employing in-service faculty and staff of art majors in ordinary colleges and universities, as well as expert judges of examination propositions and grading (papers) to participate in art examination training, or colluding with teachers and judges inside and outside, conveying interests, and interfering with the order of examination enrollment;
5. Promote comprehensive policies to ensure the implementation of policies. All localities should speed up investigation and rectification on the basis of the standards set up by training institutions, and promote the inclusion of all approved institutions in the management of the National Comprehensive Platform for Supervision and Services for Extracurricular Education and Training (hereinafter referred to as the National Supervision Platform), and simultaneously achieve full coverage of Party organizations in training institutions. Strengthen annual review work, ordering institutions that are not included in the national regulatory platform to include them within a set period of time, and strictly handling institutions that refuse to be included or evade supervision in accordance with laws and regulations. Guide training institutions to fully use the "Contract for Extracurricular Training Services for Primary and Secondary School Students (Model Text)" (revised in 2021), and disclose information such as training fee items and fee standards to the public, and strictly prevent malicious price increases. Strengthen the supervision of pre-fees of training institutions, strictly implement the upper limit of pre-fees of no more than 5,000 yuan, and all pre-fees must be entered into the special account of the institution, and encourage training institutions to provide training services first and then charge for operation. Increase the extent of the application and promotion of the "Parents' End for Off-campus Training" app, using methods such as a letter to parents and parent-teacher meetings to guide parents to choose compliance institutions and protect their own lawful rights and interests.
Sixth, do a good job of publicity and guidance, and create a good holiday atmosphere. All localities should make full use of the opportunity of the winter vacation to widely publicize the scientific outlook on talent, success, and education in the whole society through small videos, public service advertisements, and other methods that the masses like to see. Through various methods such as proposals, consumption reminders, and home visits, parents are guided to look at extracurricular training rationally and not blindly follow the trend to register for classes. Make full use of the traditional festival of the Spring Festival to organize and carry out a variety of physical exercise, social practice, and cultural inheritance activities, so that students can get close to the beautiful nature, understand the warmth of family affection, and inherit the excellent traditional Chinese culture. Encourage schools and communities to explore and carry out childcare services, and strive to solve the problem of care for some parents. Explore the "addition" of science education, actively coordinate and mobilize a number of science and technology museums, museums, research bases, science and technology enterprises, etc., to carry out science and education activities for the majority of families, and provide a platform for strengthening parent-child interaction and exchanges and improving scientific literacy of primary and secondary school students.
All provincial-level administrative departments for education are requested to promptly sort out the progress of the governance of off-campus training during the local winter vacation, and promptly report the relevant situation to the Department of Supervision of Off-campus Education and Training of the Ministry of Education.
