The Action Plan selects 12 industries and fields in advance, including industrial manufacturing, commerce and finance, and green and low-carbon, to promote the multiplier effect of data elements, and strengthen security support from three aspects: improving the level of data supply, optimizing the data circulation environment, and strengthening data security.
The main content of the Action Plan includes 5 major parts and 23 measures, involving the overall coordination of the leading departments and the competent departments of 12 application scenarios, which was solicited by the National Data Bureau on December 16, 2023 for public comment, and jointly issued by 17 departments on January 4×, 2023.

From "Internet +" in 2015 to today's "Data Element ×", the hierarchical leap in the meaning of the two mathematical symbols highlights the magnitude multiplier effect of data as an element empowering thousands of industries. At the first media briefing of the National Data Bureau a few days ago, Shen Zhulin, deputy director of the National Data Bureau, summarized it as: grasp one main line, do a good job in three guarantees, implement five major measures, and promote 12 actions.
Shen Zhulin said that different industries have different degrees of digital transformation, different data resource bases, and different scenario requirements, and there are great differences in the way data elements play a role. Therefore, in accordance with the principle of "having a foundation, a scenario, and a demand", combined with the actual development of various industries, the typical scenarios that give full play to the value of data elements are clarified in advance, and new application scenarios will be continuously supplemented and launched in the future.

Regarding the newly established "national scientific database construction" clause, Wu Shenkuo said that the country's current demand for self-reliance and self-improvement in core technologies is urgent and realistic, and the basic conditions at the corresponding level are relatively strong.

It can be seen that various localities have also been intensively introducing relevant policies recently, which also reveals a positive signal of "seeking new development".
