The Action Plan selects 12 industries and fields, including industrial manufacturing, modern agriculture, commerce and trade circulation, transportation, financial services, scientific and technological innovation, cultural tourism, medical and health, emergency management, meteorological services, urban governance, and green and low-carbon, to promote the multiplier effect of data elements and release the value of data elements.

The goal is that by the end of 2026, the breadth and depth of the application of data elements will be greatly expanded, and the multiplier effect of data elements in the field of economic development will be revealed, creating more than 300 typical application scenarios with strong demonstration, high visibility and wide driving force. Data vendors and third-party professional service institutions with good growth potential have formed a relatively complete data industry ecology, the quality and efficiency of data products and services have been significantly improved, the average annual growth rate of the data industry has exceeded 20%, the coordinated development of on-exchange and over-the-counter transactions, the doubling of the scale of data transactions, and the new business format of promoting the value creation of data elements has become a new driving force for economic growth, and the role of data in empowering the economy in improving quality and efficiency has become more prominent, becoming an important driving force for high-quality development.

Support financial institutions to integrate and use data such as science and technology, environmental protection, industry and commerce, taxation, meteorology, consumption, medical care, social security, agriculture and rural areas, water and electricity, strengthen the identification of entities, optimize credit business management and insurance product design and underwriting and claims settlement services in accordance with laws and regulations, and improve the level of financial services for the real economy. Three-year action plan for the × of data elements

(2024–2026)

It is an inevitable requirement to promote high-quality development to give full play to the amplification, superposition, and multiplication role of data elements, and build a digital economy with data as the key element. This action plan is formulated in order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the Central Economic Work Conference, implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Building a Data Basic System to Better Play the Role of Data Elements", give full play to the multiplier effect of data elements, and empower economic and social development.

1. Activate the potential of data elements

With the in-depth development of a new round of scientific and technological revolution and industrial transformation, the value of data as a key factor of production has become increasingly prominent. It is of great significance to promote high-quality development by giving full play to the characteristics of increasing returns and low-cost reuse of data elements, which can optimize resource allocation, empower the real economy, develop new quality productivity, and promote profound changes in production and life, economic development and social governance.

In recent years, the rapid development of the digital economy in mainland China has led to a significant jump in the scale and level of digital infrastructure, and the maturity of digital technology and industrial system, laying a solid foundation for better playing the role of data elements. At the same time, there are also problems such as low quality of data supply, poor circulation mechanism, and insufficient release of application potential. 2. General requirements

(17) Optimize the environment for data circulation

Improve the efficiency of transaction circulation, support enterprises in the industry to jointly formulate data circulation rules and standards, focus on business needs to promote data compliance circulation, and improve the efficiency of data application between multiple entities. Encourage trading venues to strengthen compliance management, innovate service models, create a service ecology, and improve service quality. Enrich data security products, develop refined and professional data security products for key industries and key fields, develop solutions and toolkits suitable for small and medium-sized enterprises, and support the development of customized and lightweight personal data security protection products. (20) Carry out pilot work

Support departments and localities to carry out policy-based pilots in a coordinated manner, focusing on key industries and fields, and combining the needs of scenarios, to study the implementation measures of the separation of data resource ownership, data processing and use rights, and data product management rights, and explore data circulation and transaction models. Encourage all localities to boldly explore, take the lead in experimenting, strengthen model innovation, and promptly summarize practical experience that can be replicated and promoted. Promote enterprises to account for data resources in accordance with the national unified accounting system.

Support all kinds of enterprises to participate in the competition, strengthen the transformation of competition results, incubate new technologies and new products, cultivate new models and new formats, and improve the ecology of data elements.

(22) Strengthen financial support

Implement the pilot project of "data element ×", and make overall use of investment in the central budget and other types of funds to increase support. Encourage financial institutions to increase credit support and optimize financial services in accordance with market-oriented principles. Explore diversified investment and financing models in accordance with laws and regulations, give play to the role of relevant guidance funds and industry funds, and guide and encourage all types of social capital to invest in the data industry. Support data providers to go public and raise funds.

(23) Strengthen publicity and promotion

Carry out the selection of typical cases of the application of data elements, and select a number of typical applications. Relying on the Digital China Construction Summit and various conferences, forums and activities related to data elements, we will actively release typical cases and promote experience sharing, exchanges and cooperation. Each local data management department should thoroughly excavate data elements and apply good experiences and good practices, making full use of all types of news media, increasing the force of publicity and increasing influence.
