More importantly, it is backed by Guangdong, the largest economic province in the mainland, Guangzhou, the core city of economic transportation in the Pearl River Delta, and Shenzhen, the most important economic engine of scientific and technological innovation in the country, as well as Hong Kong's status as an international financial center, forming one of the world's four major bay areas comparable to New York Bay and San Francisco Bay in the United States and Tokyo Bay in Japan. The total GDP of the entire Guangdong-Hong Kong-Macao Greater Bay Area in 2022 exceeded 13 trillion yuan. Such a strong economic impetus has led the neighboring Guangxi to formulate a plan to accelerate its integration into the Guangdong-Hong Kong-Macao Greater Bay Area.

However, in the Bohai Rim region in the north of the mainland, it is naturally a suitable Greater Bay Area, but it has been tepid since the plan was proposed. Nominally, the Bohai Bay Greater Bay Area, like the Hangzhou Bay Greater Bay Area, which consists of Shanghai, Hangzhou, Ningbo and other cities, is the region with the most development potential after the Guangdong-Hong Kong-Macao Greater Bay Area. However, the Bohai Bay Greater Bay Area, which radiates Liaoning, Hebei and Shandong provinces, has two directly governed cities of Beijing and Tianjin, and implicates 15 coastal cities along the entire Bohai Rim, as well as the three major urban agglomerations of Beijing-Tianjin-Hebei, Liaodong and Shandong Peninsula, is obviously the most weakly integrated Greater Bay Area.

The planning of the entire bay area was first proposed by a number of CPPCC representatives during the two sessions in 2019, and was re-planned on the basis of leading the development of the Beijing-Tianjin-Hebei urban agglomeration with Beijing and Tianjin as the core and further driving the coordinated development of the entire Bohai Rim region in the new mechanism of regional coordinated development issued by the state in 2018.

It seems that it has achieved an economic volume of more than 15 trillion yuan and a developing population of more than 130 million, but this is precisely where the development dilemma lies.

Why is it difficult to promote the integration of the Bohai Bay Greater Bay Area? Unbalanced regional development may be the most important problem, and unified planning and resource allocation are the way out!

In terms of specific urban planning, although in addition to Beijing and Tianjin, the Bohai Bay Area has also joined important coastal port cities such as Dalian, Qinhuangdao, Yantai and Weihai, and radiated to Shenyang, Shijiazhuang, Jinan and even Qingdao and other important core cities for development. But at the same time, there are also Yingkou, Panjin, Jinzhou, Huludao, Tangshan, Cangzhou, Binzhou, Dongying, Weifang and a series of cities around the Bohai Sea, although each region has its own development advantages, and some regional economies are not too weak. But in general, it is still necessary to use the core city to drive the development of the surrounding areas.

This is different from the Guangdong-Hong Kong-Macao Greater Bay Area, the integrated development of the Bohai Bay Area is completely based on the model of large and small, if the construction of free trade ports with Beijing and Tianjin as the core to drive the development of the entire Bohai Rim, it is obvious that the area involved is too wide, and in the end it may still be better for the integrated development of Beijing-Tianjin-Hebei. The urban agglomerations of the Liaodong Peninsula and the Shandong Peninsula on the two wings will each have Dalian, Shenyang, Yantai, Qingdao and even Jinan as the core of development.

Coupled with the influence of the administrative divisions of the three provinces and two cities, the Bohai Bay area, which originally had a lot of port resources, could not form a joint force for the development of processing and manufacturing and import and export trade. Although Beijing has a certain capacity for high-tech industries, Shandong, Liaoning and Hebei are still relatively extensive labor-intensive and resource-intensive industries in the entire Bohai Rim region.

Because the Bohai Bay region has relatively rich oil and gas resources, and at the same time, the most important thing is the port, so all localities are inclined to develop energy, petrochemical and shipbuilding equipment manufacturing industries, especially Liaoning is backed by the old industrial base in Northeast China, and Shandong is an important industrial province in the mainland. Therefore, these industries such as steel, petrochemical, automobile, and electric power are not only advantages, but also homogeneous obstacles in the process of promoting the integration of the Bohai Bay Greater Bay Area.

Therefore, only by breaking the phenomenon of inter-provincial and inter-city development and realizing the rational and efficient allocation of planning and resources can we further form a joint force. Therefore, the first step is to connect the transportation, and the construction of the Bohai Rim high-speed railway will be the foundation for the integrated development of the entire Bohai Bay Area. Of course, there is still a certain way to go for the entire Greater Bay Area to form an international Greater Bay Area with road network connectivity, reasonable division of labor, industrial coordination and resource sharing.
