Zhang Bailing, the counterattack road from corrupt officials to capable ministers

In September of the tenth year of Jiaqing (1805 AD), Na Yancheng, the governor of Liangguang, reported to Zhang Bailing, the governor of Huguang, and mentioned in the recital: "When (Zhang Bailing) left office, he carried all the rosewood glass and other items off the ship, and the value was never given. ”

Zhang Bailing was a feudal official of the Qing Dynasty, and successively served as an envoy to Hunan, the governor of Guangdong, the governor of Huguang, and the envoy of Guizhou and Yunnan.

When Zhang Bailing went to serve as the governor of Huguang, he transported a large number of treasures during the move, including rosewood utensils, and did not pay half a cent.

The Jiaqing Emperor was very dissatisfied, so yubi instructed that Ren Er, the younger brother of Zhang Bailing's concubine, extorted money and goods such as rosewood and glass from nearby prefectures and counties, and must be severely punished. If this is true, Zhang Bailing will be dismissed from his post and charged.

Zhang Bailing came to treat his body in the way of a man, so he impeached Na Yancheng for drinking and listening to drama during his tenure as governor of Liangguang, and did not do his job, and the two dogs bit the dog and bit the dog's mouth.

Since then, it has also involved Zhang Bailing's illegal acts such as carrying rosewood utensils and using thousands of people.

The more the Jiaqing Emperor listened, the more angry he became, so he ordered the governor Wu Xiongguang, who was directly subordinate to him, to investigate the case.

Zhang Bailing was an old fox with white hair on his tail, and he did not admit to important plots such as his use of two thousand people and the loading of goods into ships.

Wu Xiongguang was strictly interrogated, and Ren Er, the younger brother of Zhang Bailing's concubine, confessed: When Zhang Bailing set out from Guangdong, the boat on which the family members were riding was then traveling, which contained furniture and utensils accumulated over the years, and when they arrived in Hubei, the goods were stored in a warehouse in Hanyang, and Zhang Bailing did not know about it.

Whether Zhang Bailing colluded with Ren Er is unknown, in short, he never admitted to knowing about this matter.

Zhang Bailing claimed in his confession: "They were all placed by Ren Er privately, and they really did not know it, but they thought they were confused and dazed. ”

Jiaqing Emperor

The Jiaqing Emperor felt very strange, so he questioned, "The Ballantine Su is shrewd." How could it be that the Yi family had smuggled in the Resettlement Bureau without being aware of it? ”

Therefore, the special case team was ordered to strictly investigate, Zhang Bailing was dismissed from his official post, and the military minister and the Criminal Department colluded to send Zhang Bailing to Yili to atone for his crime.

At the end of the year, the Jiaqing Emperor issued a holy decree to the effect that when Zhang Bailing was serving as an inspector in Guangdong, he did not ask for bribes from his subordinates, but his family members "instructed" officials to ask for bribes.

If Zhang Bailing is really greedy, he can take the treasures of Guangdong to play soft, why should he carry those stupid and heavy rosewood furniture and other utensils?

Zhang Bailing was indeed unaware, and his confession was still credible.

Since Zhang Bailing was promoted to be the governor, he was still able to "do solid work" .

Thinking that Li Shiyao had committed a capital crime, Emperor Xiandi considered his merits and repeatedly forgave him.

Zhang Bailing should also be forgiven, so as not to be sent to Ili, and Garn to serve in the Record Museum.

The Jiaqing Emperor was not a stupid person, how could he not know that rosewood artifacts were valuable items. The reason why he deliberately protected Zhang Bailing was because he was really reluctant to Zhang Bailing's talents, and since then, Zhang Bailing has not lived up to the emperor's love and made some political achievements that can be left in history.

In the fourteenth year of Jiaqing (1809), Zhang Bailing was promoted to the governor of Liangguang.

At that time, pirates were rampant along the coast, and after Zhang Bailing arrived, he led a fleet of ships to recruit pirates.

Zhang Bailing once took a small boat, with more than a dozen retinues, went deep into the pirates' lair, knew the righteousness, and finally persuaded the pirates to lead the troops to surrender, the soldiers did not bloodshed, and quelled the pirates' chaos.

In the sixteenth year of Jiaqing (1811), Zhang Bailing became the governor of Liangjiang, and because of his merits in the management of the river, he was praised by the Jiaqing Emperor: "BaiLing is a contemporary sage! I will protect and cherish it! ”

During the Qing Dynasty, in the area around the Two Rivers, there were vicious customs such as selling wives and drowning female babies.

In the twentieth year of Jiaqing (1816), Zhang Bailing went to the imperial court and requested that the behavior of "drowning wives and daughters" be strictly prohibited.

The Jiaqing Emperor was greatly moved, so he issued an edict and severely cracked down on the behavior of "drowning wives and daughters".

As a result, Zhang Bailing has saved countless families and protected countless baby girls.

In the winter of the twentieth year of Jiaqing (1816), Zhang Bailing died of illness, and the Jiaqing Emperor greatly deplored it, allowing his coffin to enter the city to be buried, and ordered the crown prince to preside over the funeral, giving him the nickname "Wenmin". Zi Zarafen (given by the emperor) inherited his title.
