The "Plan" focuses on the implementation of policies by industry, with the bottom line of ensuring the safety of food, energy resources, and important industrial chains and supply chains, scientifically regulating the development intensity of phosphate rock, strictly controlling the new production capacity of ammonium phosphate and yellow phosphorus, ensuring the production and supply of phosphate fertilizers, transforming and upgrading traditional industries, vigorously developing high-end phosphorus-containing chemicals, and promoting the whole industrial chain to refine and high-end.
Based on "Yunnan, Guizhou and Hubei", we will build an advanced phosphorus chemical cluster, cultivate a high-quality enterprise echelon led by large enterprises and coordinated development of specialized, special and new small and medium-sized enterprises, promote the coordinated development of phosphorus chemical industry, building materials, new energy and other industries, and build a development pattern of regional complementarity, large, medium and small integration, and coupling between industries.

In order to improve the sustainable guarantee capacity and efficient and high-value utilization of phosphorus resources, the plan proposes that by 2026, a number of key technologies such as efficient development, cleaner production and comprehensive utilization of phosphorus resources will be broken through; the proportion of non-agricultural products such as high value-added phosphorus-containing chemicals in the phosphorus chemical industry will continue to be optimized; in terms of green development, the production capacity of ammonium phosphate above the benchmark level of energy efficiency will account for more than 35%, and the harmless treatment rate of new phosphogypsum will reach 100% and the comprehensive utilization rate will reach 65%; At the same time, about 3 first-class phosphorus chemical enterprises with industrial leading force and global competitiveness will be formed, and about 3 advanced manufacturing clusters with outstanding characteristics will be built.
In terms of improving the ability to guarantee the sustainability of resources, the plan points out that it is necessary to strengthen market guidance, based on domestic demand, improve the market allocation of phosphate rock resources and the mining rights transfer system, strictly and orderly put phosphate mining rights, support excellent and strong enterprises to integrate small and medium-sized phosphate mines, and guide domestic enterprises to participate in overseas phosphate resources development and cooperation in a standardized and orderly manner, so as to enhance the sustainable guarantee capacity of phosphate rock resources.
Promote the economical utilization of phosphate rock resources, encourage phosphate rock production enterprises to combine rich and poor, promote the comprehensive utilization of medium and low-grade phosphate rock and tailings, increase the utilization of calcium, fluorine, silicon, iodine, magnesium and other associated resources, and improve the "three rates" of phosphate mining. At the same time, we should broaden the supply channels of sulfur resources, increase the recovery of sulfur resources, strengthen the development and utilization of sulfur and phosphorus resources associated with pyrite, steadily promote the industrialization demonstration of new technologies for phosphogypsum acid production, and build nitrophosphate fertilizer plants according to local conditions to enhance the ability to guarantee sulfur resources.
Encourage "Yunnan, Guizhou and Sichuan" to build advanced manufacturing clusters
The Department of Raw Materials Industry of the Ministry of Industry and Information Technology pointed out that the mainland phosphorus chemical industry is in a critical period of structural adjustment, transformation and upgrading, and is still facing many weak links, the innovation and development mechanism is still not perfect, the upstream and downstream collaborative innovation system needs to be improved, the cascade utilization level of phosphate rock resources still needs to be improved, the key technologies such as phosphate rock efficient beneficiation, new phosphate rock acidolysis, and wet phosphoric acid deep purification have not yet been fully broken through, and the ability to produce high-end fluorine-containing new products based on high value-added phosphorus chemicals and associated resources is still insufficient.
The plan proposes to build a collaborative innovation system, strengthen the leading role of phosphorus chemical industry leading enterprises, promote the deep integration of production, education, research and application, increase the research of core technology products, and consolidate the basic innovation ability. Encourage local integration of enterprises, universities, research institutes and other innovative resources, build pilot platforms, common technology research platforms, etc., and enhance the ability to transform scientific and technological achievements.
Increase technological research and build a solid foundation for the transformation of the whole industrial chain. Focusing on key links such as the efficient development of phosphate rock resources, the comprehensive utilization of co-(associated) resources, the green, safe and intelligent production of phosphorus chemical industry, the harmless treatment of phosphogypsum and the large-scale utilization of high value, we will support upstream and downstream enterprises, scientific research institutes, and innovation platforms in the industrial chain to tackle key problems and accelerate breakthroughs in key technologies.
At the same time, it is necessary to break through key materials, actively promote the extension of the phosphorus chemical industry chain to new energy materials, electronic chemicals, functional fine chemicals and other fields, strengthen the coupling with fluorine chemicals, vigorously develop high-end fluorine-containing new materials, and improve the supply capacity of high-end products.
In terms of optimizing and adjusting the industrial structure, the "Plan" requires that the adjustment of product structure be promoted, the new production capacity of ammonium phosphate, yellow phosphorus and other industries should be strictly controlled, the supply and price stability of phosphate fertilizers should be guaranteed, new high-efficiency phosphate fertilizer varieties should be actively developed, and high value-added phosphorus chemicals such as functional phosphate should be extended, so as to promote the transformation of industrial development mode to refined, specialized and serialized service-oriented manufacturing.
Build advantageous industrial clusters, encourage "Yunnan, Guizhou and Sichuan" to build a number of advanced manufacturing clusters based on resource and energy endowments, industrial basic conditions, environmental carrying capacity, etc., and build an industrial pattern of complementary advantages between regions, upstream and downstream synergy, and horizontal symbiotic coupling.
Build a high-quality enterprise echelon, improve the concentration of phosphate mining and primary phosphorus chemical production, promote the coordinated development of upstream and downstream, form a high-level professional manufacturing and service capacity, cultivate phosphorus chemical industry leading enterprises with resource control and industrial chain dominance, accelerate the cultivation of specialized, special and new "little giant" enterprises and manufacturing single champion enterprises, expand the characteristic industrial clusters of phosphorus chemical small and medium-sized enterprises, and promote the "chain" transformation and upgrading.
In addition, it is necessary to promote cross-regional and upstream and downstream collaboration, strengthen the docking of resources, technologies and industries between regions, collaborate to build a safe and efficient industrial chain and supply chain system, guide phosphate rock, phosphorus chemical industry and downstream enterprises to carry out strategic cooperation, build a new cooperation mechanism of risk sharing and benefit sharing, and enhance the competitive advantage of the whole industry chain.
Guide investment funds and financial institutions to support the implementation of key projects
At present, the pressure on the green and safe development of the phosphorus chemical industry in mainland China is still great, the proportion of ammonium phosphate production capacity below the benchmark level in the industry is still high, the level of phosphogypsum consumption still needs to be improved, the comprehensive utilization rate of fluorine and iodine co-produced by phosphate rock is low, the resource utilization of yellow phosphorus tail gas needs to be strengthened, and the foundation for safe development is still not solid.
In terms of promoting the safe and green transformation of the industry, the plan points out that it is necessary to create an energy-saving and carbon-reduction development model, accelerate the promotion and application of energy-saving and carbon-reduction technologies and equipment such as phosphorus chemical waste heat and pressure utilization, process heat integration, and high efficiency and energy saving, accelerate the construction of energy management centers, carry out clean energy substitution, and promote the optimization of energy systems. Improve the level of cleaner production, focus on phosphate rock resource mining, phosphorus chemical production and processing, waste discharge and treatment, accelerate mine ecological restoration and green mine construction, encourage phosphorus chemical enterprises to support the construction and operation of phosphogypsum online pretreatment devices, promote phosphogypsum harmless treatment, and further improve the green manufacturing system of phosphorus chemical industry.
Promote the comprehensive utilization of resources, continuously broaden the comprehensive utilization of phosphogypsum, carry out the demonstration of the comprehensive utilization of phosphogypsum according to local conditions, improve the quality and application standard system of phosphogypsum products, and develop the processing industry of phosphate rock co-(associated) resources and other by-product resources. In order to improve the level of intrinsic safety, new production projects of phosphorus-containing hazardous chemicals must enter chemical parks with general or low safety risks (except for projects with supporting construction of production equipment in other industries), establish and improve the HSE (health, safety, environment) management system, dual prevention mechanisms of safety risk classification control and hidden danger investigation and management, and implement the safety transformation of old phosphorus chemical plants and the automation of the whole process of high-risk processes.
In addition, in order to promote the implementation of relevant work, the "Plan" clarifies that the coordination of fiscal and taxation, finance, energy, investment, ecological environment, natural resources, export and industrial policies will be strengthened. Give full play to the role of the national industry and finance cooperation platform, and guide investment funds and financial institutions to support the implementation of key projects through credit support, equity investment and other means. The phosphogypsum comprehensive utilization products that meet the standards will be included in the scope of green building materials product certification and promotion catalog, the catalog of building energy-saving promotion and use technology products, as well as the government procurement demand standards for green buildings and green building materials.
