On August 16, 2019, the Zhongxiang Municipal Public Security Bureau received instructions from the superior that a Xiangyang truck with a license plate number of EFE××21 had been cancelled and appeared in the Shuanghe section of Zhongxiang City several times, requesting verification. With doubts, the verification police quickly launched a control of the truck involved in the case. Ma Mouming did not have the qualifications to drive the relevant vehicles, but used the fake ID card and false driver's license purchased from Liu Mouchang to drive, causing accidents twice and escaping, so that the legitimate rights and interests of the victims could not be protected.
