On December 29, 2023, on the occasion of the second anniversary of the start of the construction of Guangzhou-Foshan Youth Innovation City, Jinsha Street and Lishui Town, Baiyun District, Guangzhou City held a cooperation and co-construction ceremony, and the two places signed the "Jinsha Street and Lishui Town Cooperation and Co-construction Framework Agreement", which will focus on five aspects of cooperation in five aspects: organization co-construction, position sharing, cultural integration, economic co-promotion and social co-governance.
The joint construction of the two places has made the "soft power" of Guangzhou-Foshan Youth Innovation City a step further, and the goal of "not in Guangzhou, but in Guangzhou" has become clearer.
Back two years ago, the Guangzhou-Foshan Youth Innovation City plan was born. Two years have passed, and the construction of Guangzhou-Foshan Youth Innovation City is still in progress, with a number of industrial carriers and projects put into use, the opening of the Lishui Flower Moon Night Project, the relocation of the Lishui Cultural Development Center and the Lishui Town Cultural Center, and the orderly advancement of the tram...... In the first working week of 2024, it is full of energy and vitality.
Infrastructure construction is accelerating

Guangfo Qingchuang City is a key construction area of the new core urban area of Lishui, covering an area of about 15.51 square kilometers, consisting of "four villages on both sides of the river (Shuikou Waterway) (Shengli, Liuchao, Zhoucun and Caochang)". According to the plan, Lishui focuses on promoting the new core urban area composed of Guangzhou-Foshan Qingchuang City, Lishui Town District and Lihu New Town, with a total area of 30 square kilometers, and is connected with Jinshazhou to create the concept of "Greater Jinshazhou".

Compared with the central urban area of Lishui, Guangzhou-Foshan Qingchuang City can be said to be seamlessly connected with Jinsha Street in Baiyun District, even if it is only taken literally, it can be seen that this new urban center is aimed at the gathering of young people in Guangzhou-Foshan.
In the past two years, Guangzhou-Foshan Qingchuang City has been the focus of Lishui's construction. With the Guangzhou-Foshan Qingchuang City as the trigger, Lishui has continuously reconstructed the urban and industrial development pattern, and the spatial pattern of "one river, two banks, one axis and three scenes" has gradually taken shape, and new industries such as digital trade, digital services, and electronic information have accelerated their development under the guidance.
Data is the most intuitive. In December 2022, the first anniversary of the start of the construction of Guangfo Qingchuang City, the town announced at a development report meeting that the first phase of the plan will invest more than 5 billion yuan to build a number of smart infrastructure and public supporting facilities such as 3 compulsory education schools, 3 municipal bridges, 20 municipal roads, and 700,000 square meters of ecological wetland parks, and the construction of the new core urban area of Lishui has entered a new era of substantial development.
This is not a slogan. The initial urban design of the Canton-Foshan Youth Innovation City was completed in 2022 and passed the expert review in April last year. The final results of the traffic microcirculation study in the Guangzhou-Foshan Qingchuang City area have also passed the expert review in August last year, including road infrastructure, bus route adjustment, parking facilities improvement planning and other special transportation content.

The construction of the Nanhai Tram Lishui Demonstration Section, which has attracted the most attention from the outside world in the area, is also speeding up. In September last year, the main span of the Nanhai District Tram Lishui Demonstration Section Project - Cross-Shuikou Waterway Bridge was successfully closed. At present, the civil works of the east section of Lihe Road have been basically completed, and ancillary projects such as municipal facilities and cross-line bridges are being improved. In addition, the construction of backbone road networks such as Bijiang Bridge and Jinfeng Avenue is also continuing to advance.
In terms of educational facilities, three high-quality schools, including the newly built Jinfengzhou No. 1 Primary School, are expected to add 3,870 new places. With an investment of nearly 600 million yuan, the Nanhai Bilingual Experimental School (Qingchuang City Campus) is stepping up related work, and is expected to start construction in the second quarter of this year and be put into use in 2025.
Regional development is also inseparable from land, and Guangzhou-Foshan Qingchuang City takes the opportunity of comprehensive land improvement in the whole area to vigorously promote the transformation of the "three olds" in the area. Among them, a plot named "Shenkeng" in Zhoucun is a village-level industrial park renovation project, which will build a high-tech industrial park integrating product research and development, production and sales, mainly in the power tool and food processing machinery industries.
The continuous renovation project of the village-level industrial park in the Hainan Zhou area, located in the grassland and Liuchao communities, will accelerate the construction of the Guangzhou-Foshan Urbanization Cooperation Demonstration Zone with the help of the location advantages of the Guangzhou-Foshan Youth Innovation City, and comprehensively improve the quality of the city.
In the process of promoting the construction of Guangzhou-Foshan Youth Innovation City, water is also an important factor. At the beginning of the construction, Lishui proposed that the external Lishui would use the Shuikou waterway to create an urban space with water as the vein and shape a characteristic urban waterfront. Internally, the Lishui River will be turned into a leisure space, and 200 million yuan will be invested to comprehensively upgrade the lighting landscape, and a light night tour will be opened to welcome guests.
This plan has become a reality. In May 2023, the "Lishui Flower Moonlight Night" night tour project was launched, and it quickly went out of the circle once it was released, bringing a unique visual feast of "sound and light", and the citizens of Guangzhou-Foshan shared the fruits of cultural tourism.
Vitality emerges

At present, Nanhai proposes to build a modern and dynamic new South China Sea, and for Lishui, where is the most dynamic place? It is the Guangzhou-Foshan Qingchuang City Area with the largest concentration of population and talents in Lishui, which will serve as an important carrier and fulcrum for Lishui to integrate into the Guangzhou-Foshan Bay Area.

According to the plan, the Guangzhou-Foshan Youth Innovation City is embedded in the central axis of Guangzhou Baiyun New Town to the east and the west bank of Guangzhou, to the north to support the construction of the "Baiyun-Nanhai" digital economy collaborative innovation zone, and to the south to provide more innovation and entrepreneurship opportunities for 200,000 young people in Jinshazhou, Guangzhou.
Youth entrepreneurship is the proper meaning of Guangfo Youth Innovation City at the beginning of its launch. In the Guangzhou-Foshan Qingchuang City area, Lishui proposed at the start of construction that it should focus on promoting the digitalization and intelligent upgrading of traditional industries and continue to expand the industrial base of new materials.
Focusing on this goal, in the past two years, Lishui has continued to increase its efforts. In the east of the first ring road, Guangzhou-Foshan Qingchuang City has now risen new formats such as online live broadcasting, and in the Yongrun Plaza area, Country Garden Sands International Area, and Eastern Industrial Park Area, the turnover of women's footwear is 1 billion yuan, and the turnover of watches can reach 300 million yuan. In the women's footwear category, there are not only women's shoes "Su Yinyin", which ranks first in the country in Taobao C store, but also traditional head companies that have entered the field of live broadcast in recent years, such as Leslie and Duren Shoes, as well as the debut of cutting-edge women's shoe brands.
Focusing on the new material industry and the electronic information industry, a number of park carriers have also been built and put into use. Among them, the New Materials International Innovation Industrial Park has introduced the Foshan National Torch Park Talent Science and Technology Innovation Acceleration Base (Lishui) to attract high-tech enterprises, high-tech talents, innovative capital and other resources to create a Guangzhou-Foshan science and technology innovation characteristic park.
Hongcheng Hechuang (Nanhai) Smart Industrial Park has introduced a new generation of information technology industry accelerator (Lishui) of Foshan Guangzhou University of Technology Research Institute, focusing on the introduction of new materials, intelligent equipment, biomedicine, medical devices, new generation information technology and big data and other strategic emerging industries.
In addition to a number of park carriers, many leading enterprises in the industry have also landed.
Among them, nearly 100 upstream and downstream enterprises of HVAC equipment, such as Guangdong Carrier HVAC Equipment Co., Ltd., gathered in the Guangzhou-Foshan Qingchuang City area. With a total investment of 300 million yuan, it is planned to build a Paiyou fashion industry production base integrating high-end women's shoes, leather bags and suitcases production, marketing, office and display.
It is worth mentioning that the "One Ring Digital Science and Technology Innovation Industrial Belt" was also released in May last year, and in the future, it will support each other with Guangzhou-Foshan Qingchuang City and Lihu New City as a pilot area for industrial development.
Culture moves eastward
The linkage with Guangzhou has been further accelerated
In addition to the "hardware" in the comprehensive construction of the Guangzhou-Foshan Youth Innovation City, the construction of "software" such as urban quality is also steadily advancing.
As early as October 2022, the Lishui Town-level Party and Mass Service Center was the first to be put into use in the whole Nanhai District, which is located in the Jinfengzhou District, and innovatively carried out the "997" model of serving the masses, that is, providing government services for residents in the area from 9 p.m., 7 days a week. At the same time, we will build a "1+40+N" 10-minute party-mass service circle, promote the action plan for the construction of "Shanmei Lishui", integrate party building guidance, cultural pilotage, and voluntary guidance into it, and promote party building to lead grassroots governance to achieve new integration.
According to statistics, up to now, the Lishui Town Party and Mass Service Center has efficiently completed more than 12,308 administrative services, held more than 350 various party and mass services, and served more than 18,000 people.
Lishui continues to extend the work of "creating maturity" to the Qingchuang City area, and 8 of the 10 residential communities have set up a roundtable meeting to carry out regular discussion activities every month.
These are the first explorations of the joint construction and integration of the party and the masses in Guangzhou and Foshan, and in this context, more cooperation has also been launched.

In October last year, in order to promote the cultural co-construction and in-depth integration of sports between Guangzhou and Foshan, the Party and Mass Service Center of Lishui Town and the Comprehensive Cultural Service Center of Jinsha Street, Baiyun District, Guangzhou jointly held the 2023 Guangzhou-Foshan "Youth Innovation Cup" Football Invitational Tournament. The event is the first cross-town street football event in the Jinshazhou sector (Guangzhou-Foshan Qingchuang City).
The Football Invitational Tournament has won unanimous praise from the people of Guangzhou and Foshan, effectively promoting exchanges and cooperation between Guangzhou and Foshan, and laying the foundation for in-depth cooperation and co-construction between the two places in the future.
In fact, since last year, Lishui Town has actively promoted the strategy of "cultural eastward", built a stage for theatrical performances in Guangzhou-Foshan Qingchuang City, carried out original songs, Cantonese operas and drama creations around the regional history and culture and construction process of Qingchuang City, and regularly carried out photography, calligraphy and singing competitions related to Guangzhou-Foshan Qingchuang City, so as to strengthen the cultural linkage and coordinated development of the two places. In November last year, the Youth Concert of Guangzhou-Foshan Youth Innovation City held on the lawn of Lishui Zemu Stadium used music as a medium to gather young people to help the construction of Guangzhou-Foshan Youth Innovation City, which is a vivid practice of cultural integration between Guangzhou and Foshan.
On the last working day of 2023, Lishui Town and Jinsha Sub-district of Baiyun District signed an agreement on cooperation and co-construction between the two places, strengthening cooperation and communication in terms of organizational co-construction, cultural integration, position sharing, economic co-promotion, and social co-governance, and making every effort to promote the high-quality development of Guangzhou-Foshan city. It is worth mentioning that this is also the first pair of towns and streets in Guangzhou and Foshan to sign a cooperation agreement and promote in-depth cooperation after the "Guangzhou Metropolitan Area Development Plan" came out.
"Previously, the outside world paid more attention to the construction of the infrastructure of the Guangzhou-Foshan Youth Innovation City, but this area has gathered a large number of Xinli water people, and we must also speed up in terms of 'soft services' such as social governance and culture. Huang Weiming, Secretary of the Party Committee of Lishui Town, said that in 2024, Guangfo Youth Innovation City will continue to work hard and gradually build this city of dreams for young people and entrepreneurs into a realistic model around the established goals.
