Aware of the people's sympathy and gratitude, he devised a series of plans to try to mitigate the effects of the disaster. He had a clear division of labor, with Qi in charge of flood control, law, and agricultural production, Gaotao in charge of judicial duties, and Houji in charge of agricultural issues.
Through unremitting efforts, Chonghua has successfully mitigated the impact of the disaster on human activities and guided people to work together to rebuild their homes. With his excellent leadership skills and broad mind, he has been widely recognized and appreciated by people from all walks of life. During this period, he vigorously rewarded meritorious heroes and good generals, so that truly promising people could give full play to their strengths.
