Accelerate the construction of energy projects in various localities to ensure that new energy is "supplied", "delivered" and "used well"

2023-12-31 14:43·Jintai News

At present, a large number of new energy, power grid supporting projects, pumped storage, heavy-duty gas turbines and other projects have been completed and put into operation, which not only ensures the "supply" of new energy, but also ensures that new energy is "delivered", and also ensures that new energy is "used well", which has played an important role in promoting local green and low-carbon transformation and development, and helping to ensure energy supply.

According to the latest data released by the National Energy Administration, as of the end of November 2023, the country's cumulative installed power generation capacity was about 2.85 billion kilowatts, a year-on-year increase of 13.6%. Among them, the installed capacity of solar power generation was about 560 million kilowatts, a year-on-year increase of 49.9%, and the installed capacity of wind power was about 410 million kilowatts, a year-on-year increase of 17.6%. From January to November, the country's major power generation enterprises completed an investment of 771.3 billion yuan in power projects, a year-on-year increase of 39.6%. Among them, solar power generation was 320.9 billion yuan, a year-on-year increase of 60.5 percent, and wind power was 202 billion yuan, a year-on-year increase of 33.7 percent.

"Supply": wind power and photovoltaic and other new energy projects have been put into operation at an accelerated pace

On the Qinghai-Tibet Plateau, the world's highest photovoltaic project, Huadian Tibet Caipeng Photovoltaic Project, was connected to the grid at full capacity on the 30th. The project has an installed capacity of 50 megawatts and an average annual power generation capacity of 90 million kilowatt hours, which can save 28,000 tons of standard coal and reduce carbon dioxide emissions by 92,000 tons per year, and can meet the reliable electricity consumption of 4,000 households for a day at the same time, which will alleviate the contradiction between regional and seasonal power supply and demand, and improve the safety and stability of Tibet's power grid and power guarantee capacity.

In the coastal area of Guangdong, the first batch of demonstration projects of the mainland's 10 million kilowatt offshore wind power base in eastern Guangdong and the largest single offshore wind power project in the eastern part of Guangdong - Huaneng Shantou Lemen (II) 600,000 kilowatt offshore wind power project was connected to the grid for power generation on the 29th. As a landmark project of Huaneng's 10 million kilowatt "wind, solar, water, fire and storage integration" energy base in eastern Guangdong, the project can provide 2 billion kilowatt hours of clean electricity every year, save 650,000 tons of standard coal and reduce carbon dioxide emissions by 1.8 million tons per year.

In the hinterland of the desert, the first batch of the country's first 10 million kilowatt large-scale wind and solar base project - the first phase of the 1 million kilowatt photovoltaic project of the new energy base project in the central and northern part of the Kubuqi Desert Ordos project was connected to the grid at full capacity on the 29th, which can provide about 2 billion kilowatt hours of clean electricity every year, save about 600,000 tons of standard coal, and reduce carbon dioxide emissions by about 1.66 million tons. The total installed capacity of the Kubuqi base project is 16 million kilowatts, including 8 million kilowatts of photovoltaic power and 4 million kilowatts of wind power, about 4 million kilowatts of coal power and about 300-5 million kilowatt hours of energy storage.

"The acceleration of the commissioning of a large number of new energy projects will help increase the supply of clean electricity in the total amount, increase the power supply, and better adapt to the peak electricity demand during the winter period; Sun Chuanwang, a professor at the China Energy Economy Research Center of Xiamen University, said.

"Delivered": the new energy supporting power grid project is progressing in an orderly manner

At the same time of the "double increase" of new energy installed capacity and power generation, all localities are also promoting the construction of supporting power grid projects in an orderly manner to ensure that new energy can be "delivered".

The first batch of large-scale new energy base projects in the country - Ximeng 4 million kilowatt new energy transmission project was successfully put into operation on the 20th. The project is the first batch of large-scale wind power and photovoltaic base construction projects focusing on deserts, Gobi and desert areas in China, and it is also a key project of emergency energy supply guarantee in Inner Mongolia Autonomous Region. After the project is put into operation, it is expected to add 13.89 billion kWh of clean energy to be delivered every year, saving about 4.445 million tons of standard coal, which can alleviate the energy demand in North and Central China and add another "high-speed channel" for the energy and power transmission of Inner Mongolia Autonomous Region.

The first line section of the upper reaches of the Jinsha River to Hubei UHV project was completed in Ganzi, Sichuan, on November 17. This is the first UHVDC project to enter the hinterland of the Sichuan-Tibet Plateau, and is expected to deliver nearly 40 billion kilowatt hours of clean electricity to central China every year after completion.

At present, with the completion and operation of a large number of new energy supporting grid connection projects in Zhaotong Yongshan Haizishan, Yuxi Xinping Shuanghe Village, Qujing Huize Jinzhong and other places, Yunnan has completed the target task of adding 15 million kilowatts of centralized new energy to the grid half a month ahead of schedule.

According to the data, from January to November, the investment in power grid projects was 445.8 billion yuan, a year-on-year increase of 5.9%. Experts say that the mainland is rich in clean energy, but resources and demand are inversely distributed. Accelerating the construction of UHV and other supporting power grid projects can transport clean energy enriched in the southwest and northwest regions of the mainland to the central and eastern regions, which is an important part of promoting the consumption of new energy.

"Good use": peak shaving and energy storage capacity have been further improved

Wind power and photovoltaic power are fluctuating and intermittent, and the large-scale and high-proportion access of new energy will bring some challenges to the safe and stable operation of the power system. While speeding up the "delivery" of new energy, in order to ensure "good use", it is also necessary to improve the capacity of peak regulation and energy storage.

In terms of peak shaving, Unit 5 of Huadian Qingdao Company's gas turbine project successfully passed the 168-hour trial operation on the 25th, marking the official commissioning of the first set of 9F heavy-duty gas turbine demonstration projects in Shandong Province for power generation. The project plans to build two 9F heavy-duty gas turbines, with a single capacity of 505.54 megawatts, a localization rate of more than 90% for gas turbines, and 95% for natural gas boosters, which is the highest in China. Compared with ultra-clean coal-fired units of the same installed capacity, after the project is put into operation, it can reduce the consumption of standard coal by about 1.5 million tons per year, reduce carbon emissions by about 60%, further promote the consumption of new energy "green electricity", realize the two-way regulation of the power grid gas grid, and improve the reliability of the urban power grid.

In terms of pumped storage, the first unit of Liaoning Qingyuan Pumped Storage Power Station, the largest pumped storage power station in Northeast China, was officially put into operation on the 15th. The pumped storage power station is led by the Beijing Survey, Design and Research Institute of China Power Construction Group, and adopts the EPC general contracting mode integrating design, procurement and construction to carry out construction, with a total installed capacity of 1.8 million kilowatts, and the installation of 6 reversible pump turbine power generation electric units with a single capacity of 300,000 kilowatts, with a designed annual power generation capacity of 3 billion kilowatt hours, which is of great significance to ensure the safe and stable operation of Liaoning power grid and promote the consumption of new energy. At present, the remaining five units are still in the process of installation and commissioning, and it is planned that all of them will be put into operation by March 2025.

"To give full play to the role of energy storage in promoting the high-quality development of new energy, we need to work together from many aspects. Sun Chuanwang said that increase policy guidance and support for the iterative upgrading of energy storage technology, enrich the energy storage technology route, establish and improve the energy storage capacity compensation mechanism and capacity market, reasonably channel the cost of energy storage, and ensure the reasonable income of energy storage projects, improve the configuration and scheduling mode of "new energy + energy storage" according to local conditions, and improve the utilization rate of energy storage projects.
