Recently, the Zhushan District People's Court of Jingdezhen City, Jiangxi Province made a judgment on the "7.1" health care product fraud case investigated and handled by the Jingdezhen City Public Security Organ in accordance with the law, and sentenced the general distributor Qiang to the crime of selling fake and shoddy products, false advertising, and obstruction of credit card management, and sentenced him to 15 years in prison; sentenced six people, including Chen Moumou and Liu Moumou, to 5 years and 3 years in prison respectively; and sentenced Chu to 3 years in prison for the crime of reselling citizens' information.
So far, the pension fraud case involving 25 provinces and 206 dealers across the country has come to an end.
Case review
On June 21, 2022, during a daily visit to the jurisdiction of the Jingdezhen Nanhe Public Security Bureau, the police received a report from the daughter of the defrauded person: her father bought the "863 Resurrection Pill" health care products sold by a technology company many times by express delivery, and was defrauded of more than 40,000 yuan.
After testing by the Jingdezhen Municipal Supervision Department, the main ingredient of "863 Resurrection Pill" is starch. The Nanhe Branch of the Jingdezhen Municipal Public Security Bureau immediately filed a case for investigation and went to Nanjing to investigate and collect evidence, and fully grasped the facts of the fraud crime: "863 Resurrection Dan" dealers obtained the information of the elderly participating in TV shopping through illegal means, and arranged for salesmen to disguise themselves as TV shopping health consultants to recommend Resurrection Dan health care products, claiming that they can improve human immunity and achieve their purpose of defrauding the elderly of money and illegal profits.
Under the guidance and coordination of the Criminal Police Corps of the Jiangxi Provincial Public Security Department, the Jingdezhen City Public Security Bureau quickly smashed the company's Nanjing branch den, arrested 6 criminal suspects, seized more than 30 yuan worth of "health products", and thoroughly investigated a fraud network involving 25 provinces and 206 secondary distributors across the country.
According to the police, the fraud criminal gang is composed of three parts: the general distribution (entrusting party), the production side, and the distributor, forming a relatively complete fraud criminal chain.
The general distributor (entrusting party) is an enterprise named Xi'an Biotechnology Co., Ltd., which is responsible for the product design, packaging design, customized promotional materials and general distribution of "863 Resurrection Dan".
The manufacturer is entrusted by the general distributor, and a biopharmaceutical company in Xi'an produces the "863 Resurrection Pill" and completes the product packaging.
The distributors are all over the country, responsible for developing customer source information, looking for elderly customers with economic strength and spending power, paying attention to physical maintenance, and suffering from diseases, grasping the customer's medical history, physical condition and personal needs, etc., and using false publicity materials to brainwash the victim, fabricate the curative effect, and lure the victim to buy.
After obtaining the victim's contact information through illegal means, the gang sold the "863 Resurrection Pill" with a cost of 14.6 yuan per box to the victim in the form of telephone sales and express delivery, ranging from 1,000 yuan to 6,980 yuan per box, so as to achieve the fraudulent purpose of illegal profits.
Due to the seriousness of the case and the wide scope of its involvement, the case was listed as a "double supervision" case by the Central Political and Legal Commission and the Ministry of Public Security.
In order to comprehensively destroy the fraud network and implement a full-chain crackdown, in September 2023, the Ministry of Public Security simultaneously launched a national cluster crackdown campaign across the country to carry out precise strikes on general distributors, manufacturers, and secondary distributors. After more than 90 days, the pension fraud gang led by the general distributor Qiang was all arrested.
Returning stolen goods warms the heart
On December 14, 2023, the Political and Legal Committee of the Jingdezhen Municipal Party Committee took the lead in organizing the Nanhe Branch of the Jingdezhen Municipal Public Security Bureau and the Zhushan District People's Court of Jingdezhen City to hold a publicity campaign to combat and rectify pension fraud and a ceremony to return stolen goods in Changhe Cultural Square of the city, focusing on returning 3.27 million yuan to the people deceived by the "7.1" pension fraud project, which won wide praise from the masses.
