Article 13 No unit or individual shall engage in wholesale and retail activities of fireworks and firecrackers without permission.
Article 33: In any of the following circumstances, the public security department shall order the fireworks to be stopped, confiscate the remaining fireworks and firecrackers, and impose a fine of not less than 100 yuan but not more than 500 yuan on individuals, and a fine of not less than 5,000 yuan but not more than 50,000 yuan on units;

Article 34 In violation of the provisions of these Regulations, property service enterprises do not set up fireworks and firecrackers in accordance with the regulations, or do not perform the obligation to dissuade those who set off fireworks and firecrackers in violation of the regulations, resulting in the fact of fireworks, the public security department shall give a warning, and if the circumstances are serious, a fine of not less than 1,000 yuan but not more than 5,000 yuan shall be imposed.
Article 35 In violation of the provisions of these Regulations, hotel, hotel and guesthouse operators do not perform their obligation to dissuade fireworks and firecrackers in their city appearance and environmental sanitation responsibility area, resulting in the fact of fireworks, the public security department shall give a warning, and if the circumstances are serious, a fine of not less than 1,000 yuan but not more than 5,000 yuan shall be imposed.
Paragraph 3 of Article 36 of the Regulations on the Safety Management of Fireworks and Firecrackers: Illegal production, operation and transportation of fireworks and firecrackers, constituting a violation of public security administration, shall be punished by public security administration in accordance with law;
where a crime is constituted, criminal responsibility is pursued in accordance with law.
Why ban fireworks?
