On the morning of December 26, 2023, the Ministry of National Defense of Vietnam held an important meeting at the Party Committee of the General Logistics Bureau of the Vietnamese Army. Plan 1228/KH-BQP was another key topic of the meeting. According to the plan, in the fourth quarter of 2024, the General Logistics Directorate and the General Technical Directorate will be merged into the General Logistics Technical Directorate. This adjustment plan calls for immediate work from the first month and day of 2024 to consolidate and improve the efficiency of the activities of the logistics and technical departments of the units. This means that the Ministry of Defense of Vietnam has made a profound adjustment to the organizational structure of the army to better adapt to future military needs. General Liang Qiang, director of the General Political Bureau of the Vietnamese Army, and Phan Van Giang, Minister of National Defense of Vietnam, are the only two generals in the Vietnamese army. In recent years, the powers of the General Staff of the Vietnamese Army have increased, with the Chief of the General Staff generally concurrently serving as Deputy Minister of Defense, while the Vietnamese Minister of Defense is usually Deputy Minister and Chief of the General Staff. This change of power reflects the flexibility and adaptability of the Vietnamese military in responding to the new situation.
The General Logistics Directorate and the General Technical Directorate are responsible for different responsibilities in the Ministry of National Defense of Viet Nam. The General Logistics Bureau is responsible for the direct bureaus including the General Staff Department, the Finance Bureau, the Political Bureau, the Quartermaster Bureau, etc., while the General Technical Bureau is responsible for the direct bureaus including the Logistics Bureau, the Vehicle Machinery Bureau, the Locomotive Bureau, the Arms Technology Bureau, the Ordnance Bureau, etc. The upgraded General Logistics Technical Bureau after the merger is similar to that of the General Staff and the General Political Bureau of the Vietnamese Army, and the specific situation needs to be further observed.
