Town people's governments, subdistrict offices, economic development zone management committees, and relevant municipal departments:
In order to conscientiously implement the requirements of the provincial and Deyang city air pollution prevention and control work, continuously improve the quality of the city's atmospheric environment, consolidate the achievements in air pollution prevention and control, and protect the health of the people, the following notice is hereby issued on matters related to the prohibition of straw burning in 2021.
I. Strengthen organizational leadership and earnestly perform duties and responsibilities
All towns (subdistricts, economic development zones) should thoroughly implement the "Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution" and the "Implementation Measures of the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution in Sichuan Province", enhance ideological understanding, strengthen organizational leadership, implement territorial responsibilities and strict work responsibilities for the work of banning the burning of straw, establish assessment mechanisms, make hard rewards and punishments, decompose and implement tasks into units, village groups, and communities, clarify the division of labor, assign responsibility to people, and grasp implementation at one level and at each level. The relevant departments at the municipal level should, in accordance with the division of duties and labor, strengthen the supervision and guidance of the straw burning ban work in the towns (streets) and contacted villages (communities) they are responsible for, and further improve the pattern of the straw burning ban work of joint prevention and control.
Second, clarify the goals and tasks to ensure that burning is prohibited throughout the territory
Within the administrative area of Shifang City, it is forbidden for any unit or individual to openly burn crop straw, dead branches, fallen leaves, weeds and domestic garbage and other substances that produce soot pollution throughout the year. Strictly prevent the "first fire" and black spots, and resolutely prevent the impact of environmental air quality due to open burning.
Third, strengthen the supervision of the prohibition of burning, and carry out supervision and inspection
Establish a straw burning prohibition supervision working group headed by the municipal government leader, and 9 supervision groups will be formed by relevant municipal departments (see Annex 1 for details). Go deep into all towns (streets, economic development zones) to carry out uninterrupted and full-coverage special supervision of straw burning ban work. All towns (streets, economic development zones) should set up patrol teams at all levels and implement patrol personnel. Do it horizontally to the edge, vertical to the end, leaving no dead corners, leaving no blind spots. During the critical period of harvesting in small spring and large spring, the responsible persons of all towns (streets), villages (communities), and groups should implement full-time, all-regional, and all-weather stationing, strengthen daily inspections and on-site inspections, grasp small things early, strictly prevent the "first fire", especially strengthen the control of special groups, implement guardians, and put an end to the burning of straw by such groups. Fourth, strict supervision and assessment, compaction of work responsibilities
The straw burning ban work will continue to be included in the assessment of the "party and government sharing responsibility" goal of ecological environmental protection, and the towns (streets, economic development zones) and corresponding municipal supervision departments and village departments that have not completed the target tasks will be notified and criticized by the implementation of the work, the results are poor, the impact is bad, and the corresponding municipal supervision departments and the village departments are not completed, and the corresponding assessment points are deducted; the responsible persons of the towns (streets, economic development zones) who are found to be the "first fire" by the provincial and Deyang city inspection groups or news media will be instructed to make a review at relevant meetings in the city; violations of discipline in the straw burning ban work. Party members and cadres who derelict their duties and dereliction of duty shall be investigated for responsibility in accordance with laws and regulations.
V. Strengthen publicity and guidance and create a strong atmosphere
All towns (streets, economic development zones), and relevant departments at the municipal level should make full use of radio, television, text messages, microblogs, WeChat, and other means, as well as various propaganda methods that are easy and acceptable to the masses, such as posting notices, slogans, and letters of commitment, setting up signs prohibiting burning, and hanging banners, widely publicize the harm of open burning straw, as well as relevant laws, regulations, and policy provisions, guide the masses to establish the concept of "not daring to burn, not wanting to burn, and not wanting to burn," effectively eliminating the psychology of luck, and taking the initiative to ban burning. It is necessary to vigorously expose the behavior and typical cases of open burning of straw, strengthen the warning role, so that everyone knows it and everyone knows it, and creates a good atmosphere for the whole society to support the prohibition of straw burning.
