The relevant enacting authorities have agreed to make amendments to the relevant provisions as soon as possible.
Setting off fireworks on Chinese New Year's Eve is a folk tradition handed down by the Chinese nation for 5,000 years, which can not only increase the atmosphere of the festival, but also express the desire to get rid of evil and be healthy.
Not only the Spring Festival, but also traditional festivals such as the Lantern Festival, Dragon Boat Festival, Mid-Autumn Festival, etc., will set off fireworks, in addition to red and white ceremonies, Qingming worship ancestors, new houses to move in, buy new cars, etc., everyone will generally set off a little fireworks to highlight that this is a special day.
However, since 2015, the serious problem of smog and air pollution has led some people to think that fireworks are one of the main reasons, and various places have successively issued bans on burning, and the Spring Festival and Chinese New Year's Eve are no exception, breaking off these thousands of years of tradition.
After the ban was promulgated, from large cities to small and medium-sized cities, to county seats, the urban area has become a ban on burning, and since then the urban management department has also had an additional job to dissuade and deal with people who violate the ban on setting off fireworks and firecrackers in urban areas according to law. Because of the opening of the store, the full moon of the child, the marriage and other matters of secretly setting off fireworks and firecrackers, they were all seized by law enforcement officers, and some were fined 200 yuan.
Without the cheering of fireworks, many people feel that the taste of the New Year has become weaker and weaker in recent years, and even feel that it is the same after the New Year, and children have lost the childlike fun of setting off fireworks. The folk tradition of setting off fireworks on Chinese New Year's Eve can only be retreated to rural areas in the cities.
Since the ban was issued, people have not been very friendly to the ban, believing that there are many causes of air pollution, such as factory smog emissions, car exhaust and so on. Fireworks have been set off since ancient times, and they have never polluted the environment before, and now they must not be blamed for just setting off fireworks and firecrackers.
In fact, as early as the beginning of 2023, the ban on burning in various places has begun to be loosened. At the beginning of 2023, Guangdong, Shandong, Liaoning and other places changed "prohibition" to "restriction", stipulating that people can set off fireworks at specific times and areas.
Binzhou, Shandong Province and other places have issued fireworks management policies, clarifying that fireworks are prohibited in key special areas such as cultural relics units, transportation hubs, crowded places, medical treatment, education, elderly care, public culture, and office areas of institutions, and other areas can be set off from Chinese New Year's Eve to the fifth and fifteenth days of the first month, and other periods are not allowed to be fired, and it is stipulated that fireworks are prohibited during polluted weather.
The Xi'an Municipal People's Government also issued a notice that from 20:00 to 20:30 on January 21 (Chinese New Year's Eve) and February 5 (the fifteenth day of the first month), fireworks will be held in relevant areas such as Chang'an District, Gaoling District, Xixian New District, High-tech Zone, Qujiang New District, and International Port Area.
In mid-January, Zhengzhou, Luoyang, Nanyang, Xinyang, Pingdingshan, Xinmi and other places in Henan Province also successively adjusted the "ban on fireworks" to clarify the areas and times where fireworks can be set off during the Spring Festival.
Now that there is still more than a month before the Chinese New Year, the Legislative Affairs Committee of the National People's Congress has undoubtedly reassured the broad masses of the people by defining the ban on burning. It is believed that it will not be long before the ban on burning in various places will be more relaxed, and fireworks will be set off on Chinese New Year's Eve, and the strong smell of the New Year will return to the world.
