The deputies of the county people's congress from all walks of life in the county, shouldering the expectations and trust of millions of people in the county, with full political enthusiasm and the spirit of being highly responsible for the development of Xianyou, discussed the good policies for the high-quality economic and social development of Xianyou, and jointly offered the "golden ideas" of enriching the people and strengthening the county, and painted a better tomorrow for Xianyou.
There should be 377 deputies at this meeting, but 345 actually came, which met the quorum.

On behalf of the county people's government, Chen Zhiting, the county magistrate, made a report on the work of the government to the conference. The report is divided into three parts: a review of the work in 2023, a task in 2024, and an overall strengthening of the government's own construction.
The report pointed out that in 2023, the county government will always adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Party and the Second Plenary Session of the 20th CPC Central Committee, and under the strong leadership of the higher-level party committee, government and county party committee, implement the "1299" work of the county party committee and the "1021" working mechanism, grasp development, fight for the economy, attract big business, ensure stability, benefit people's livelihood, promote green and high-quality development in all aspects, and better complete the goals and tasks set by the second session of the 18th county people's congress. It is preliminarily estimated that the regional GDP will grow by 6 percent, the added value of industries above designated size will increase by 9.1 percent, the total retail sales of consumer goods will increase by 9 percent, the per capita disposable income of residents will increase by 7 percent, and the revenue of the local general public budget will increase by 4.3 percent.
The report pointed out that 2024 is the 75th anniversary of the founding of the People's Republic of China, a key year for the implementation of the 14th Five-Year Plan, and an important year for promoting green and high-quality development. In-depth implementation of the Provincial Party Committee's action of "striving for excellence, daring to be the first, and striving for efficiency through hard work", in accordance with the "15234" work deployment of the Municipal Party Committee, with the "1299" of the County Party Committee as the starting point, the implementation of the "1021" working mechanism of the County Party Committee, and efforts to promote green and high-quality development, Comprehensively deepen reform and opening up, promote high-level scientific and technological self-reliance and self-reliance, coordinate the expansion of domestic demand and deepen supply-side structural reforms, coordinate new urbanization and comprehensive rural revitalization, coordinate high-quality development and high-level security, continue to promote the effective improvement of quality and reasonable quantitative growth of the economy, improve people's livelihood and well-being, maintain social stability, and strive to promote new progress and new results in the practice of Chinese-style modernization.
The main expected goals of the county's economic and social development are: the growth of regional GDP by 6%, the added value of industries above designated size by 9%, the total retail sales of consumer goods by more than 8%, the investment in fixed assets of the whole society by 3%, the growth of local general public budget revenue by about 1.2%, the growth of total retail sales of consumer goods by 8%, the growth of the total output value of agriculture, forestry, animal husbandry and fishery by 5.4%, the per capita disposable income of residents by 7%, and the completion of energy conservation, emission reduction and carbon reduction.
In order to achieve this goal, Chen Zhiting stressed that in 2024, we will focus on seven aspects of work: adhere to agglomeration and build the "main engine" of industrial development, insist on expanding investment and accumulate endogenous support "source power", adhere to overall planning and create a "new model" of urban and rural livability, adhere to ecological priority and write a good "big article" of green mountains and clear waters, adhere to reform and opening up, and establish a "wind vane" of innovation and development, adhere to the supremacy of the people and build a "safety net" for people's livelihood and well-being, adhere to joint construction and sharing, and enhance the "centripetal force" of social undertakings.
It is worth mentioning that the report put forward the specific goal of "making the city better and building the township, strengthening the plain township, and making the township in the beautiful mountainous area". Licheng Sub-district and Linan Town have thoroughly implemented the urban development strategy of "expanding from the east to the south, connecting the north with the west and improving the middle", expanding the built-up area to 36.3 square kilometers, and increasing the urbanization rate by 1 percentage point to 55.4%. Bangtou Town focuses on "the first town of craftsmanship", and accelerates the implementation of small and micro enterprise parks and the upgrading and transformation of Bangtou Old Street. Fengting Town will build a modern coastal new city, and promote the construction of the Houxiao plot resettlement area and Caixiang Cultural Industrial Park in the high-speed rail area. Laidian Town has built a "new charm of antiques and a hometown of overseas Chinese on the waterfront", and started the construction of the project of "moistening the reservoir area and benefiting immigrants". Gaiwei Town will build a suburban modern town, and speed up the construction of the second phase of Lianjing New Village and Dangxu New Village. Jiaowei Town promoted the construction of new urbanization and started the construction of Xianglin Shoes and Apparel R&D Center and Production Base Project. Yuanzhuang Town has built a provincial-level market town environmental improvement model, and started the construction of Yuanzhuang Pastry Small and Micro Enterprise Park. Longhua Town focuses on the "original hometown of Zen temple tribute" and started the construction of Xiancha Cultural Industrial Park. Daji Town has built a characteristic brand of "cheap cultural tourism" and started the Yehao cultural construction project. Duwei Town focuses on "China's No. 1 Pomelo" and "No. 1 Wood Art Town", and accelerates the promotion of Duwei Small and Micro Enterprise Park and Sanada Biological Food Industrial Park. Zhongshan Town has accelerated the construction of white kueh processing base and built a brand cluster of agricultural and sideline products. Youyang Town focuses on the "Capital of Chinese Medicinal Diet" and accelerates the construction of a Chinese herbal medicine industrial park. Shicang Township has built a famous humanistic and historical township, focusing on promoting the construction of Jichuan Village and Mintai Township to build a township and create a sample village. Shufeng Township built the "Suburban Book Peak" and started the cross-village joint construction project of Baisong, Shufeng and Jinfeng. Sheyi Township has built a "Mountain Slow Life Experience Base", and planned and implemented a number of integration projects for agriculture, culture, tourism, sports and health and rural revitalization. Caixi Township focuses on the "high-speed and slow life base" to create the first gateway to Xianbei. Xiyuan Township has built a "Four Seasons Sports Town", focusing on the integration of advantageous resources such as Shigu Jie, Nine Temples, and Eighteen Stocks.
Chen Zhiting pointed out that comprehensively promoting the new practice of Chinese-style modernization Xianyou has put forward higher requirements for the government's own construction. It is necessary to concentrate on forging the soul and always put political construction in the first place.
