The official media bitterly criticized the formalism of satellite image spots to rectify the land, "regardless of whether it is cultivated land or not, just deal with the satellite".
Recently, according to a reporter from Banyuetan, after interviews across the country, it was found that there were quite inaccuracies in the law enforcement process of "Wei Pian", and the blind spot of "satellite perspective" was easy to become the "operable space" of grassroots managers, and there was a situation of false rectification.
In order to ensure the red line of 1.8 billion mu of cultivated land and prevent the "non-agricultural" and "non-grain" conversion of cultivated land, the national natural resources department has used satellite technology to carry out law enforcement inspections of national land satellite remote sensing images (referred to as "health films"), urged all localities to carry out investigation and rectification of problem maps, and strengthened the management and protection of cultivated land, especially basic farmland.
It sounds like a high-tech technology, but the grassroots managers regard high technology as the absolute basis for law enforcement, and many grassroots managers do not conduct on-the-spot investigations, so they directly notify the village committee by phone, and let the village committee notify the villagers to implement it as soon as possible and restore the cultivated land. Sitting in the office like this, the law enforcement made the peasants cry and laugh, and suffered heavy losses.
The author is also deeply affected by this. As early as 2020, it contracted to plant lemon trees on the corner land next to some old homesteads in the village. These homesteads are many years old, some of the descendants of the owner's family have basically gone to live in the county and town, and some have no descendants, and these homesteads have basically a history of more than 60 years. It stands to reason that these homesteads have existed since before the establishment of New China, and they have never grown food for decades, so I think there should be no problem in planting some lemon fruit trees to increase the family's income. I also asked the village committee before, and the village committee acquiesced.
Who would have thought that in September 2023, the village committee called to inform that the leaders of the six institutes in the town asked him to quickly dig up the lemon tree, saying that it was photographed by satellite. There are 6,700 lemon trees in total, which have just been put into production, and they have to be picked for a year, but now they are asking to be dug up. My heart is bleeding... I have to pay for my own money, please hook the machine to dig... , which dragged on until November, finally compromised. Dig it, dig it...
This kind of law enforcement, regardless of whether it is indiscriminate, is just bent on ensuring that the red line of 1.8 billion mu of cultivated land is too overbearing. Other places have occupied cultivated land, so they will take the common people to make a knife and make up for the balance, such a trick is really hateful.
The farms of some large enterprises occupy basic farmland for their breeding land, but when they are photographed by satellites, they can do surface work, temporarily remove the roofs of the houses they are breeding from, and then temporarily pile up some soil on the ground and plant some green plants. These local government authorities are very good at getting things done and protecting local businesses. These people collude with each other to conceal it, I don't believe they are so clean, it's very dirty, it's all corruption, it's all bribery. I do not accept any refutation of this point, and I also hope that the state will make some adjustments, have supervision and management, and everything is said by the grassroots managers, and the people will not be indiscriminate at all.
The law enforcement map should only be used as a clue to discover illegal acts, and administrative penalties can only be made in accordance with the law after strict and standardized investigation and evidence collection, and this process should be open and transparent, and cannot be operated in the dark. In this way, it can be truly fair, otherwise it will lead to many problems in the countryside, which is not conducive to the development of work, and the farmers are also trembling, afraid that one day their houses will be demolished to grow food...
