Zhang and others set up dozens of shell companies, paid provident funds for a short period of time for a large number of "white households" who had never done credit business, and after packaging their identities, they organized them to submit false materials to the bank to apply for credit cards, so as to illegally cash out. Recently, the Shanghai Minhang District Procuratorate prosecuted 9 defendants including Zhang on suspicion of credit card fraud, loan fraud, and aiding information network criminal activities.

"Good credit, no household registration, quick application for credit cards, high salary, and quick contact for those in need. "Zero cost and quick profit, which is considered by many to be a very good deal. Why do you get paid so much when you apply for a credit card? What do the players behind it rely on to make a profit? It all started at the end of 2019.

Zhang was originally in the credit intermediary business, and his daily work was mainly to solicit customers to apply for credit cards from major banks, from which he collected a small amount of handling fees. At the end of 2019, when Zhang was applying for a credit card for a customer, he found that a bank had a loan product with a limit of 200,000 yuan, and the threshold for applying for a card was low, there was no restriction on household registration, and he could apply for it if he had paid the provident fund in Shanghai for one year. In addition, Zhang also found that other banks also have many loan products and credit card services with similar businesses. Zhang, who wanted to make a lot of money, felt that he had found a shortcut to make a fortune, so he immediately gathered a large number of "white households" who met the application conditions, applied for credit cards for them, and cashed out from them.

In order to find as many "white households" as possible in a short period of time, Zhang got acquainted with the intermediary Xie under the introduction of a friend and formed a preliminary cooperative relationship. Xie also has Yu, Liu, and Jiang working for him, responsible for contacting customers from other provinces, settling people from other provinces to come to Shanghai, collecting identity documents, etc.

Xie and others shouted loudly in the circle of friends, and publicized it to their fellow villagers through word of mouth. Under their operation, a large number of "white households" soon came to the door. But how can we pay the provident fund to so many people and meet the requirements for applying for a credit card? Zhang and a certain decided to package the recruited "white households" as office workers and make false contributions to the provident fund for them, so as to implement their own plan.

Zhang first opened a number of shell companies in his own name or a friend's name by applying for industrial and commercial registration, and centralized control of all business licenses and company seals. After that, every time he asked the "white households" to apply for a bank card, Zhang would first prepare their credit reports and ID cards, and use a shell company to open a provident fund account in Shanghai for them, and pay a one-year provident fund. In addition, Zhang will also prepare a complete set of personal information and a new mobile phone card number for these "white households" as bank credit card application materials, and these information are false except for their names and ID numbers.

The secret is out

Fraud rings have finally taken shape

Zhang reconciled a good calculation, and saw that some "white households" would not take the initiative to ask to see the relevant information of the credit card after receiving the benefit fee. And the mobile phone cards are all ready-made, and most people lose them after getting the benefit fee, so the credit funds on the bank's side are overdue, and the customer cannot be contacted.

In addition, Zhang and Xie also hired Gu, Li, Xu, Liu and others to be responsible for picking up and dropping off customers, handling mobile phone cards and activating credit cards. Subsequently, Zhang and others collected and controlled these credit cards, maliciously overdrafted, and cashed out using POS machines or credit products. These funds were then used by Zhang, Xie and others to share the spoils. Among them, Xu provided three bank cards with online banking functions under his name to others for illegal profits, knowing that others were using his bank cards to transfer money and might be used for online illegal and criminal activities.

"Although we help customers handle credit business in the name of intermediaries, after the business is completed, the customer's card and funds are actually controlled by us, the intermediary, and the customer himself does not directly get the card or the loan issued by the bank. After the bank lends money, the customer can get a benefit fee, and the rest of the money is divided by us after deducting the provident fund and other expenses. According to Zhang, after the credit funds are disbursed, they will repay the bank arrears for half a year. After having more money, you can do some serious business, by borrowing new to repay the old, make money to fill the holes, and finally make a profit, but I didn't expect that the credit business at hand was overdue one after another, and the money in hand was too late to fill these holes.

At the beginning of this year, a bank reported that a large number of people were suspected of credit card fraud. The police investigation found that in order to obtain illegal benefits, the black intermediaries in Shanghai opened a large number of shell companies and colluded with the black intermediaries in other provinces, summoned people to Shanghai in batches, and attached to the shell companies to pay the provident fund for a short time, and then cashed out after applying for credit cards in batches in a number of banks, which has now occurred in a large area of overdue, causing huge losses to the banks.

After a period of thorough investigation, the public security organs arrested Zhang's gang. On June 14 this year, the Minhang District Procuratorate made a decision to approve the arrest of Zhang, Xie and others. In the course of handling the case, in order to accurately determine the facts of the crime and apply the law, the procurator undertaking the case shall contact the public security organ undertaker as soon as possible to learn more about the investigation and handling of the case. After peeling back the cocoons layer by layer, a complete industrial chain of loan fraud and credit card fraud has surfaced.

In September this year, the prosecutor and the assistant prosecutor brought the accused to trial.

After investigation, since 2019, Zhang and Xie have conspired to submit false information materials to the bank to apply for credit card cashing by packaging "white household" personnel. During this period, Xie organized a number of intermediaries to advertise and lure "white households" to provide personal identity information and bring them to Shanghai to apply for cards. Zhang opened a number of shell companies to pay provident funds for the "white households" for a short time, and organized many people to lead the "white households" to apply for mobile phone cards, apply for credit cards, and cash out by swiping cards. Defendants Gu, Li, Xu, and others were hired and instructed by Zhang to assist in registering shell companies, applying for POS machines, picking up and dropping off card-handling personnel, and providing bank cards to transfer and withdraw cash from cash-out funds. Defendants Yu, Liu, Jiang, and others were introduced by Xie to become intermediaries, introducing "white household" personnel and providing information to Xie to receive a benefit fee. As of the time of the case, nearly 400 credit cards from 13 banks were involved, and the amount involved exceeded 30 million yuan. In addition, the defendant Xu clearly knew that others might use his bank card to provide transfers for illegal and criminal activities on the Internet, but still provided three bank cards in his name to others for illegal profits, with an input fund of more than 1.9 million yuan.

After review, the Minhang District Procuratorate found that defendants Zhang, Xie, Gu, Li, Xu, Yu, Liu, Jiang, and Peng violated credit card management regulations by providing false information to help others apply for credit cards and then maliciously overdraft for the purpose of illegal possession; Peng X et al., for the purpose of illegal possession, provided false information to defraud bank loans, and defendant Xu X was suspected of aiding information network criminal activities by providing bank accounts to help others carry out activities such as fund payment and settlement, knowing that others were using information networks to commit crimes. A few days ago, the court has indicted nine defendants, including Zhang.

"White households" refer to customers who do not have any online loans, bank loans, financial institution loans, or credit card application records on their credit records.
