In accordance with the spirit of the "Notice of the Shandong Provincial Department of Education, the Military Recruitment Office of the Shandong Provincial People's Government and the Department of Veterans Affairs of Shandong Province on Doing a Good Job in the Enrollment of the 2024 General Higher Education College to Undergraduate Examination" (Lu Jiaohan [2023] No. 26) (hereinafter referred to as the "Notice"), the relevant matters related to the registration of the 2024 general higher education college to undergraduate (hereinafter referred to as the "General College Promotion) enrollment examination in our province are hereby notified as follows:
1. Enrollment Target
(1) Fresh college graduates of ordinary colleges and universities in our province in 2024.
(2) Retired college student soldiers who are conscripted into the army in our province (except for retired college student soldiers who have been admitted to the college without examination).
II. Application Requirements
(1) Candidates must meet the following conditions at the same time:
1. Abide by the Constitution and laws of the People's Republic of China.
2. Not has been taken compulsory measures by the relevant departments or is serving a sentence for violating the criminal law.
3. Have not been suspended from participating in the college entrance examination for violating the national education examination regulations and are within the suspension period.
4. There is no demerit or above in the junior college stage or the punishment has been lifted before registration.
5. Be in good health.
6. Possess one of the following qualifications:
(1) Fresh college graduates from ordinary colleges and universities in our province who have obtained the qualification of school recommendation in the university of graduation (hereinafter referred to as the school recommended students).
(2) Fresh college graduates of ordinary colleges and universities in our province (hereinafter referred to as self-recommended students) who have passed the corresponding professional comprehensive ability test (hereinafter referred to as the professional test) independently organized by the enrollment colleges and universities.
(3) Fresh college graduates from ordinary colleges and universities in our province who have been recognized by the relevant administrative departments at or above the provincial level as having established a card from a poor family (hereinafter referred to as the candidates from the families with the establishment of the card).
(4) Retired college students and soldiers who are conscripted into the army in our province (refers to college graduates and current students who retire after enlisting in the army for military service, and are college graduates in 2024 or previous graduates who have obtained a college graduation certificate at the time of registration, hereinafter referred to as retired college student soldier candidates).
(5) In the professional science Xi stage, as a member of the Chinese national team, he won a prize in the "World Skills Competition" sponsored by the World Skills Organization, or won the first prize in the National Vocational College Skills Competition (hereinafter referred to as the competition guarantee student).
(2) In 2024, the "3+2" counterpart training transfer candidates:

3. Verification and submission of relevant candidates' data
(1) Seigen High School.
1. Do a good job in the information of the school's fresh graduates.
The information of the student registration database of fresh graduates is the main basis for colleges and universities to submit the qualification list and candidates to participate in the registration, and the source colleges and universities should conduct a comprehensive check of the information of the fresh graduates' student registration database in advance, including the candidate's name, ID number, junior college major code and name, graduation year and other key information, and if the information is wrong due to changing the name, changing the major, suspending and other reasons, it should be corrected in a timely manner according to the student status management regulations, and all corrections should be completed before January 15, 2024 to ensure that the candidate's student status information is accurate. According to the actual situation, a certificate of student status will be issued for candidates who need to participate in the professional test of colleges and universities, candidates who are exempted from the examination of retired college students and soldiers, and students who are escorted by the competition (see Annex 1 for the reference template).
2. Submit the list of candidates for minor languages of the school.
According to the setting of the university's public foreign language courses, all the university's fresh graduates and "3+2" secondary transfer candidates should conduct a language screening, determine the list of candidates for minor languages of the school and publicize it (the publicity period is not less than 5 working days), and report it through the Shandong Provincial General College Entrance Examination Management Platform (https://zsb.sdzk.cn:8083, hereinafter referred to as the management platform) from January 22 to 23, 2024. The information to be submitted includes: the candidate's name, ID number, and foreign language. This list serves as the basis for the determination of all candidates' examination subjects, and must be complete, true and accurate.
3. Submit the list of recommended students.
After the list of recommended students is publicized by the student's source university (the publicity period is not less than 5 working days) and there is no objection, the student's source university will submit it through the management platform from February 20 to 21, 2024. The information to be submitted includes: the candidate's name, ID number, college code and name, college code and name.
4. Submit the list of candidates from families who have established a file and established a card.
There are two types of groups for candidates from families with registered cards: one is the households enjoying the policy of poverty alleviation, and the other is the target of poverty prevention monitoring and assistance (including households that are unstable in poverty alleviation, marginal households that are prone to poverty, and households with serious difficulties). The above list of student source colleges and universities will be submitted to the Provincial Education Admissions Examination Institute through the management platform from January 22 to 23, 2024. The information to be submitted includes: the candidate's name, ID number, college code and name, college code and name, and the province where the card is located. Candidates applying for this province will be reported to the Provincial Rural Revitalization Bureau for qualification review. The source universities must carefully check the list of candidates submitted by all kinds of students, and be responsible for the accuracy, authenticity and completeness of the list of candidates submitted.
(2) Colleges and universities enrolled.
1. Check the list of candidates for the professional comprehensive ability test.
Colleges and universities should verify the list of candidates who have registered for the test through the management platform after the completion of the registration for the comprehensive ability test of their majors and before February 28, 2024. The enrollment colleges and universities shall report the names and ID numbers of the candidates to obtain the relevant information of the candidates, and the information fields obtained include the names of the candidates, ID numbers, junior colleges, junior college majors, etc., and the recruiting colleges and universities can only approve the candidates to obtain the qualifications for the undergraduate enrollment majors corresponding to their own junior college majors.
2. Submit the list of self-recommended candidates.
Colleges and universities should submit the list of self-recommended students through the management platform on March 7, 2024. 3. Submit the list of guaranteed students for the competition.

(3) Municipal education enrollment examination institutions.
1. The examination of the registration qualifications of retired college students and soldiers shall be jointly responsible for the municipal education enrollment examination institutions and the veterans' affairs department. The veterans' affairs department will review the candidates' qualifications for retired soldiers and meritorious service awards, and the municipal education enrollment examination agency will review the candidates' qualifications for the examination, and complete the qualification review through the management platform by April 12, 2024.
2. The municipal education enrollment examination body shall review the application for reasonable accommodation of candidates with disabilities, and submit the summary form of the candidates who have passed the review to the Provincial Education Admissions Examination Institute before March 18, 2024.
The municipal education enrollment examination institutions shall carefully verify the list of candidates submitted, and be responsible for the accuracy, authenticity and completeness of the list of candidates.
Fourth, the examination registration time
In addition to the retired college student and soldier candidates, candidates with the qualification to apply for the examination can log in to the designated website and complete the registration by themselves within the specified time.
The online registration (including payment) will be from March 11 to 13, 2024, from 9:00 to 17:00 every day.
The time for printing the admission ticket online is from March 26 to 31, 2024, from 9:00 to 17:00 every day, and the printing of the admission ticket will be opened 1 hour in advance on the day of the exam.

5. Registration methods and procedures
The online registration is divided into 6 steps: registration and login, collection of personal photos, filling in personal information, selection of examination location, selection of major, and online payment.
(1) Registration and login.
Candidates log in to the registration information platform (https://zsb.sdzk.cn) of Shandong Province for general college upgrades, and enter the system after successful registration with their ID number, mobile phone number and dynamic SMS verification code obtained, and need to set a login password when logging in for the first time. Candidates should carefully read the "Measures for Handling Violations in National Education Examinations" and other relevant regulations, and sign the "Integrity Examination Commitment" through the system.
(2) Collect personal photographs.
According to the prompts and requirements of the registration system, candidates can take photos and submit their own photos through their mobile phones. The photo will be used for post-secondary registration, examination, admission and post-enrollment registration, and cannot be modified after approval. If the candidate's beautification, retouching, and reproduction of photos affect the entrance to the exam, the candidate cannot register after admission, and the information comparison of the student information network does not pass, the consequences shall be borne by the candidate.
(3) Fill in personal information.
Candidates must fill in their personal information truthfully and completely in accordance with the requirements of the information items in the registration and submit it, and complete the online personal information filling. Candidates shall be responsible for the authenticity and accuracy of the information they fill in and upload materials, and the responsibility shall be borne by the candidates themselves if they cannot register after admission or are disqualified due to errors, falsifications or deficiencies in the information filled in by the candidates.
(4) Select the test location.
Candidates should choose the city where their institution is located or the city where their household registration is located as the test location, and only one place can be selected if the institution and household registration are in two places, and the relevant regulations of the education admissions examination agency of the city where they are located shall be implemented. Candidates who are registered in other provinces and are studying in our province should choose the city where the institution is located to take the test. Once the test location is selected, it cannot be changed, so candidates are advised to choose carefully.
(5) Elect a major.
According to the spirit of the "Notice", candidates from schools recommending students, self-recommended students, and family candidates with registered cards can choose to apply for multiple undergraduate enrollment majors (hereinafter referred to as "selected majors") according to the correspondence between the college graduation major and the professional guidance catalog and the junior college major, and the "Advanced Mathematics" examination subjects corresponding to the selected major must be the same and cannot be changed once determined. According to the spirit of the Notice of the Ministry of Education, the National Health and Family Planning Commission and the State Administration of Traditional Chinese Medicine on Standardizing the Running of Medical Majors (Jiaogao [2014] No. 7), those who apply for the promotion of medical majors should maintain the same medical majors (except for the specialty of Chinese medicine orthopedics and traumatology, which corresponds to the undergraduate Chinese medicine major when the major is upgraded).
The registration system will automatically list the test subject combinations and corresponding undergraduate majors that candidates can apply for according to their junior college majors, and the test subject combinations are divided into Advanced Mathematics I., II., III. Once a candidate selects a combination of exam subjects, they determine the scope of specialization to be applied for.
(6) Online payment.
According to the Notice of the Shandong Provincial Development and Reform Commission and the Shandong Provincial Department of Finance on Clarifying the Fee Standards for Ordinary University Enrollment and College Upgrading Examinations (Lu Fa Gai Price [2023] No. 927), the fee standard for the general college upgrade examination is 120 yuan per student, and the fee standard for candidates who only apply for the "3+2" transfer section is 60 yuan per student.
(7) Precautions and other requirements.
1. Check your information carefully.
After entering the registration system, candidates should carefully check whether their name, junior college major, college and other information are accurate, and if there is any error, they should immediately contact the student's source university for correction. In order to ensure that candidates can successfully participate in the examination, admission and registration of their student status after entering undergraduate colleges and universities, candidates should not change their names and ID cards and other information after registration until the registration period of college freshmen, so as not to cause residual problems.
2. Ensure that the mobile phone number is used normally.
The mobile phone number used during registration will run through the entire enrollment process such as registration, payment, printing of the admission ticket, voluntary filling, and admission, during which candidates are requested to ensure that the mobile phone number is used normally.
3. Keep your password safe.
The registration information must be filled in by the examinee himself, and shall not be reported by others, and the consequences caused by the examinee's mistake or by others shall be borne by the examinee himself. Please be sure to keep your login password and SMS verification code properly, and all consequences caused by the leakage of the password or SMS verification code by the candidate shall be borne by the candidate.
4. Candidates with disabilities apply for reasonable accommodations.
Persons with disabilities who meet the requirements for applying for the examination may refer to the "Regulations on the Administration of Persons with Disabilities Participating in the National Unified Examination for Enrollment in Ordinary Colleges and Universities" (Teaching [2017] No. 4) jointly issued by the Ministry of Education and the China Disabled Persons' Federation, and submit an application for reasonable accommodation to the municipal education enrollment examination body where the examination venue is located before March 14, 2024 (see Annex 3 for the address of the municipal recruitment institution), and the municipal education enrollment examination body shall conduct a preliminary review and summary with reference to the measures for reasonable accommodation in the college entrance examination review, and submit it to the Provincial Education Admissions Examination Institute for review.
6. Registration of candidates for "3+2" transfer
Candidates who have passed the process assessment can choose to apply for the "3+2" transfer section only, and if they are both fresh graduates with the qualifications of school recommended students or self-recommended students or candidates from families with a file and card, they can also choose to apply for both the "3+2" transfer section and the general college upgrade.
(1) Candidates who only apply for the "3+2" transfer section choose "only report the 3+2 transfer section", select the test location and the corresponding test subjects of the public extracurricular language as required, and only apply for the "3+2" transfer section Candidates must take the examination of 2 public basic courses for the college upgrade, 1 is English (students who are non-English in the public foreign language course will take the university language), and 1 is computer (students who apply for computer science and technology majors will take the advanced mathematics I.). Candidates who need to take the cultural basic course test for the "3+2" secondary transfer must also register online, collect personal photos and fill in personal information, and do not need to pay the cultural basic knowledge test fee.
(2) Candidates who apply for the "3+2" transfer and the general college upgrade at the same time choose to "apply for the 3+2 transfer and the general college upgrade", fill in their personal information, select the test location, choose the major and pay the fee online according to the registration requirements of the general college upgrade.
7. Candidates for retired college students and soldiers to register
Retired college student soldiers who are exempt from the examination and the provincial unified examination are not allowed to be reported at the same time, and the retired college student soldiers who register for the provincial unified examination are no longer entitled to the policy of exemption from the examination. Candidates with both qualifications need to choose carefully, and one of them cannot be changed after the registration is completed. The registration of retired college students and soldiers is divided into two parts: online application and college selection.
(1) Online application.
The online application includes filling in personal information and selecting a major. Candidates who apply for the qualification of retired college student soldier candidates must pass the online application qualification review of the Shandong Provincial General College Upgrading Registration Information Platform (https://zsb.sdzk.cn) from April 1 to 3, 2024 (9:00 to 17:00 every day) and select 1 undergraduate enrollment major corresponding to their college graduation major according to the professional guidance catalog, which shall not be changed once confirmed. Candidates should fill in their personal information truthfully, and upload their ID cards, college graduation certificates (candidates need to submit the certificate of student status issued by the school they are studying), retirement certificates, and certificates of enlistment (or enlistment notices) issued by the Ministry of Armed Forces; Certificate of meritorious service in the military service (it must be proved that the meritorious service is related to the candidate). After the veterans' affairs department reviews the candidates' qualifications for retired soldiers and meritorious service awards, and the municipal education admissions examination agency reviews the candidates' qualifications for the examination, the Provincial Education Admissions Examination Institute will make a public announcement (the publicity period shall not be less than 5 working days), and obtain the qualifications of retired college students and soldiers after passing the publicity.
Candidates must make a legally responsible commitment to the authenticity of the materials provided. When new students are enrolled, they will be reviewed for admission qualifications, and if candidates are unable to register after admission or are disqualified due to fraud or do not meet the qualifications of retired college students and soldiers, the candidates themselves shall bear the responsibility.
After the qualification review of the municipal education enrollment examination agency is completed, the candidates will be notified of the review results by SMS. If the materials submitted online by candidates are unclear, incomplete or have doubts about their authenticity, candidates must bring relevant supporting materials to the site for review according to the requirements of the municipal education admissions examination agency.
(2) Select colleges and universities.
After passing the review, retired college student and soldier candidates must log in to the Shandong Provincial General College Upgrading Registration Information Platform (https://zsb.sdzk.cn) on April 19, 2024 (9:00-17:00) to select 1 enrollment university. Candidates who are not admitted in the first round of university selection can fill in the solicitation of volunteers and whether to obey the adjustment volunteers on April 29, 2024 (9:00-17:00), and participate in the solicitation and adjustment admission according to the regulations.
8. Arrangements for the unified examination
The provincial unified examination (hereinafter referred to as the unified examination) will be held from March 30 to 31, 2024.
The subjects of the unified examination are 4 common basic courses, including English (the public foreign language courses during the junior college period are non-English language examinations), computer, university Chinese, and advanced mathematics (divided into advanced mathematics I., advanced mathematics II., and advanced mathematics III.), and the specific examination subjects are shown in Annex 4. Each subject takes 120 minutes to take the test, with a full score of 100 points, and a total score of 400 points. 9. Job requirements
(1) Earnestly strengthen organizational leadership.
The enrollment work of ordinary college promotion involves the vital interests of the majority of candidates, with a high degree of social concern, many examination links and strong policies. It is necessary to establish a registration work mechanism with a responsible attitude towards candidates, complete and strengthen staff, do a good job in business training, clarify the division of work responsibilities, strictly implement the registration regulations, and resolutely prevent the recurrence of problems in the registration work in previous years. For those who do not conscientiously perform their work duties and cause mistakes in the registration work, they will be criticized and severely dealt with in accordance with the relevant regulations.
(2) Strictly implement qualification review.
All units should seriously carry out Xi, accurately grasp policies and regulations, establish a two-person review mechanism, and implement the responsibility for qualification review work to the post and clarify the person. Colleges and universities should strictly do a good job in reviewing the qualifications and reporting of student status information, candidates with minor languages, students recommended by the school, and candidates from families with registered cards, and colleges and universities should conscientiously do a good job in the review, testing, and data reporting of self-recommended students; all colleges and universities should promptly make public announcements and accept democratic supervision to ensure that problems such as data omissions and misstatements do not occur. The Municipal Education Enrollment Examination Agency should actively communicate with the Municipal Department of Veterans Affairs, clarify responsibilities, coordinate and cooperate, and do a solid job in the registration qualification review of retired college students and soldiers, so as to ensure that the qualification review is accurate, and the candidates' application materials shall be retained for at least 1 year for future reference.
(3) Improve the quality of service for candidates.
All units should firmly establish the awareness of serving candidates, continue to strengthen policy publicity and interpretation, and remind and guide candidates to complete qualification applications and online registration within the specified time. Colleges and universities should give full play to the role of the main body of publicity, and use multiple channels such as theme class meetings, campus websites, publicity display boards, and contact groups to widely publicize the enrollment policy of the post-secondary entrance examination, and do a solid job in consulting and answering questions from candidates;
(4) Strengthen education on creditworthiness for test takers.
All colleges and universities should truly shoulder the primary responsibility for the education of candidates' creditworthiness, carrying out creditworthiness examinations and education on laws and regulations for candidates through various forms, increasing the force of publicity on laws and regulations such as the "Amendment (9) to the Criminal Law of the People's Republic of China", the "Supreme People's Court and Supreme People's Procuratorate Interpretation of Several Issues Concerning the Application of Law in Handling Criminal Cases such as Cheating on Organizational Examinations", and the "Measures for Handling Violations in National Educational Examinations" (Order No. 33 of the Ministry of Education).
