On March 9, the 2021 work forum of Sichuan Luzhou Human Resources Service Industrial Park was held in the multi-functional hall of Sichuan Luzhou Human Resources Service Industrial Park. Huang Liechao, member of the party group and deputy director of the Luzhou Municipal Human Resources and Social Security Bureau, made a speech on how the industrial park can seize the development opportunities of the provincial industrial park, optimize the functional layout and resource allocation of the industrial park, improve the service level and competitiveness of the industrial park, and promote the high-quality development of the human resources service industry in Luzhou.
The meeting made a comprehensive summary of the work of the industrial park in 2020 and arranged and deployed the work in 2021. Li Ling, director of Luzhou Employment Service Administration, Huang Jikui, director of Longmatan District Human Resources and Social Security Bureau, and responsible comrades of relevant sections (units), and nearly 30 representatives of enterprises settled in Sichuan Luzhou Human Resources Service Industrial Park attended the meeting.
The meeting pointed out that 2020 is a milestone year in the development of Sichuan Luzhou Human Resources Service Industrial Park, the industrial park from 2018 to prepare, more than two years, the municipal and district governments to build a platform, vigorous support, careful cultivation, settled enterprises in line with the law of the market, and strive to develop business, to achieve steady development. In October 2020, Sichuan Luzhou Human Resources Service Industrial Park successfully passed the assessment and acceptance of Sichuan Provincial Human Resources Service Industrial Park, becoming one of the first two provincial human resources service industrial parks approved in the province. At present, the industrial park has formed a relatively complete policy support and operation management system, gathered a number of high-quality human resources service enterprises, and produced good economic and social benefits, industrial agglomeration effects and regional radiation driving effects. By the end of 2020, the industrial park has introduced 27 human resources service agencies such as CIIC (Sichuan), Renrui Talents, Luzhou Maoyuan and so on, and the industrial park has held more than 500 training and recruitment activities throughout the year, serving more than 1,000 employers and more than 20,000 service personnel, helping more than 16,000 people to achieve employment, and the operating income has reached 260 million yuan.
The meeting stressed that 2021 is a year in which the development of the industrial park will continue to strengthen the guidance and management of the industrial park, increase support, and vigorously promote the expansion and upgrading of the industrial park. The industrial park should further standardize management and services, continuously improve the management and operation system, adopt market-oriented methods, enrich the forms of promotion, and enhance the ability to provide diversified and high-quality services; it should be based on the needs of high-quality development in Luzhou, with real estate construction, transportation and shipping, trade logistics, medicine and health, liquor brewing, electronic information, chemical energy, etc. as the main direction, accelerate the construction of an industrial system for the coordinated development of human resources, and better play the role of "service industry, service enterprise, service employment". It is necessary to closely focus on the development strategy of the state to promote the construction of the twin-city economic circle in the Chengdu-Chongqing region and the construction of the collaborative innovation and development pilot zone for human resources in southern Sichuan, accelerate the improvement of the bearing capacity, driving force and influence of the industrial park, and strive to build the industrial park into a new highland for regional human resources services that are "based in Luzhou, serving southern Sichuan, and radiating the combined department of Sichuan, Chongqing, Yunnan and Qianqian".
The meeting commended four enterprises in 2020, including Luzhou Branch of CIIC Sichuan Economic and Technical Cooperation Co., Ltd., Sichuan Jiayi Human Resources Co., Ltd., Sichuan Tongfa Guangjin Human Resources Consulting Co., Ltd., Luzhou Branch, and Luzhou Maoyuan Human Resources Co., Ltd., which have excellent operating performance.
At the meeting, the competent departments of the municipality and the responsible persons of the participating enterprises discussed and exchanged views on the operation of enterprises, bottlenecks encountered in development, matters that need the assistance of government departments, and opinions and suggestions on the management of industrial parks.
