Recently, Elephant News received a report from an insider that a company in Nanning, Guangxi Province illegally carried out surrogacy business, and there was no shortage of surrogate mothers in college students. As a couple who are eager to have a child, the reporter went to Nanning to investigate.
"One-stop service" for surrogacy agencies
At noon on December 13, the reporter contacted Huang Lu, the person in charge of Guangxi Xinghui Health Management Consulting Co., Ltd. (hereinafter referred to as Xinghui Company), on the grounds that he could not have children. Mr. Qin, the whistleblower, said that this was a local surrogacy agency with "deep qualifications".
"Use your eggs and your husband's sperm to match embryos, rent a house, and there will be a one-stop service for you!" After briefly consulting the physical condition of the "female customer", Huang Lu directly suggested: "Find someone else to give birth, it is surrogacy!"
"What we do is the 'third generation of test tube', simply put, after we obtain the embryos, we carry out 128 kinds of screening to ensure that the quality of the embryos is qualified, and we will go to 'seed' - this technology is expensive here, you can't do it in public hospitals!" Huang Lu revealed that the third-generation IVF technology can not only select men and women, but also ensure health, and there are only four public hospitals in Guangxi that can do third-generation test tubes.
It is understood that the conditions for the use of the third-generation IVF technology mentioned by Huang Lu are very strict, and the hospital usually requires patients to meet certain indications in clinical practice, such as suffering from major genetic diseases, to be eligible to use this technology.

According to the reporter's appeal, Huang Lu tailored a "surrogacy package". In this "Volunteer Reproductive Service Agreement" printed with the trademark of Xinghui, the surrogate mother is referred to as a "volunteer". The agreement clarifies the obligations of Xinghui as follows: "It is necessary to ensure that volunteers are over the age of 18, voluntarily assist clients in the process of conception and childbirth, and are obliged to do their best to carry out the pregnancy to term and give birth to a child after successful conception."
The agreement also states that the volunteer and the volunteer's family or any other member have no blood or legal relationship with the child born by the volunteer, and Xinghui will "ensure that the child conceived or delivered by the volunteer shall not at any time strive for safekeeping, partial custody or visitation of the child under reasonable medical and legal circumstances, and shall not attempt to obtain any parent-child relationship with the child in any form." ”

In order to facilitate the contract, Huang Lu also pointed out the company's "core business", that is, in the final childbirth link, so that customers can smoothly become the guardian of the child. A birth certificate that is clearly priced

"I was introduced by a friend, and someone over there did (surrogacy) success. In August this year, Mr. Zhou signed an "assisted reproduction agreement" of 160,000 yuan with Guangxi Xinghui Health Management Consulting Co., Ltd. Huang Lu once recommended the surrogacy business to Mr. Zhou, but due to the high cost, Mr. Zhou finally chose to give birth to his wife through the third-generation IVF technology, and they have paid nearly 100,000 yuan.
Mr. Zhou also revealed that while Xinghui is engaged in illegal surrogacy business, it often sells drugs to customers at high prices, including contraceptives, on the pretext of helping to regulate the body, "I am afraid that customers will naturally get pregnant, so they will not make money." ”
The reporter also found a copy of the "assisted reproduction agreement" signed by Xinghui Company and Ms. Ye, a customer in Liuzhou, in June this year, which clearly indicated the costs required for the entire surrogacy process. Among them, the last fee is: the cost of handling the birth certificate, the cost of different ages is different: customers under the age of 45, the cost of the birth certificate is 30,000 yuan, the cost of the birth certificate is 60,000 yuan for customers aged 45 to 49, the cost of the birth certificate is 100,000 yuan for customers aged 50 to 53, and the cost of the birth certificate for customers over 53 years old is reimbursed.
The reporter inquired about the enterprise and learned that the business scope of Xinghui Company does not include medical services, and the registered address of the company is also a false address. In November this year, some people repeatedly complained to Nanning 12345 and the Nanning Qingxiu District Health and Family Planning Supervision Institute to report the company, but there was no investigation and punishment. During his investigation in Guangxi, this reporter happened to meet Shangguan Zhengyi, an anti-abduction volunteer in Nanning, who was recently paying close attention to the illegal sale of birth medical certificates in various places. The state has cracked down on surrogacy

The Measures for the Administration of Human Assisted Reproductive Technology and the Specifications for Human Assisted Reproductive Technology in mainland China clearly stipulate that relevant medical institutions and technicians are prohibited from providing surrogacy-related services.
However, at present, there are still many companies like Xinghui that openly engage in illegal surrogacy business in China, and the illegal and criminal acts caused by surrogacy are on the rise, such as the sale of birth certificates and the sale of babies.
