One day in early November 1943, there were rumors in Tangzhuang that because the landlords of Tangzhuang planned the rebellion of Yang Maopu, the canal detachment would never give up. In late June 1944, the Canal Detachment, with the support of the main force of the New Fourth Army, launched an offensive against the enemy, and at this critical moment, the Canal Detachment decided to send Li Deyi back to Tangzhuang, and the county magistrate Jihua and Deputy Political Commissar Tong Qiulong specially talked with Li Deyi and explained the confidential task.
