On August 11, 2023, a small car driving from east to west to Jianghai Road, Hai'an City, collided with an electric bicycle crossing the road, causing the driver of the electric bicycle to fall and be injured, and died on the same day after ineffective rescue.
In order to avoid the occurrence of "ghost probe" traffic accidents on pedestrian crossings, recently, the Hai'an Public Security Traffic Police coordinated with relevant departments to investigate the crosswalks of some "ghost probe" accident-prone sections in the urban area, learned from advanced practices in other places, and combined with the objective environment and traffic organization characteristics of specific road sections, took the lead in piloting the three sections of Zhongyang Modern City South Gate, Jianghai Road Ruyi Zidu South Gate and Qingshuiyuan South Gate, and adjusted the pedestrian crossing stop line to a "stepped" stop line.

When pedestrians and non-motor vehicles pass by at the crosswalk, the motor vehicle needs to slow down and stop in advance in the section in front of the grid line, that is, from the outermost lane of the crosswalk, and then reverse the stop line to form a "step" shape.
