On the afternoon of September 21, Yanchang Oilfield Wuqi Oil Production Plant held the fourth (expanded) meeting of the Environmental Committee of the Safety Committee in 2023, deeply implemented the spirit of the relevant documents and meetings of the central province and safety supervision departments at all levels, groups and oilfield companies, arranged the recent safety production work in an all-round way, transmitted pressure layer by layer, further promoted the implementation of the safety production responsibility system, and focused on building a new pattern of safety management of "internal and external integration, linkage between upper and lower, and joint management". Ma Tao, director of the oil production plant, attended and spoke at the meeting, and Zong Yaohua, member of the party committee and deputy director of the plant, presided over the meeting.
The meeting organized a collective study of safety production related regulations and measures, conveyed the spirit of provincial, municipal, group and oilfield company safety production related meetings, and made detailed arrangements for the comprehensive safety and environmental protection work during the "double festival" period and the fourth quarter.
The meeting pointed out that in the face of the current extremely severe situation of safe production, leading cadres of all units, departments and levels should fully understand the situation, profoundly draw lessons from accidents, conscientiously compare the requirements of safe production work at all levels and their own work responsibilities, make every effort to do a good job in the investigation and management of hidden risks, guard the "bottom line" and "red line" of safe production, and resolutely build a solid line of defense for safe production.
The meeting emphasized that the responsibility for safe production work must be clearly assigned to the post. It is necessary to clarify responsibilities, consolidate responsibilities in strict accordance with the requirements of "the party and government have equal responsibility" and "one post and two responsibilities", clarify safety management responsibilities according to work functions, pursue responsibility in accordance with the principle of "four never let go", earnestly tighten the "burden" of safe production management, and grasp the work of safe production in a down-to-earth and detailed manner.
The meeting required that we should focus on key areas and key links, keep in mind the concept of "the safety responsibility of outsourcing operations can never be covered", always take safety risk control and hidden danger investigation and governance as the top priority of the work, prevent micro-development, treat both symptoms and root causes, and comprehensively improve the intrinsic safety level of enterprises. Especially in the safety production work during the "double festival" period and the fourth quarter, it is necessary to comprehensively standardize the management of outsourcing operations, do a good job in the supervision of the operation site, increase the intensity of hidden danger investigation and rectification, continue to strengthen emergency duty duty, and make every effort to maintain the safe and stable operation of all work in the post-production and operation of the oil production plant, so as to lay a solid safety foundation for the all-out sprint to the annual goals and tasks.
