The Notice points out that by the end of 2025, all new units (hydropower, thermal power, nuclear power) and new energy stations (wind power, photovoltaic) that have been included in reliability statistics and have been in operation for half a year or more will achieve real-time collection and reporting of reliability data of major equipment; The main facilities of power transmission and transformation realize real-time collection of reliability outage events, and the real-time collection coverage rate of power outage information and operation status of transmission and transformation circuits and DC transmission systems is not less than 50%; Except in some remote areas, the power supply system realizes power supply reliability management based on real-time data. By the end of 2028, a power reliability management system based on real-time data will be fully established.

The energy bureaus of all provinces (autonomous regions and municipalities directly under the Central Government), the development and reform commissions of relevant provinces (autonomous regions and municipalities directly under the central government) and the Xinjiang Production and Construction Corps, the competent departments of industry and information technology, the Beijing Municipal Urban Management Commission, various dispatched agencies, the member units of the National Electric Power Safety Commission, the China Electricity Council, and all relevant units:

Data is the foundation of power reliability management and runs through the entire reliability management process. In order to thoroughly implement the Measures for the Management of Electric Power Reliability (Provisional) (Order No. 50 of the National Development and Reform Commission of 2022), innovate the concepts and means of power reliability management, further improve the accuracy, timeliness and integrity of reliability data, and deepen the application of reliability data, the relevant work notice is hereby notified as follows.

1. General requirements

Deeply implement the new strategy of "four revolutions, one cooperation" energy security, implement the decision-making and deployment of the Party Central Committee and the State Council, further improve the work of power reliability management, take improving data quality as the premise, optimizing the evaluation system as the starting point, and deepening data application as the goal, focusing on improving the level of power reliability management, supporting the construction of new power systems, ensuring the safe and reliable supply of energy and electricity, and better serving the economic and social development in the new era.

Digital empowerment, quality and efficiency. Fully apply power system operation data and power equipment monitoring data to carry out analysis and evaluation, promote the construction of power reliability management system based on real-time data, and realize automatic collection, intelligent analysis, traceable management and transparent supervision of reliability data under the premise of ensuring information security, so as to ensure the accuracy, timeliness and integrity of reliability data.

Optimize the system and scientific guidance. Establish and improve the power reliability evaluation system, form scientific, reasonable and practical evaluation indicators and evaluation methods, accurately measure the quality and efficiency of reliability management of power enterprises, objectively display the reliability development level and shortcomings, and guide the safe, healthy and sustainable development of the power industry.

Enhance applications and unlock value. Give full play to the evaluation guidance and service support role of reliability data in the power industry, and encourage electric power enterprises to use reliability data to strengthen planning and design, equipment selection, construction and transformation, operation and maintenance, and power supply services. Encourage power equipment manufacturing enterprises to strengthen product reliability design, test and testing and production quality control, and promote the promotion and application of reliability data throughout the chain.

2. Accelerate the construction of a power reliability management system based on real-time data

(1) Objectives for the construction of power reliability management system based on real-time data. By the end of 2025, all new units (hydropower, thermal power, nuclear power) and new energy stations (wind power, photovoltaic) that have been included in the reliability statistics and have been in operation for half a year or more will achieve real-time collection and reporting of reliability data of major equipment; The main facilities of power transmission and transformation realize real-time collection of reliability outage events, and the real-time collection coverage rate of power outage information and operation status of transmission and transformation circuits and DC transmission systems is not less than 50%; Except in some remote areas, the power supply system realizes power supply reliability management based on real-time data. (2) Implement power generation reliability management based on real-time data. Power generation enterprises should automatically generate equipment status information by extracting and analyzing real-time operation data of power generation equipment, and count and report reliability information such as unplanned outages of power generation equipment and unplanned output reduction.

(3) Improve the reliability management of power transmission and transformation based on real-time data. Power grid enterprises should synthesize multi-source information such as production and operation, and automatically study and generate transmission and transformation circuits, DC transmission systems, and major facilities with voltage levels of 110 (66) kV and above, as well as operation status, and reduce manual intervention of reliability information.

(4) Promote power supply reliability management based on real-time data. The acquisition of power supply reliability data of power grid enterprises should gradually transition from the manual filling mode of power outage events to the independent research and judgment mode based on real-time data, encourage the application of blockchain and other technologies, eliminate the interference of the data collection process, and further improve the traceability and verification mechanism of power supply reliability information.

(5) Strengthen the governance and verification of power reliability data. The National Energy Administration and its dispatched agencies, local government energy management departments and power operation management departments shall focus on increasing the verification of reliability data for power enterprises that have not achieved the construction of a real-time data reliability management system on time.

3. Optimize the power reliability evaluation system

(6) Establish a power system reliability evaluation system. Focus on carrying out reliability prediction of planning systems, reliability assessment of operation systems and event evaluation traceability, unify event status classification, clarify index calculation methods, data sources, and reporting mechanisms, and compile relevant standards for power system reliability indicators. Strengthen the connection between power system reliability evaluation and system planning and construction, operation mode arrangement, etc., predict the hard gap between power supply and demand of the power system in advance, make up for the shortcomings of the power system grid structure, and ensure the adequacy and safety of the power system.

(7) Promote dynamic evaluation of power generation reliability。 Power generation enterprises should be classified according to equipment types, manufacturers, product models, installed capacity, etc., strengthen technical analysis of unplanned outages, regularly assess risk factors affecting unit reliability, timely grasp equipment status, characteristics and operation rules, and establish a dynamically optimized equipment operation, maintenance and defect management evaluation system.

(8) Promote the improvement of the reliability evaluation system for transmission and transformation. Focus on the usability, ease of use and practicality of the evaluation system, improve the reliability evaluation system of power transmission and transformation facilities, add the evaluation methods and content of power transmission and transformation facilities and circuits, highlight the life cycle evaluation of unplanned outages of major facilities and circuits (systems), guide power grid enterprises to strengthen planning and design, optimize equipment selection, strengthen operation and maintenance maintenance, and improve the reliability management level of systems and equipment.

(9) Promote the optimization of the power supply reliability evaluation system. Scientifically evaluate the management level of power supply reliability, revise the power supply system reliability evaluation procedures, optimize the release caliber of power supply reliability indicators, and establish a power supply reliability grouping and segmentation evaluation mechanism according to regional development characteristics, replacing the absolute value ranking method of provincial and prefecture-level administrative regions. Explore the research and application of online power supply reliability assessment technology based on real-time data, guide power grid enterprises to reasonably formulate reliability improvement goals, and implement reliability management measures in line with their development stage.

4. Deepen the application of power reliability data and information

(10) Give play to the efficiency of power system reliability management. Regularly carry out power system reliability evaluation, and take targeted preventive measures for supply and demand gaps, grid structure, and major risks of the power grid; Focus on major activities to maintain power, peak summer, peak winter, extreme natural disasters and other key periods to carry out special evaluations, and make every effort to ensure the safety and reliability of the power system. Closely follow the development needs of the new power system, promote the integration of source, grid, load and storage and multi-energy complementarity, and give full play to the comprehensive regulation function of the power system.

(11) Enrich the application scenarios of power reliability information. Taking the needs of electric power enterprises and power users as the traction, accelerate the innovative application of artificial intelligence, digital twins, Internet of Things and other technologies in the field of power reliability, promote the sharing of reliability information across links, specialties and the whole chain, build diversified application scenarios, guide electric power enterprises to improve quality and efficiency in the fields of planning and construction, equipment selection, operation and maintenance, power supply services, etc., accurately serve the needs of power users for power repair, site selection and access, industry expansion capacity, self-owned equipment management, etc., and promote new energy storage, new energy consumption, The development of new business formats such as electric vehicle V2G and virtual power plants has supported the construction and development of new power systems in mainland China.

(12) Build a platform for the exchange of power reliability information. Strengthen the exchange of industry-wide reliability management experience and assistance and guidance, promote the collaborative interaction of government regulatory departments, electric power enterprises, power equipment manufacturing enterprises, industry associations, scientific research units and technical consulting institutions, build a multi-level and cross-field reliability information sharing platform, promote the application and promotion of reliability information, advocate industry self-discipline and credit construction, and create a friendly development environment for win-win cooperation.

(13) Expand customized value-added services for reliability. Comprehensively consider the individual needs of governments, enterprises, users and other subjects, combine different basic conditions and current development levels, reasonably formulate reliability development goals, and provide value-added services such as regional power grid layout, rationalized operation and inspection strategies, high-quality access grid-connected solutions, and reliability online assessment based on reliability information.

(14) Strengthen the management of the whole life cycle of equipment based on reliability information. Focus on the problems and shortcomings in the whole life cycle of power equipment, such as design and manufacturing, installation and commissioning, production and operation, equipment decommissioning, etc., open up the management chain between the operation and maintenance end of power equipment and the design and manufacturing end, break down the barriers of power equipment reliability information, and effectively coordinate the cost of equipment safety, reliability and life cycle management.

(15) Explore the reliability management mechanism of thermal power units based on the normalization of flexible operation. Focusing on the reliability requirements of thermal power units in the construction of new power systems, reliability data and event analysis should be able to reflect the impact of flexible operation such as frequent rapid deep peak shaving, frequent start-stop, long-term backup, and voltage and frequency regulation on equipment reliability. Strengthen the deployment of measurement points and automation devices for flexible regulation and operation of coal power units, strengthen information management, improve the ability of unit operation prediction and early warning, attach importance to operation and event analysis, timely provide the government and industry with reliability event information of flexible adjustment and operation of coal power units, pay attention to the operation status of units, and effectively ensure the safe and reliable operation ability of units.

(16) Actively and steadily promote the application and promotion of reliability information. Guided by the diversified application, differentiated management and practical evaluation of power reliability, adhere to pilot first, scientific verification, point-by-point, orderly promotion, focus on industry needs, identify application scenarios, actively promote the reliability-centered power equipment maintenance (RCM) model, take into account factors such as safety, reliability, and economy, and improve the quality and efficiency of maintenance, by 2024, RCM pilot projects will cover major equipment in the fields of power generation, transmission and transformation (including DC), and power supply. Explore pilot demonstration work in the fields of new power system reliability, low-voltage power supply reliability, and user reliability, so as to extend power reliability management to multi-load users and end users, and promote the high-quality development of power reliability.
