Buxin Bureau: Cultivate a 100-billion-level new energy industry
A few days ago, aiming at the "new track" of the energy revolution, Huadu issued a "new" plan - "Action Plan for Promoting the High-quality Development of New Energy Industry (2023-2030)" (hereinafter referred to as the "Action Plan"), focusing on the five aspects of "expanding the scale of new energy industry, rationally laying out the direction of new energy industry, expanding new energy industry application scenarios, increasing new energy technology research and development, and optimizing the policy environment for industrial development", deploying 24 specific tasks in East China, The west wing lays out photovoltaic module manufacturing and new energy storage battery and new energy vehicle production bases, creating a new energy industry pattern of "one city, five parks and one base" and promoting the high-quality development of the new energy industry in the region.
The Action Plan has a clear goal, by 2025, the output value of the new energy industry in Huadu District will exceed 50 billion yuan. By 2030, the output value of new energy industry in Huadu District will exceed 100 billion yuan. This also means that Huadu is embracing the new wave with great determination and vigor, and regards the new energy industry as a key industry for high-quality development in the future.
In fact, the atmosphere of "new" industries in Huaduxing is getting stronger and stronger. The automobile industry has always been the first driving force for Huadu's economic growth, and in recent years, the pace of "changing lanes and overtaking" in the field of intelligent networked vehicles has become faster and faster. At present, Huadu has laid out the "2+5+N" automobile industry platform, on the basis of the largest automobile industry base in South China, plans to develop the automobile industry in an area of 100 square kilometers, and newly reserves more than 10,000 mu of automobile industry land to support the existing high-quality core parts enterprises to increase capital and expand production, quickly undertake the landing of high-quality projects, and build the largest intelligent networked vehicle industry base in China.
In the Action Plan, the development of new energy vehicles and related industries also occupies a large space. For example, relying on the Dongfeng Nissan new energy vehicle production line transformation project to expand the scale of the new energy vehicle industry; Take Guangzhou Qingtian New Energy Project as the traction to strengthen the new energy vehicle manufacturing industry chain; Based on the Dongfeng-Huadu fuel cell passenger vehicle demonstration operation project, vigorously promote the promotion and application of new energy vehicles; Explore technology demonstrations such as hydrogen energy storage and transportation, build hydrogen energy infrastructure, and promote the demonstration operation and application of hydrogen fuel cell vehicles.
The "Implementation Plan for Carbon Peaking in Guangzhou" released at the beginning of this year also mentioned that it is necessary to increase efforts to promote the development and utilization of solar energy, accelerate the pilot construction of rooftop distributed photovoltaic development in the entire area of Huadu, and actively promote the construction of photovoltaic projects on the roofs of buildings such as public institution buildings, industrial parks, enterprise factories, logistics and storage bases.

At this year's China Guangzhou International Investment Conference, Huadu District signed 18 key projects, covering new energy industry, airport industry and headquarters, intelligent manufacturing industry, including Xieneng energy storage high-end manufacturing equipment base and listed headquarters project, Jovo Group new energy project, Guangzhou industrial control new energy storage project, Tian Wolf core power semiconductor chip industry base and energy storage headquarters project, special call new energy vehicle supercharging project, etc., with a total investment of nearly 50 billion yuan, and an estimated annual output value of 100 billion yuan.
Key enterprises stand up pillars and beams to promote the "accumulation of momentum" of the industrial chain. "We plan to build an urban charging network in Huadu as the basic support for the large-scale development of the new energy industry." Huang Junhua, general manager of Guangzhou Special Call New Energy Co., Ltd., introduced that it will provide more customized solutions for Huadu's charging network, create a better charging industry ecology, and help the development of Huadu's new energy industry infrastructure.
The "conversion track" that has been planned again and again shows the foresight and sensitivity of the layout. One by one, the enterprise projects that are under contract construction hide the stamina and potential for development. Focusing on key enterprises such as new energy vehicles, new energy storage, and photovoltaics, Huadu has made efforts "on the chain" to accelerate the creation of new industrial pillars.
Yuxin Energy: Building a "Green Energy Valley" in the Guangdong-Hong Kong-Macao Greater Bay Area
In the first plant area of Dongfeng Nissan, the existing production line is being renovated, and in the future, it will adopt advanced battery technology in the industry to meet the market demand of new energy vehicles, drive R&D and R&D industrialization capabilities, and is expected to increase the annual output value of new energy vehicles by 20 billion yuan.
Located in Shiling Town, Yuexiu Agriculture, Animal Husbandry and Food Huadu Pig Breeding Base uses solar photovoltaic panels on the roof and hillside to convert light energy into electricity for project operation and build an industry-leading green pig farm.
The fishery-solar complementary photovoltaic project in Chili Town is in full swing, adopting the intensive development model of "water power generation, underwater aquaculture" and "one resource, two industries", with an average annual on-grid electricity of about 320 million kWh and reducing carbon dioxide emissions by 280,000 tons.
With major new energy industrial projects as the traction, it has attracted enterprises in various subdivisions to "enter the game". With the development of the old and the new, the new momentum of clean, low-carbon, safe and efficient is intertwined in the green mountains and green waters of Huadu.

Carbon emissions trading and green finance are important ways for market-oriented mechanisms to achieve the dual carbon goals, and play an "accelerator" role in promoting the development of the new energy industry. The cumulative spot trading of allowances of the Guangzhou Carbon Emissions Trading Center in Huadu District accounted for 35% of the national carbon trading pilot, ranking first in the national pilot for ten consecutive years. Meng Meng, general manager of Guangzhou Carbon Emission Exchange, believes that green finance in Huadu District has a strong siphon effect on the development of new energy industries, and can continue to provide financial support and development platforms for the development of new energy industries such as low-carbon green.
In order to attract new energy enterprises with advantages at home and abroad, Huadu has also continuously optimized the policy environment for industrial development. "We strive for provinces and cities to give priority to key projects in the new energy industry in terms of land use, energy consumption indicators, environmental capacity, etc. Establish a new energy industry development fund, and guide financial institutions to comprehensively use green credit, green bonds, green funds, green insurance and other methods to serve new energy industry projects. The relevant person in charge of the Huadu District Development and Reform Bureau said that it will adopt "one enterprise, one policy", focusing on cultivating and supporting strategic new energy pillar industrial clusters with investment of more than 10 billion yuan, as well as "headquarters or regional projects" and "industrial chain head" projects.
A "new" real picture is unfolding in Huadu: superimposing the policy advantages of the international airport hub and the Guangqing Junction Area of the National Urban and Rural Integration Development Pilot Zone, strengthening the coordinated development of regional industries, and creating a "green energy valley" in the Guangdong-Hong Kong-Macao Greater Bay Area in the Guangqing Junction Area.
According to the plan, "Green Energy Valley" will build a large platform of "100 billion mu" of new energy industry, plan a high-level industrial platform of more than 10,000 mu, create three 100 billion-level industrial clusters of photovoltaic, energy storage and hydrogen energy, introduce a number of backbone enterprises in the industrial chain, strengthen a number of innovation collaboration platforms, launch a number of demonstration application projects, set up an industrial fund, open up the whole industrial chain of new energy research and development, production, sales, trading, energy electronics, multi-scenario application, financial support, etc., and build a whole industrial chain based in Guangzhou, radiating the Bay Area and facing the world." After the completion of the "Green Energy Valley", it is expected to form a 500 billion-level industrial cluster, form an energy storage optical valley new city in the northern area of Guangzhou, drive the coordinated development of surrounding regional industries and improve their functions, and help northern Guangdong integrate into the Guangdong-Hong Kong-Macao Greater Bay Area and achieve common prosperity.
