On August 16, State Council Order No. 765 promulgated the Regulations on the Handling of Social Insurance, which came into force on December 1, 2023. On September 4, the Information Office of the State Council held a regular briefing on the policies of the State Council, at which relevant responsible persons of the Ministry of Human Resources and Social Security, the National Medical Security Administration and the Ministry of Justice introduced the relevant situation of the Regulations on the Handling of Social Insurance. Q: How to further improve the social insurance policy?

In terms of endowment insurance, it is necessary to implement the abolition of the household registration restriction for flexible employment personnel to participate in the basic endowment insurance for enterprise employees in the place of employment, and organize flexible employment personnel who have not yet participated in the basic endowment insurance for enterprise employees to participate in the basic endowment insurance for urban and rural residents in accordance with regulations.

In terms of work-related injury insurance, consolidate the achievements of participating in work-related injury insurance according to projects in the field of construction projects, actively promote the priority participation of grassroots express delivery outlets in work-related injury insurance, and accelerate the pace of full coverage of the work-related injury insurance system for occupational groups. The first is to carry out information comparison and certification. The Regulations stipulate that social insurance handling institutions shall verify the eligibility for social insurance benefits through information comparison, self-certification, etc.

The second is to implement remote self-service authentication. Promote biometric authentication, mobile application remote authentication and other services, support the elderly to use national and local self-certification platforms, etc., to achieve self-certification, in order to solve the problem that some elderly people will not use smart phone authentication, the human resources and social security department's mobile phone application has developed the function of "others to operate", family members or staff can help the elderly to authenticate.

The third is to accurately verify authentication information through services. The Regulations also stipulate that if the eligibility for social insurance benefits cannot be confirmed through information comparison, self-certification, etc., the social insurance handling institution may entrust the employer or a third-party institution to conduct verification. In recent years, for those who cannot confirm their eligibility for benefits by comparing information, combined with the universal insurance plan and socialized services for retirees, including health examinations, recreational activities, visits and condolences, etc., to carry out verification of certification information, integrate management into services, and also take the initiative to provide door-to-door services for people with reduced mobility.

After years of efforts, the proportion of people using data comparison and self-service means to complete certification has exceeded 70%.

Q: How to further improve the level of social insurance handling facilitation?

The Regulations on the Handling of Social Insurance stipulate that employers shall simultaneously handle social insurance registration when registering with the registration management authority, verify the eligibility of insured persons for social insurance benefits through information comparison and self-certification, and let "the masses run less errands" through "more data". Require the reduction of unnecessary supporting materials, and cancel supporting materials that have no basis in laws, regulations and decisions of the State Council.

Promote the unification of national social insurance service standards, overall linkage, business coordination, deep integration of online and offline, fully implement the notification and commitment system for certification matters, and launch more "one thing" integrated services to provide employers and individuals with convenient and fast services that are network-based, full-process, and undifferentiated.

Strengthen barrier-free services for special groups such as the elderly and the disabled, and provide convenient services through authorized agencies, door-to-door services, and other means.

With the help of the power of banks and grassroots service platforms, extend service outlets, expand service channels, and build "nearby" social insurance handling services in cities and towns that are 15 minutes' walk from urban areas and 5 kilometers in rural areas.

Q: What progress has the Health Insurance Bureau made this year in promoting direct billing for medical treatment across provinces across provinces?

As of the end of August this year, the number of cross-provincial networked designated medical institutions nationwide has reached 475,100, an increase of 45.33% over the end of last year. At the same time, in the first eight months of this year, the total number of cross-provincial direct settlements for inpatient and general outpatient chronic diseases such as hypertension and diabetes reached 72,167,100, reducing the amount of advance paid by the masses by 97.21 billion yuan, an increase of 245.1% and 91.77% respectively compared with the same period last year.

At present, all insured persons can file for medical treatment in different places, and emergency rescue personnel are deemed to have been recorded. The validity period of the filing has been unified throughout the country, and the insured can visit the medical treatment multiple times in the place of medical treatment during the validity period, and can enjoy the treatment in both the place of filing and the place of participation.

Q: How can medical insurance handling services be more convenient, better and more efficient?

The first is to further improve the list of medical insurance government services. In the early stage, the National Health Insurance Administration formulated a list of medical insurance government services, unified the service standards of 28 commonly used medical insurance businesses, and realized the standardization and unification of the handling links and the time limit for settlement. The National Health Insurance Administration will continue to deepen the standardization and standardization of medical insurance services, further optimize the list of government services and operational specifications, promote the streamlining of office links and process reengineering, and actively promote the realization of "one-city universal service" of medical insurance services.

The second is to comprehensively promote the digital transformation of medical insurance management. The Regulations stipulate that employers and individuals may handle social insurance affairs through government websites, mobile terminals, self-service terminals and other channels. The National Health Insurance Administration will make full use of the Internet, big data and other information technologies to promote the digital service of the whole process of medical insurance handling, accelerate the promotion of "online office" and "palm office" of medical insurance services, change "mass errands" into "data running", and improve the online handling rate of medical insurance government services.

The third is to accelerate the improvement of the medical insurance service network. The Regulations stipulate that the capacity of social insurance handling services shall be strengthened to achieve full coverage of provinces, cities, counties, townships (streets) and villages (communities). The National Health Insurance Administration will accelerate the construction of grassroots service networks, continue to promote the sinking of services, create a "15-minute medical insurance service circle", and actively delegate high-frequency service matters such as medical insurance information inquiry and medical filing in different places to townships (streets) and even villages (communities) to handle, so as to facilitate the masses to "do things around".

The fourth is to continue to promote medical insurance warmth. The Regulations stipulate that the construction of barrier-free environments shall be strengthened, barrier-free information exchanges shall be provided, and special groups such as the elderly and persons with disabilities shall be facilitated. The National Health Insurance Administration will strengthen the construction of medical insurance standardization windows, promote age-appropriate renovation of service facilities and barrier-free information services for special groups such as the elderly and the disabled, and provide intimate and warm medical insurance services for the public. At the same time, we will fully implement the "good and bad evaluation" system, carry out the evaluation of medical insurance management services, and continuously improve the level of medical insurance services and public satisfaction.
