This autumn, Shanting District of Zaozhuang City will usher in a different kind of "bumper harvest". In October last year, the Shandong Ecological Products Trading Center built in Shanting District went online, attracting 3.5 billion yuan of ecological assets so far, and the "small business" of ecological product trading has gradually become popular.
The wasteland that was not well served was "sold" for 520,000 yuan
"If you want to earn money, you have to work hard, grow melons and get melons, grow beans and get beans." Liu Lei, secretary of the party branch of Chengtou Town's waterfall spring village, has been "impacted" this year.
On June 1, the 5-year transfer project of 99 mu of land in the old apple orchard in the south of the village, which belongs to the village committee of Liquan Village, was listed for trading through the online trading platform of Shandong Ecological Products Trading Center, with a listing price of 297,000 yuan. After 316 rounds of fierce bidding, it was finally sold for 522,100 yuan, with a premium rate of 75.79%. Can there be any profit from serving a bad "wasteland"? Liu Lei was happy and a little incomprehensible at the same time.
"Not only melons, fruits, pears and peaches can be sold for money, but ecological resources and ecological products can be monetized." Chen Hongwen, head of the Shandong Ecological Products Trading Center, answered Liu Lei's doubts.
"The trading platform, like Taobao and JD.com, is a big online trading market, the difference is that it 'sells' ecological resources and derivative products such as landscapes, forests, fields, lakes, grass and sand." Under the guidance of the staff, the reporter quickly visited this "ecological products supermarket". There are two main categories of products traded on the platform, physical objects and rights. The trading center links the projects that need to be franchised, such as pollution discharge rights, energy use rights, water rights, rural collective property rights transactions, etc., through the website of the Lunan branch of the Shandong Public Resources (State-owned Property Rights) Trading Center, and links to the ecological product trading platform website for indirect transactions.
Compared with equity assets, the larger volume of transactions on the platform is physical transactions. At present, in addition to local pomegranates, pears, sweet potatoes, chestnuts and other agricultural and sideline products in Zaozhuang, there are also characteristic agricultural products such as peppercorns from Sichuan and black fungus from Northeast China.
"From a geographical point of view, the current trading on the platform is mainly in Shanting District, radiating Zaozhuang and the province. The province has set up offices in Rizhao, Linyi, Yantai and Dongying to incorporate local high-quality ecological products into the platform, and plans to achieve all 16 cities within this year. Chen Hongwen said.
By the end of July this year, the trading center had realized more than 12,000 transactions with a transaction amount of 355 million yuan. Recently, a Henan forest rights transaction is being docked into the trading platform, and this ecological product trading platform from the Zaozhuang Mountains has expanded its territory outside the province.
Re-understanding the development background
Eight mountains, one water and one field, from a traditional point of view, the development of the mountain pavilion is very thin. As an ecological resource rich area, Shanting is a national key ecological function area, in recent years, the "two highs" and heavy industry projects have been eliminated, and in the 2022 GDP ranking of Shandong counties and urban areas, Shanting ranked last among 136 counties and urban areas.
"Now that ecological products can be realized, the account of development must be recalculated!" Zhou Jian, deputy director of the Forestry Resources Development Center of Shanting District, has a detailed account in his heart: Shanting is rich in ecological resources, and the five state-owned forest farms in the region operate nearly 100,000 mu of forest land, and the total forest stock is 335,000 cubic meters.
To revitalize resources, we must first clarify the family background. Zhang Bin, senior host of the fourth-level ecological environment law enforcement brigade of the Shanting Branch of the Zaozhuang Ecological and Environmental Bureau, introduced that in the face of fragmented ecological resources scattered in the hands of different townships, village collectives and enterprises, Shanting investigated the distribution, quality, protection level, and ownership of ecological resources in the whole region, and carried out confirmation and registration, and successively handled procedures such as forest right certificates and land circulation for 334 farmers and cooperatives in 56 villages.
Under the premise of not changing ownership, the trading center will implement centralized reserves, scale improvement and industrial transformation of fragmented and fragmented ecological resources, and package them into centralized and contiguous, high-quality and efficient asset packages, forming a database management of "one network, one map, and one library" for ecological resources in the whole region. At the same time, Shanting District cooperates with the Institute of Geographic Sciences and Natural Resources of the Chinese Academy of Sciences to comprehensively carry out the accounting, identification and assessment of ecological resources. The "priced" ecological products are unified information release, unified platform trading, unified management and settlement through the trading platform, and the information is transparent and intuitive.
At present, Shanting District has a total of 1,782 ecological assets in six types of resources, including forest resources, rural cultural resources, water resources, new energy resources, agricultural product resources and eco-tourism resources, with an ecological asset value of 3.5 billion yuan. "At present, there are still 100,000 mu of state-owned forest farms, distributed photovoltaics, and two reservoirs that have not been deposited, and the total amount of ecological assets deposited this year will reach 7.5 billion yuan." By 2026, we plan to deposit up to $10 billion. Chen Hongwen said.
Ecological assets need to be carefully managed
Rich ecological resources will not be naturally transformed into assets, but have professional thresholds.
Since the beginning of this year, Chen Hongwen has been intensively preparing for the "carbon sale" business. "Now that CCER (China Certified Emission Reductions) has not been restarted, our idea is not to fight an unprepared battle, first prepare the project development, and when the market is opened, we can be the first batch of declarations." Chen Hongwen is preparing two projects, forestry carbon sinks and distributed photovoltaics. "For example, forestry carbon sinks, CCER development conditions are very 'harsh', especially for 'additional', must be plantations created out of nothing, cannot be existing." At present, CCER's relevant methodology for forestry carbon sequestration project development is being revised, and from the previous requirements, even the mountainous and tree-rich Zaozhuang does not have much forest land that can meet the CCER development requirements.
Faced with this promising but slightly unfamiliar market, Shandong Ecological Products Trading Center relies on professional institutions and enterprises to build a "dual carbon" smart service platform for Zaozhuang around carbon emission monitoring and accounting, trading, performance and payment, and carry out consulting services related to the national carbon trading market. At present, the trading center has carried out carbon emission trading agency business for 17 power generation and heating enterprises such as Shandong Wangchao Coal Power Group, which entered the carbon market, and signed development agreements with the biomass cogeneration project of Zaozhuang Xinneng Bioenergy Co., Ltd. Carry out carbon account registration and other preliminary services for 15 construction materials control enterprises such as Huawo Cement that may enter the national carbon market.
In addition to carbon business, ecological finance is another way to help transform the value of ecological products. The trading center adopts the operation system of "expert committee + natural resource operation company + project company" to carry out project packaging, investment promotion, development and operation of ecological products. The eight banks that have entered the platform have successively developed green financial products such as "ecological loan", "carbon finance" and "GEP loan", completed 65 ecological financial services, and obtained 263 million yuan of financial support such as eco-tourism loan, new energy loan, and forest right loan.
Green mountains cascaded and used to be an obstacle to going out. "Now it seems that the ecological dividend is the 'biggest base' accumulated by the mountain pavilion." Pei Zhongxiao, deputy director of the Shanting District Natural Resources Bureau, said, "If the road is difficult, then take a new road." At present, with the trading center as the carrier, we carry out exploration in ecological resource quantification, ecological value accounting, ecological product trading, ecological asset financing, etc., so that ecological resources can become ecological products, ecological products into social funds, green waters and mountains into productivity, and strive to transform ecological advantages and resource advantages into economic advantages and industrial advantages. ”
