In the June 2021 written report provided by the owner, experts pointed out that the failure of the waterproof layer was the main cause of leakage, and heavy rain was the trigger; The design defects of the roof gutter caused the insulation layer to enter the water and the main waterproof layer to lose its continuous effectiveness; There are serious errors in the design of the waterproof construction.

In September 2022, the expert group further proposed the "special maintenance plan for roof waterproofing" in the "Demonstration Report of the Special Plan for Sub-projects with Greater Danger in Shanghai Construction Projects": consider redoing the roof renovation and list the detailed practices of roof waterproofing.

At the end of October 2022, after repairing No. 61-63, the developer introduced the "Oriental Yuhong Grouting Leakage" scheme in early December, and at the same time made it clear that it would no longer "top-up" for maintenance.

As for "why not adopt the 'top-up' maintenance plan recommended by the expert group", the developer explained: In order to avoid the impact of powder layer and noise on other owners, the comprehensive assessment of "Oriental Yuhong" is more in line with the reality of the community than "topping", and the owners who promise to sign the contract can get a ten-year maintenance period, and if there is further leakage, a punitive cash reward will be given, with a reward of 10,000 yuan for one place and 60,000 yuan for three or more places.

However, the developer's statement once again caused dissatisfaction among the owners: the contractor, China Construction Third Bureau, once claimed that the house was built using patented waterproof technology and equipped with an integral shear wall structural system, which could eliminate the problem of water leakage, but it was directly "slapped in the face" by reality. After the launch of the "Oriental Yuhong" maintenance plan, many houses have new leakage points, and the developer has prevaricated with the so-called "roof capillary phenomenon", and the promised "punitive cash reward" is even more "empty talk".
