First, implement garbage classification and promote the creation of "waste-free cities". Implement entity responsibility. Relying on the leadership system of "double team leaders" of garbage classification, arrange full-time staff to be responsible for domestic waste classification, formulate a list of responsibilities for garbage classification, clarify the management of the whole process of domestic waste classification and the main responsibility of each link, build a governance system of "vertical to the end, horizontal to the edge, joint construction, sharing and co-governance", consolidate the foundation of domestic waste classification work, and ensure the effective implementation of the work. Implement barrelside supervision. Actively organize communities to carry out garbage sorting bucket side supervision work, according to the "Lanzhou Municipal Domestic Waste Classification Management Measures", in communities with property management, with property service enterprises as the responsible persons, establish a daily management system, carry out classified publicity, set up classified delivery facilities, supervise and guide classified delivery, and hand over classified garbage to qualified transportation units for classification and transportation, so as to realize the standardization and standardization of domestic waste classification and reduction management.

Continue to strengthen the daily river floodway inspection work and the surrounding environmental sanitation management work, urge the river chiefs and river inspectors at both levels to regularly conduct a survey of the 8 rivers within the whole street, leave no "dead ends" in key areas and key areas, do not avoid shortcomings, find one, clean up one, and sell one. All villages and communities standardize all kinds of ledger data for daily inspections, joint rectification, regular work meetings, and inspections and assessments, further urge river chiefs at the street and village levels to strengthen river patrols, and promptly report problems to the neighborhood river chief's office. At the same time, we will carry out investigations around the sources of pollution in water sources, and comprehensively and accurately check industrial enterprises, waste recycling sites, auto repair shops and other business sites around water sources. Up to now, 7 garbage removal operations around the river floodway have been carried out, a total of 30 people have been dispatched to patrol the river 238 times, the length of cleaning is about 1750 meters, and about 4.0 tons of silt and garbage have been removed, which has greatly improved the sanitary quality of the river and the surrounding environment.

Increase the publicity of garbage classification and the publicity of "waste-free cities", establish a normalized publicity work mechanism, formulate annual garbage classification and "waste-free cities" publicity plans for each community, and widely mobilize residents to participate in the work of "waste-free cities" in garbage classification through carrying out main activities with distinct themes and colorful activities, and further expand the coverage of garbage classification publicity. Each community regularly carries out publicity activities on the theme of garbage classification, combining traditional publicity methods such as exhibition panels and cultural walls with modern publicity methods such as official accounts and electronic screens, so as to publicize the profound connotation and importance of "waste-free city" to residents in an all-round way without dead ends, and enhance the public's understanding of the construction of "waste-free city". At the same time, each community will also carry out household publicity work, through mobilizing community volunteers, social organizations, market entities and other social forces to actively participate in the promotion of waste-free culture, so that residents can better understand the importance of garbage classification through face-to-face communication, accelerate the formation of the concept of "no waste", and make conservation and environmental protection a healthy and scientific attitude and lifestyle.
