The National Energy Conservation Publicity Week is an activity week determined at the sixth energy conservation office conference of the State Council in 1990, which is an important measure to implement the comprehensive conservation strategy, carry out publicity and education on energy conservation and carbon reduction, and promote the formation of green and low-carbon production and lifestyle. The National Low Carbon Day was established by decision at the executive meeting of the State Council held on September 19, 2012. Since 2013, the third day of the National Energy Conservation Publicity Week has been designated as "National Low Carbon Day", aiming to adhere to the concept of "people-oriented" and strengthen publicity and education on climate change adaptation and disaster prevention and mitigation.
