In order to implement the spirit of the Law of the People's Republic of China on Compulsory Education, the Notice of the Department of Education of Fujian Province on Doing a Good Job in the Enrollment of Ordinary Primary and Secondary Schools and Kindergartens in 2023 (Min Jiaoji [2023] No. 6), the Notice of the Zhangzhou Municipal Education Bureau on Doing a Good Job in the Enrollment and Admission of Compulsory Education Schools in Zhangzhou City in 2023 (Zhangjiaogui [2023] No. 4) and other documents, and further strengthen the enrollment management in the compulsory education stage, it is now combined with the actual conditions of our region. The following working opinions are formulated on the enrollment of primary schools in Longwen District in the fall of 2023:

2. Enrollment targets and related requirements

Enroll school-age children who meet the policy conditions and are 6 years old or older, that is, children born before August 31, 2017 (inclusive).

(1) Children of household registration age in Longwen District

1. Aboriginal school-age children in Longwen District: Enroll students in accordance with the principle of "consistency of households", that is, the hukou and actual residence of school-age children are within the scope of the Shi Diocese.

2. Children of owners of residential properties purchased in Longwen District: follow the principle of "unanimity of all households", and only one school-age child can be enrolled in the same residential property within six years (except for multiple children legally born to the same student's parents).

(1) If the parents of the school-age child have residential real estate in the teaching area, the parents need to provide the following materials: (1) the real estate property rights of the parents of the school-age child in the teaching area; (2) The original and copy of the household registration book of the school-age child and the parent.

(2) If the grandfather or maternal grandfather of a school-age child has residential property in the teaching area, the parents shall provide the following materials: (1) The proof of real estate rights of the grandfather or maternal grandfather (mother) in the teaching area; (2) The household registration book of the same register for three generations of ancestors and grandchildren; (3) School-age children and parents do not have real estate certification materials in urban areas (referring to Qiancheng District and Longwen District).

Property rights requirements: The property rights certificate provided at the time of registration, the proportion of property rights must reach more than 50% (excluded) of the residential property rights.

(2) Children who are not registered in the district and are relocated

The following materials must be provided for the enrollment of children who are not registered in the district: (1) The original and copy of the non-resident household registration booklet; (2) Have lived in Longwen District for more than half a year, with the residence permit as the main basis and other relevant valid certification materials. Eligible children who are not registered as migrants in the district may apply for admission to schools in the Diocese of residence that accept migrant children. When the number of eligible migrant children applying for enrollment exceeds the school's place balance, the school adopts a random lottery method to fairly settle the enrollment. Children of school age who have not been selected shall be arranged by the District Education Bureau to study in other schools with vacant places, and those who do not comply with the overall arrangement will be deemed to have automatically given up the opportunity to study in public schools in our district.

(3) Children of Taiwan, Hong Kong, Macao and foreign countries

Taiwanese, Hong Kong, Macao and foreign children who own residential properties in the Diocese and actually live in the Diocese may apply to public primary schools affiliated to the Diocese with relevant materials.

(4) Recipients of preferential treatment for admissions

Preferential care targets: children of martyrs, children of eligible active-duty soldiers, children of servicemen who died in the line of duty or died of illness, children of high-level talents, public security heroes and children of disabled public security police officers who died in the line of duty, children of members of the national comprehensive fire rescue team, children of Taiwan businessmen, and various policy-based preferential care targets.

The above enrollment preferential treatment targets shall be implemented in accordance with the documents of various departments at all levels on preferential policies, and shall be reviewed and confirmed by relevant departments and uniformly compiled, and the paper draft shall be submitted to the Junior Education Unit of Longwen District Education Bureau before August 15, and the electronic draft will be sent to the mailbox [email protected], and only after verification and confirmation by the District Education Bureau can they be admitted.

(5) Other requirements

1. 2. If school-age children need to postpone their enrollment due to their physical condition, their parents or other legal guardians should apply to the education window of the district administrative service center. If the postponement period is full, the District Education Bureau will make overall arrangements for the nearest district school with vacant places.

3. Admission Procedures

(1) Application for registration

For school-age children within the scope of the teaching area, according to the type of enrollment conditions, their parents or other legal guardians shall apply to the primary schools in the teaching area, fill in the corresponding application forms, and submit relevant materials (specific to the requirements of the school's "Admission Guide").

(2) Review and confirmation

The school's admissions working group shall be responsible for reviewing and confirming the first-year freshmen and transfer students who apply for admission one by one.

(3) Publicity

After the registration of first-year freshmen and transfer students, after being reviewed and approved by the school's enrollment working group, it will be publicized for 5 working days, actively accept social supervision, and after publicity, there is no objection, determine the enrollment list, and then organize registration.

(4) Material arrangement

Each school should designate a special person to be responsible for the collation and filing of enrollment materials for verification.

4. Work requirements

1. The school should set up an "enrollment working group" headed by the principal, study and formulate the school's enrollment plan according to the annual enrollment work opinions formulated by the district education bureau, combined with the actual situation, and publish the enrollment brochure to the public in a timely manner; Designate a person to answer questions about the admissions policy; The information of first-year freshmen and transfer students who apply for admission is verified, confirmed, classified and compiled one by one to ensure that the enrollment work is carried out in a fair and orderly manner.

2. After the registration of new students, each school shall establish a student registration roster in strict accordance with the requirements of the relevant documents of the Provincial Department of Education's student status management, and report it to the primary education unit of the district education bureau for approval, and there shall be no phenomenon of students without student status.

3. Conscientiously implement the Regulations on the Education of Persons with Disabilities, and schools within their jurisdiction lawfully ensure that school-age children and adolescents with disabilities receive compulsory education on an equal footing, accept special children with the ability to receive general education into school, and do a good job of attending classes without discrimination or refusal.

4. Strictly implement the "Ten Strict Prohibitions" for the enrollment of ordinary primary and secondary schools in Fujian Province, strictly control the number of students, and strictly prohibit the enrollment of underage children.

Longwen District Primary School and Public Kindergarten Enrollment Plan Released!

(1) Open enrollment for school-age children with household registration in Longwen District. Children of school-age who are in good health (no chronic infectious diseases), have normal intelligence, and can participate in group activities normally. The age ranges for elementary, secondary and large classes are as follows:

Nursery: born between September 1, 2019 and August 31, 2020;

Admissions Procedures

Longwen District Primary School and Public Kindergarten Enrollment Plan Released!

(1) Pre-registration. Parents should prepare materials according to the requirements of the public kindergarten admission brochure. Parents of eligible kindergarten-age children should pre-register at the designated location on July 17, 2023 and fill in the relevant information; Parents of eligible middle- and kindergarten-age children should pre-register at the designated location on July 18, 2023, fill in the relevant information, and will not be accepted after the deadline.

(2) Qualification review.
