According to the Notice of the Zhangzhou Municipal People's Government on Printing and Distributing the Administrative Measures for Limited-Price Commodity Housing in Zhangzhou Urban Area (Zhangzheng Comprehensive [2020] No. 42) and the Minutes of the Special Meeting of the Zhangzhou Municipal People's Government [2014] No. 78, etc., Qiancheng District began to accept applications for limited-price commodity housing in 2023, and the application acceptance period was one month, from July 20, 2023 to August 19, 2023.

1. Families applying for the purchase of limited-price commodity housing shall meet the following conditions:

The supply of limited-price commodity housing is aimed at permanent resident families in cities and towns with middle-income housing difficulties in Qiancheng District. According to the "Opinions of the CPC Zhangzhou Municipal Committee and Zhangzhou Municipal People's Government on the Reform and Innovation of the System and Mechanism of Zhangzhou High-tech Zone" (Zhangweifa [2019] No. 14), Nanxing Village, Nanshan Neighborhood Committee and Daqiao Neighborhood Committee are under the management of the High-tech Zone, and families with household registration in the above areas are not within the scope of this application.

An applicant for the purchase of limited-price commodity housing shall be accompanied by a family member with full capacity for civil conduct, and the following conditions shall be met at the same time:

(1) The applicant has a permanent urban resident hukou in Qiancheng District;

(2) Belonging to a family with a middle income (property) or below; Criteria for identifying middle-income (property) households: according to the annual income is lower than 4.5 times the per capita disposable income of urban residents in the previous year, that is, 46380 * 4.5 = 208710 yuan; Family assets are less than 9 times the per capita disposable income of urban residents in the previous year, that is, 46380 * 9 = 417420 yuan.

The annual income of a family member refers to the total disposable income held during the previous year (January 1 to December 31).

(3) No room or family housing area of less than 17 square meters / person.

If a single family applies for purchase, the applicant should also be at least 30 years old, but newly employed college graduates and above are not subject to this age limit. Criteria for identifying middle-income (property) individuals: according to the annual income is lower than 3 times the per capita disposable income of urban residents in the previous year, that is, 46380 * 3 = 139140 yuan; The property is less than 6 times the per capita disposable income of urban residents in the previous year, that is, 46380 * 6 = 278280 yuan.

Where other families apply for purchases agreed upon by the municipal party committee and municipal government, they shall be handled in accordance with the corresponding documents.

II. Application Procedures

Families or individuals who meet the conditions for housing security of limited-price commodities are requested to log in to the "Online Application System" of Limin Jiayuan Limited Price Commodity Housing in Qiancheng District to apply, URL: https://bz.zzcia.com/bzfww/preLogin.htm. After the online application is completed, the applicant family or individual submits relevant paper materials to the community neighborhood committee where the household registration is located. Download and print http://www.xc.gov.cn/cms/html/xcqrmzf/zfxx/index.html on both sides of the Zhangzhou District Government website and pick it up at Limin Jiayuan Marketing Center, in duplicate.

To apply for the purchase of limited-price commodity housing, the following documents must be submitted:

(i) Application form for the purchase of housing with limited-price commodities;

(2) Family members' identity cards, household registration books, and marital status materials;

(3) Proof of the annual income status of the family members or a certificate of annual income status;

(4) Certificate issued by the housing reform department that they have not enjoyed preferential housing policies.

If there is an employment unit, it shall be reviewed by the unit, and the opinions signed by the main leaders of the unit shall be submitted to the community neighborhood committee where the household registration is located; Where there is no employment unit, an application shall be submitted to the community neighborhood committee where the household registration is located, and the opinion shall be signed by the community neighborhood committee where the household registration is located.

3. Situation of limited-price commodity housing projects

The limited-price commodity housing project in Qiancheng District is named Limin Jiayuan, located north of Beicang Road, west of the north section of Yimin Road, and south of North Ring Road, and the development enterprise is Zhangzhou Urban Construction Investment and Development Co., Ltd. At present, the vacant housing of the Limin Jia Yuan limited-price housing project is part of the 19#-42# building, with a total of 1094 sets. There are 117 sets of area of 36/51㎡ (unit type one bedroom, one living room and one bathroom), 45 sets of area of 78㎡ (unit type two bedrooms, two living rooms and one bathroom), and 932 sets of area of 85-90 square meters (unit type three bedrooms, two living rooms and one bathroom). The average sales price of Limin Jiayuan limited-price commercial housing is 7620 yuan/m2.

Limited-price commodity housing is limited to self-occupation within 5 years from the date of filing of the housing purchase contract, and cannot be transferred, rented, lent, exchanged or gifted without authorization; No change of use of the premises; No mortgage other than a mortgage secured by a home purchase loan may be created.

The real estate title certificate of limited-price commodity housing must state that "this property is a guaranteed housing, and the buyer enjoys limited property rights; It shall not be listed for trading within 5 years from the date of filing of the housing purchase contract. ”

IV. Other Notes:

(1) Family housing refers to private housing in the name of family members or private housing that has been transferred within 5 years before application. The area of the house shall be subject to the area indicated on the ownership certificate of the house; If the applicant family has two or more dwellings, the area shall be calculated together; Where there is a joint property right, it shall be determined according to the area shared by the joint property owner.

Family members who own non-residential houses (including storefronts, office buildings, parking spaces, garages, warehouses, etc.) or transfer non-residential houses within 5 years prior to application are not covered.

(2) Housing ownership refers to the fact that none of the family members have private housing (including residential or non-residential) in their names, and have not purchased public housing at cost price in accordance with the housing reform policy, have not participated in fund-raising for housing construction, or purchased affordable housing (including housing for housing projects, housing for poverty relief, affordable housing, and low-cost housing for sale).

Families or individuals who rent affordable housing, directly managed public housing or unit public housing may apply for the purchase of limited-price commodity housing in accordance with regulations, and must undertake to withdraw from the above-mentioned housing within three months after the delivery of the limited-price commodity housing (the rent shall be paid according to the original rent standard), and the original housing property rights or management unit shall confirm that they have withdrawn. Otherwise, the District Housing and Urban-Rural Development Bureau will take back the purchased house and refund the original sales price.

(3) Family members who do not own a motor vehicle or only own one motor vehicle (excluding motorcycles and electric vehicles) may apply for limited-price commodity housing, but it will be included in the property calculation. (Motor vehicle value determination standard: determined by the insurance amount of "motor vehicle damage insurance" or "motor vehicle theft insurance" provided by the applicant.) )

(4) If the applicant and his/her spouse moved to Zhangzhou City after 1993, they must provide a housing reform certificate issued by the housing reform department where the original household registration is located.
