However, on December 31, 2019, the Zhaonan Municipal Court sentenced Huang Deyi, a villager in Zhaonan City, Jilin Province, to two years in prison, suspended for two years, on the charge of picking quarrels and provoking trouble, and 17 of his relatives were also sentenced separately.
Dissatisfied with the court's decision, Huang filed a complaint in 2021, which was rejected by the court on March 31, 2023.
Huang Deyi continued to file a complaint with the Baicheng Intermediate Court, which on July 2 accepted his complaint and filed a case for review and is currently under review.

"The bridge was demolished in 2018, it has been five years, the local official only planned to build the bridge, how much do you know about the suffering of the people in the past five years?" In the end, it's still laziness! ”。

The Farmer's Daily commented: "I was sentenced to build a bridge privately, and I should not be punished. ”！
Huang Deyi's village is located next to the Tao'er River in Zhaonan City, and villagers have to walk more than 70 kilometers to the other side of the river to farm, transport goods, etc., it only takes ten minutes to have a bridge, but it takes more than 3 hours to walk without a bridge...
Under these circumstances, in order to solve the problem of villagers' difficulty in crossing the river, Huang Deyi raised more than 130,000 yuan on his own, and in 2014, he built a pontoon bridge 7.5 meters long and 1.5 meters wide over the Taoer River near the village.
In order to recover the cost, he asked the villagers and passers-by who crossed the bridge to pay fees voluntarily, and if they did not pay, they were also allowed to pass. The fact that there is no non-payment of fees and refusal to cross the bridge has been confirmed by local villagers.
By October 2018, a total of only 52,950 yuan of bridge tolls had been collected, and half of the cost had not been recovered.
In 2015 and 2016, his brother also paid a fine of 10,000 yuan to the local water conservancy department.
But in 2017, because he felt that the pontoon bridge was not making money, his brother did not continue to pay fines to the local water department.
Later, when the water conservancy department came to the school where Mr. Huang taught to look for him, he borrowed money again and paid a fine of 10,000 yuan in 2017.
In fact, after deducting the 30,000 yuan fine in the past three years, Huang Deyi's family only collected 22,950 yuan in bridge fees, accounting for only one-sixth of the cost of building the bridge.
In October 2018, the Zhaonan Municipal Water Conservancy Bureau punished and forced Huang Deyi to dismantle the pontoon bridge for illegally building the bridge.
Finally, Huang Deyi demolished the pontoon bridge on his own.
According to local villagers, several people have drowned in nearby villagers since the bridge was demolished in 2018, even before the bridge was built.
After the case was hotly searched on the Internet, on July 8, Luo Xiang, a professor at China University of Political Science and Law, published an article entitled "Is it guilty of privately building a pontoon bridge?" He believes that even if it is determined that building bridges privately is an illegal act, the most serious legal consequence is only administrative punishment, not criminal liability. To sum up, the author hopes that the Baicheng Intermediate People's Court will revoke the judgment of the Huang Deyi and 17 relatives in accordance with the principle of serving the people and acting fairly and justly according to law, and acquit Huang Deyi and 17 relatives.
At the same time, it is also hoped that the Supreme People's Court will make a judicial interpretation of the non-application of the crime of "picking quarrels and provoking trouble" to this incident, etc...
If the case can be rehabilitated, the author has several hopes as follows:
First: The relevant departments of Zhaonan City must apologize to Huang Deyi and his family in person.
Second: The relevant departments of Zhaonan City must compensate Huang Deyi for all economic losses caused by the loss of his teaching position and the economic losses of 17 other relatives. State compensation may also be applied.
Three: Restore Huang Deyi's teaching position.
Fourth: Strictly hold accountable all leaders and those directly responsible for wrongly judging and punishing the case by the Zhaonan Municipal Court, Water Conservancy, and so on. Because this incident has seriously damaged the image of the party and government in the hearts of the people, and the impact has been extremely bad.
The masses of the people have judgments of good and evil in everything.
In this incident, the Zhaonan Municipal Court returned the 20,000 yuan collected by Li Moumou, the villager who collected the most from the bridge toll, to him, and Li returned the 20,000 yuan to Huang Deyi.
Li Moumou believes that Huang Deyi's building this bridge has indeed brought us convenience.
