Recently, the "Draft of Local Adjustment of Controlled Detailed Planning I05, I06, I10 and D01 Neighborhoods in New Town District, Zhujiajiao Town, Qingpu District" was published.

The new town unit is located in the north of Zhujiajiao Township, with a total land area of 7.4 square kilometers from Fuxing Road in the east, Wupu Road, Zhukun River and Xintanggang Road in the north, Gangzhou Road in the east, and Xuezhiyuan Road, Zhuxi Road and Dianpu River in the south.

1. Scope of Regulation

The I05, I06, I10 and D01 neighborhoods adjusted this time are located in the north-central part of the new town unit in Zhujiajiao Town. Among them, I05, I06, I10 neighborhoods east to Dongxuhe Road, west to Zhuxi Road, south to Dianshan Lake Avenue, north to Xintanggang Road; D01 Neighborhood is bounded by Zhuhu Road in the east, Zhuhu Road in the west, Geyou Road in the south, and Xintang River in the north, with a total planned area of about 44.81 hectares.

Second, adjust the background

The approved Land and Spatial Planning of the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone (2021-2035) and the Land and Space Master Plan of the Pilot Start-up Area of the Yangtze River Delta Ecological and Green Integrated Development Demonstration Zone (2021-2035) put forward new requirements for the regional functions, municipal greening, and community public services within the scope of this plan. At the same time, the approved Qingpu District River Blue Line Special Plan and the Special Plan for Elderly Care Facilities in the compilation have adjusted the water system and elderly care facilities in the area. Based on the above reasons, this planning adjustment was initiated.

3. Adjust the content

1. Land use: implement the upper-level plan, adjust the layout of commercial, community public services, and green water system land. Implement the special plan for the blue line, and the blue line pattern is consistent with the special plan. Implement the higher-level plan and the special plan for the elderly, and improve the level of regional public services according to the assessment conclusions, and adjust 2 community old-age welfare facilities and 1 community medical and health facility to 1 sports facility, 1 life service point, 1 activity room for the elderly, 1 nursing care point and 1 kindergarten. In order to ensure the safety of regional drainage and improve the service level of regional drainage facilities, one new land for environmental sanitation facilities was added. In order to optimize the functions of the area, 1 new square site and 1 new urban development site were added.

2. Development scale: The total construction scale development volume after this adjustment is 134,900 square meters, of which the residential scale is 46,100 square meters, the scale of community-level public service facilities is 12,300 square meters, the scale of basic education facilities is 29,500 square meters, the scale of commercial and commercial offices is 18,600 square meters, and the scale of cultural facilities is 28,400 square meters.

3. Building height: the formation of gradient control, of which the height limit of the I05-20 plot is 30 meters, and the building height of the commercial service industry and commercial culture mixed land is 24 meters.

1. The original I05-01 plot, land for commercial services, with an area of 5,707 square meters.

After adjustment: for public green space, the plot number is I05-01 plot, consisting of the original I05-01 plot (commercial) and I05-07 plot (public green space), with an area of 7964 square meters.

2. The original I05-10 plot is a second-class residential group land, with an area of 33,101 square meters, a plot ratio of 1.2, a building height of 24 meters, and 373 residential units.

After adjustment: the plot number was changed to I05-20 plot, the nature of the land was changed to three types of residential group land, the area was increased to 38,385 square meters, the plot ratio was 1.2, the building height was 30 meters, and the number of residential units was reduced to 300 units. It's interesting here, the floor space has increased, the plot ratio has remained the same, the height limit has increased, but the number of residential units has decreased by as much as 73 units, the only explanation is that the unit area has become larger. Another very important change is that its building height has rarely broken the plate's long-standing height limit of 24 meters, and this time it has been raised to 30 meters.

The rezoned I05-20 plot basically maintains the current width of the Zhukun River on the east side, and the original plan planned to widen this section of the river to the west by about doubling.

In addition, it is worth mentioning that we have previously reported that this includes 3 plots in this area, namely the original I05-01 plot, the original I05-06 plot, and the original I05-10 plot (now I05-20 plot). Among them, after this adjustment, the nature of the original I05-06 plot remains unchanged as pure commercial service land, and the area is slightly reduced from the original 9568 square meters to 9457 square meters.

3. The original I05-12 (community health service center), I05-13 (vegetable farm), I05-14 plot (commercial service industry land), etc., the land area was re-divided.

After adjustment: the north side of the combined plot is planned as I05-12 plot, and the nature of the land is basic education land (kindergarten), with an area of 8,000 square meters; Plot I05-14 on the south side is a community-level public service facility land, including 1 living service point, 1 elderly activity room, 1 parenting and care point and 1 community sports facility; The rest is planned for roads (I05-13 plot) and the area of public green space has been added.

4. The original I06-01 plot is public green space with an area of 9931 square meters.

After adjustment: it is divided into 3 plots, and the new I06-01 plot is a public green space, and the area is reduced to 4620 square meters; Plot I06-011 is a land for urban development, with an area of 3,200 square meters; Plot I06-10 is a land for community-level public service facilities, with an area of 2,000 square meters, which is marked as a vegetable farm in the remarks column of the plot control index table.

5. The original I06-05 plot is pure commercial service industry land, with an area of 9345 square meters.

After adjustment: the land area of I06-05 plot was expanded to 11,465 square meters, and the nature of the land was mixed land for commercial office (65%) and cultural land (35%). The original planned river on the west side was cancelled.

6. The original I06-07 plot, the nature of the land is community-level public service facilities (community welfare home), with an area of 9305 square meters.

After adjustment: the nature of the land used in I06-07 was changed to mixed use for commercial office (65%) and cultural land (35%), and the area increased to 9,734 square meters.

7. The original D01-05 plot is a public green space with an area of 6536 square meters.

After adjustment: Plot D01-20 is added to the original plot, the nature of the land is environmental sanitation facilities (sewage pumping station), the area is 1197 square meters, and the rest is public green space.

In addition, the functions of I06-08 plot (high school) and D01-02a plot (cultural land) remain unchanged, and the area of I06-08 plot (high school) has increased from the original 27,076 square meters to 28,887 square meters; Plot D01-02a (cultural land) was slightly reduced from 18,760 square meters to 18,729 square meters.

Two residential plots in the south are retained, of which, in July last year, Hengwen Investment (Wenji Real Estate) stood out from the three bidders, and finally won the above land plots with a total price of about 915 million yuan, with a premium rate of 8.72%, the transaction price of 19,678 yuan / square meter, and the real estate linkage price of 42,000 yuan / square meter, about 464 ordinary commercial houses will be supplied here.

The D01-11 plot is CITIC Pacific Binhu County.
