On July 4, the National Development and Reform Commission issued an important notice on its official website.
Five departments, including the National Development and Reform Commission and the Ministry of Industry and Information Technology, jointly issued the "Energy Efficiency Benchmarking Level and Benchmark Level in Key Industrial Areas (2023 Edition)".
The document further expands the scope of energy-saving and carbon-reduction renovation and upgrading, and adds 11 new areas such as radial tires.
In principle, newly joined industries should complete technological transformation or eliminate withdrawal by the end of 2026.
Previously, 25 fields such as ironmaking and steelmaking were determined, and in principle, relevant tasks should be completed by the end of 2025.
This move aims to accelerate the pace of energy conservation and carbon reduction in relevant industries and further promote the progress of clearing backward production capacity.
It is foreseeable that with the introduction of the new policy, the speed of clearing the backward production capacity of tires has taken another big step.
In fact, in some provinces where the tire industry is more concentrated, some progress has been made in eliminating inefficient production capacity.
On July 4, Kong Qingcheng, deputy director of the Department of Industry and Information Technology of Shandong Province, attended a press conference held by the Information Office of the Provincial Government.
At the meeting, he introduced in detail some achievements received in adjusting and optimizing the industrial structure.
It is mentioned that the province has reduced 12 tire enterprises and withdrawn 23.8 million inefficient and backward tire production capacity.
Previous data showed that from 2018 to August 2022, Shandong Province withdrew from tire production capacity with a total of more than 17.32 million tires.
