It is understood that the newly adjusted "three haves" list includes a total of 1,924 species of wild animals. Compared with the original list, which was first released in 2000, more than 700 species of wild animals have been added while the original species have been largely retained. Cases in which the species listed in the original list do not have a natural distribution on the continent, or are widely distributed, have extremely high populations, have no risk of extinction, and may even cause harm.
Zhang Zhengwang, a professor at Beijing Normal University, said that the adjustment of the list fully considers the population changes, threats and social concerns of relevant species on the basis of scientific assessment of the ecological, scientific and social value of terrestrial wildlife. For vertebrates, try to do everything possible; For invertebrates, due to their wide variety and large number of most species, certain species that really need to be protected and meet the basic principles of adjustment are included. For example, the whiskered finch, steppe lark, etc. were newly added.
"Adjusting and expanding the scope of protection will provide a legal basis for cracking down on the destruction of wild animals and their habitats, illegal operation and utilization activities, and is conducive to promoting the improvement of protection management capacity and public awareness of protection, and promoting the protection and improvement of natural ecology." He said.
Regarding the removal of wild boars from the list, Jin Kun, a researcher at the Institute of Forest Ecology and Environment and Nature Conservation of the Chinese Academy of Forestry, explained that the wild boar species is no longer a threat to survival, and the population size in many areas is too high, which meets the basic principles of adjustment. At present, wild boars are distributed in 28 of the 31 provinces in China, of which 857 counties (cities and districts) in 26 provinces have wild boar damage, which has an adverse impact on the production and life of the local people, and this trend is becoming increasingly serious. From the point of view of the benefit of social development and the livelihood of the masses, it is necessary to transfer wild boars from the list.
He also said that the removal of wild boars from the list does not mean that they can be killed at will. After the wild boar is transferred from the list, the procedures for carrying out hunting activities are more simplified, but it is still necessary to adhere to the principle of giving priority to protection, and strictly abide by the provisions of laws and regulations such as prohibited hunting areas, hunting periods, prohibited hunting tools and hunting methods, and national firearms control.
Kim Kun also said that after the wild boar was transferred out of the "three haves" list, according to the newly revised Wildlife Protection Law, the losses caused by it still fall within the scope of damage compensation, and the injured people can still be compensated according to law.
