In 1948, Comrade Shaoqi solemnly told Bo Yibo: The consequences of promoting Ke Qingshi are serious, and you must be responsible

Welcome to Issue 3978 of the History Column. In March 1948, the new North China Bureau was established, and although Comrade Shaoqi served as the first secretary, his main energy was still in the central authorities, and it was Comrade Bo Yibo who was actually responsible for presiding over the work of the North China Bureau. At the meeting, Bo Yibo proposed to promote a cadre to the North China Bureau, that is, Ke Qingshi, then mayor of Shijiazhuang. Comrade Shaoqi was not very satisfied with this nomination, because in his early years, he had investigated Ke Qingshi and thought that he was not up to the task.

Bo Yibo explained: More than ten years ago, Ke Qingshi's performance in rescuing me and Wang Ruofei and other comrades proved that he was capable and trustworthy. Although Liu Shaoqi believes that Bo Yibo's example is somewhat one-sided, he did not continue to raise objections. Because Bo Yibo wanted to take up the work of the North China Bureau, Comrade Shaoqi hoped that he would let go of his hands and feet, and finally added solemnly: That's good. However, the consequences of promoting him may be serious, and you are responsible.

In his later years, Bo Yibo recalled the past and was quite impressed by Liu Shaoqi's words in those years: Comrade Shaoqi looked at people comprehensively to observe and evaluate, while I was limited to one moment and one place, which was wrong. In fact, in 1949, just over a year after Bo Yibo promoted Ke Qingshi, Ke Qingshi was transferred to Nanjing by the central government. Bo Yibo had felt at this time that Liu Shaoqi's words were not unfounded. Leaders such as Mao, Zhou, and Liu later pointed out in a telegram to the East China Bureau that "Comrade Ke Qingshi has shortcomings in uniting comrades and fulfilling work tasks, and we must pay attention to help at all times."

After Ke Qingshi came to work in East China, although he did not have great political achievements, he was good at catering to the central policy and figuring out the psychology of leaders. After the founding of the People's Republic of China, he rose quickly and became vice premier of the State Council in the sixties, but unlike some conclusive people, some readers may not know him very well. From the perspective of his personal life, Ke Qingshi is an official who is clean and not greedy for money, and his theoretical level is also very strong, but he likes political speculation too much and keeps up with his superiors without discrimination. After Mr. Chen was transferred to the Central Committee, Ke Qingshi served as the first secretary of the Shanghai Municipal Party Committee.

Chairman Mao's use of him in the fifties was related to his appreciation of his cultural and theoretical qualities. Ke Qingshi's father worked as a housekeeper for Li Hongzhang, a heavy minister of the late Qing Dynasty, and Ke Qingshi's family had a good chance of education, he went to the Soviet Union to study and work, and he shook hands with Lenin. Chairman Mao was 9 years older than Ke Qingshi, but he was often called "Ke Lao". In 1958, Ke Qingshi wrote an article entitled "Riding the Wind and Waves to Accelerate the Construction of a Socialist New Shanghai", which the great people greatly praised, saying that Premier Zhou could not write such an article, and at the same time criticized the "anti-aggressive" attitude of some central leaders, and Ke Qingshi became even more popular.

In historical periods such as the "Great Leap Forward" movement, Ke Qingshi spared no effort to promote the situation, and his very leftist thinking led to serious problems such as exaggeration and fraud, which not only affected production and people's livelihood, but Peng Dehuai and Premier Zhou were also in a passive position because of Ke Qingshi's words and deeds. At the Lushan Conference in 59, Ke Qingshi's attack on President Peng was particularly fierce. In the sixties and seventies of the last century, the "Shanghai Gang" stirred up troubles, to a certain extent, originated from Ke Qingshi, and Zhang Chunqiao was the person who was promoted by Ke Qingshi when he was in charge of Shanghai, and gradually formed a faction. In 1967, two years after Ke's death, the relevant groups still touted him at the Central Committee. If Ke Qingshi had been there at that time, they would probably have been the "Gang of Five".

Ke Qingshi only lived to be 63 years old because he underwent surgery for lung cancer in his later years, and in 1965 he attended a banquet in Chengdu, Sichuan Province, and drank alcohol despite the doctor's advice. Some readers are both familiar and unfamiliar with the name "Ke Qingshi", he held a relatively high position before his death, but his actual work achievements were not outstanding, and he also caused a lot of controversy, often mentioning some characters and events, Ke Qingshi would be brought out. Some of the issues involving him have never been determined, and his life has been a matter of opinion.
