In October 2021, the first Rural Culture and Art Festival in Mizhi County, Shaanxi Province opened in Gaoxigou Village. Gaoxigou Village is a community under the jurisdiction of Yinzhou Subdistrict, Mizhi County, located 20 kilometers northeast of Mizhi County, with a total area of 4 square kilometers and a total cultivated land area of 4553 mu, including 2250 mu of forest land, 1526 mu of grassland, 777 mu of basic family land, composed of 40 mountains and 21 ditches, which belongs to the typical loess plateau hilly ravines.
In the 60s of last century, the central government had a heated discussion on whether to learn Gaoxigou in Shaanxi or Dazhai in Shanxi, and history finally chose Dazhai. However, after 50 years of practical exploration, Gaoxigou has set up a banner on the Loess Plateau with its unique experience and practices. In 2005, Gaoxigou Village was listed in the first national list of civilized villages and towns. In 2013, the Ministry of Agriculture recommended Gaoxigou Village as the most attractive leisure village in China in 2013. In 2019, the State Forestry and Grassland Administration announced the second batch of national forest villages list, and Gaoxigou Village was on the list. In 2021, the Ministry of Justice and the Ministry of Civil Affairs announced Gaoxigou Village as the eighth batch of national democratic rule of law demonstration villages.
In midsummer, Gaoxigou Village is lush and green, with birds and insects chirping, and the scenery is charming. In winter, overlooking Gaoxigou, the sky is blue, the blue sky is like a wash, the mountains are stacked, the beams are stretching, the ravines are crisscrossed, the terraces are layered, and the vast land is vast. No one expected that on this vast land, the Gaoxigou people created a miracle on the Loess Plateau with hard work and scientific governance, and wrote the best poems and painted the most beautiful pictures on this four square kilometers of land with blood and sweat.
In order to change this situation, the people of Gaoxigou, driven by the strong leadership of the party branch and the demonstration of party members and cadres, have achieved the goals of green mountains, beautiful waters, and beautiful villages, harmony between man and nature, and a well-off life for the people with arduous struggle and scientific management.
They dammed and built weir nests in waterless ditches, built ponds and canals in ditches with water, expanded water land, built terraces on gentle slopes on the top of mountains, built wide terraces, increased grain production, established the principle of "suitable grain for grain, suitable for forest for forest, suitable for pasture for pasture", and formed the "three three systems" model, so that the control of soil erosion and economic development in Gaoxigou have made a qualitative leap and change, opened a precedent for ecological construction in the hilly and ravines area of the Loess Plateau, and embarked on a new path for the development of ecological agriculture.
The development of Gaoxigou is roughly divided into three stages, the first stage is the "three three systems" model before the eighties. The second stage was the eighties and nineties, when no one cared, obscurity, and little changed. The third stage is from 2000 to the present, Gaoxigou people have actively responded to the party's call and adopted the model of "forest mountains in high mountains and distant mountains, orchards built near the slopes of mountains, abandonment of cultivated slopes to plant pasture, and barren slopes and dangerous to plant lemon sticks", forming a new ecological industrial structure of "three two one" of forest, animal husbandry and agriculture, that is, three parts of forest land, two parts of grassland and one part of field.
In recent years, Gaoxigou Village has closely followed the pace of development of the times and summed up "comprehensive management to ensure that soil and water are not lost; Dam and silt land to ensure that farmland will not rebound; Diversified operation, ensure that income does not decrease" valuable experience, relying on its own ecological advantages, vigorously develop the rural tourism industry, and built an agricultural ecological tourism area in Gaoxigou Village, covering an area of 4 square kilometers.
Here, tourists can not only enter the forest area to pick apples, apricots, grapes and other seasonal fruits by themselves, but also experience living in earthen caves, eating farm meals, doing farm work, etc., which not only has achieved remarkable results in ecological governance, but also steadily increased the income of villagers, and the sense of happiness of villagers is increasing.
From 2023, Mizhi County will determine a number of villages to replicate and promote Gaoxigou Village ecological governance models every year according to the actual situation, and concentrate on building them, forming mountain apples, rice fat millet characteristic industry demonstration villages represented by Majiagou, Dangping and Shenjiagou, and forming rural tourism demonstration villages represented by Gaoxigou, Liujiawa and Hejiagou that connect mountains and rivers and integrate Jingtian.
