The 20th National Congress of the Communist Party of China emphasized that we must adhere to the focus of economic development on the real economy, promote new industrialization, accelerate the construction of a manufacturing power, a network power, and a digital China, and promote the deep integration of the digital economy and the real economy. The Central Economic Work Conference pointed out that it is necessary to vigorously develop the digital economy and support platform enterprises to play a role in leading development, creating jobs and international competition. The integration of the digital economy and the real economy is the essential requirement and key path of new industrialization, and the two are integrated, mutually supportive, and progressive. From the perspective of new industrialization, its practical essence emphasizes "strengthening reality with numbers", the principle grasp emphasizes "taking industry as the body and digital technology as the use", and the development path emphasizes "taking data as the priority, technology aggregation as the party, industrial integration as the reason, and digital information infrastructure (new infrastructure) as the basis". The industrial Internet has become an important starting point and key carrier for the integration of data and reality.

The industrial Internet platform is the hub of the industrial Internet, supporting the ubiquitous connection, flexible supply and efficient allocation of manufacturing resources, and is an important carrier for data aggregation, modeling and analysis, knowledge reuse, and application innovation, and has become an important driving force for the digital transformation of the manufacturing industry. It is imperative to build and make good use of the industrial Internet platform and promote the deep integration of the digital economy and the real economy.

First, the industrial Internet platform is a hard support for the integration of data and reality

With the in-depth advancement of the industrial Internet innovation and development strategy, the scale of the industrial Internet platform system continues to grow, and it has become a hard support for the integration of data and reality, including the effective supply of "quantity", the significant improvement of "quality", and the comprehensive guarantee of safety.

First, the scale of platform services continues to expand, providing an important driving force for the integration of data and reality. By the end of 2022, there are more than 240 influential industrial Internet platforms in China, more than 81 million sets of key platform connected devices, and more than 600,000 industrial apps. The industrial Internet platform serves industrial enterprises, the numerical control rate of key processes has exceeded 58.6%, and the penetration rate of R&D and design tools has exceeded 77%, effectively promoting the digital transformation of the manufacturing industry, driving the added value of the manufacturing industry to 1.87 trillion yuan and creating more than 410,000 new jobs.

Second, new models and new formats continue to deepen, providing application empowerment scenarios for the integration of data and reality. Six new models and new formats, including platform design, intelligent manufacturing, network collaboration, personalized management, service-oriented extension, and digital management, break through traditional production methods and organizational forms, continuously promote the transformation mode from single point application to comprehensive integration, and extend from peripheral links of production to high-value links, realize the full value chain coverage of R&D design, manufacturing, operation and management, equipment operation and maintenance, and promote the reform of production mode and organizational management innovation.

Third, the independent and controllable ability has been continuously strengthened, providing strategic security guarantees for the integration of data and reality. The construction of open source ecology continues to make efforts, and a number of independent and controllable industrial software companies have accelerated the incubation and provided rich solutions around the application scenarios of industrial enterprises. In terms of adaptation of domestic databases, the number of domestic databases has exceeded 200, and most national industrial Internet platforms have the ability to adapt to mainstream domestic databases. In the process of promoting the digital transformation of the manufacturing industry by the industrial Internet platform, the localization of database substitution is accelerating the efficient and reliable value of industrial data elements.

Second, the industrial Internet platform is a methodology for promoting integration and integration

In May 2023, the first meeting of the 20th Central Finance and Economic Commission emphasized that to promote industrial intelligence, greening and integration, we must adhere to the real economy as the priority, adhere to the integrated development of the three industries, and adhere to the transformation and upgrading of traditional industries. In 2022, the market size of mainland cloud industry will reach 356.6 billion yuan, driving the development of cloud-network-edge-end integration, promoting iterative optimization and aggregation of new technologies such as edge computing, low-code development, 5G, and artificial intelligence, accelerating the cloudification of industrial software, and effectively empowering the transformation of the manufacturing industry. In terms of application scenarios, the platform aggregates a number of new technologies to promote scenario-oriented integrated applications, enabling increasingly rich scenarios, and has been widely used in all units and links of industrial production. In the vertical field, the platform is equipped with various new technologies and continues to cultivate, effectively promoting the overall digital intelligence level of upstream and downstream, production, supply and marketing, large and small enterprises, and ensuring the smooth operation of the industrial chain and supply chain. In terms of emerging technologies, deepen the application of digital technologies such as artificial intelligence, integrate and innovate with all aspects of industrial production, and provide intelligent solutions for industrial scenarios; Actively deploying in the field of large models, MaaS (Model as a Service) has become a new business service model, which can provide customized solutions according to the development goals and business needs of enterprises to improve enabling results.

The second is to provide a method path for the integration and development of large and small enterprises. Large enterprises have sufficient digital transformation R&D strength, strong independent innovation capabilities in key fields and core technology links, and achieve a high level of all-factor, full-process and full-ecological digital transformation through the construction of industrial Internet platforms, and output mature products and industry digital experience through the platform. Small and medium-sized enterprises have a large number of areas, weak foundation for digital transformation, and different needs, and have long faced the problem of "unwilling to turn, dare not transfer, and will not transfer". With the industrial Internet platform as the starting point, promote the construction of platforms by large enterprises and platforms for small and medium-sized enterprises, promote the collective platform of small and medium-sized enterprises with parks/industrial clusters as the unit, and continue to drive the integration and development of large and small enterprises.

The third is to provide a method path for industrial integration and development. The industrial Internet platform has achieved remarkable results in promoting the development of industrial integration. Promote the transformation and upgrading of traditional manufacturing industry. In traditional industries such as machinery and petrochemicals, focusing on pain points such as inefficient resource allocation, difficult equipment operation and maintenance, opaque equipment management, and difficult process knowledge inheritance, the industrial Internet platform accelerates the improvement of lean enterprise operation and management and equipment intelligent management and control. Promote the accelerated growth of strategic emerging industries. In new energy, semiconductor and other industries, focusing on pain points such as many and scattered equipment, difficult supervision and maintenance, difficulty in knowledge obviousness, and high threshold, the industrial Internet platform transforms the production management mode and improves the efficiency of industrial software development based on model precipitation and reuse.

The fourth is to provide a method path for the coordinated development of primary, secondary and tertiary industries. In 2021, the added value of the primary, secondary and tertiary industries driven by the industrial Internet will be 0.057 trillion yuan, 2.05 trillion yuan and 1.99 trillion yuan, respectively, with nominal growth rates of 6.48%, 16.29% and 13.02% respectively. In terms of promoting the coordination of primary and secondary industries, the industrial Internet platform expands to the primary industry, and through the collection and monitoring of agricultural production data, it realizes high-precision automatic operation of agricultural machinery, precise sowing of crops, intelligent irrigation, and traceability of the quality and safety of agricultural products. In terms of promoting the coordination of secondary and tertiary industries, the industrial Internet platform opens up the tertiary industry, promotes the flow of data between consumption and production, supply and manufacturing, and products and services, and realizes the extension of service value such as industrial e-commerce, industrial finance, and capacity sharing construction.

Third, the industrial Internet platform is a strong engine to promote high-quality development

Economic development is a process of free flow of economic subjects, driven by the choice and value of the market, from the traditional manufacturing enterprises, information and communication equipment manufacturing enterprises and software enterprises have been born a number of industrial Internet platforms, the current "double-cross" platform has reached 28, from different fields, different aspects to promote the overall transformation and upgrading of manufacturing enterprises.

On the one hand, platforms with different development genes promote high-quality development from multiple angles. The industrial Internet platform, which originated from the growth of traditional manufacturing enterprises, is based on industry knowledge precipitation and industrial genes, and stimulates the endogenous driving force of the digital transformation of the industry. Deeply cultivate the traditional manufacturing industrial scene, through the modeling and softwareization of a large number of industry experiences and processes, realize the precipitation, reuse and reconstruction of industrial knowledge, and promote the establishment of a new industrial ecology. The industrial Internet platform, which originated from the growth of software enterprises, is based on the advantages of information technology and Internet genes, and has given birth to the digital upgrading and transformation of the manufacturing industry. Relying on the advantages of information technology such as big data, 5G, and artificial intelligence, it integrates and innovates with industrial mechanism models to provide cloud-based software integration services for manufacturing industrial scenarios. The industrial Internet platform originating from information and communication equipment manufacturing enterprises takes into account the research and development of software and hardware and accelerates the digital iteration of enterprises. Provide information and communication equipment production and maintenance services for manufacturing industrial scenarios, and continuously accumulate advantages in cloud-network-edge-end software and hardware integration capacity building and product value.

On the other hand, the platform comprehensively promotes high-quality development at points, lines and surfaces. "Point" helps enterprises to create diversified solutions for large and small enterprises. For large enterprises, facing the needs of fragmented industrial scenarios and the characteristics of high differentiation and personalization, the industrial Internet platform mostly develops personalized solutions through project-based methods. For small and medium-sized enterprises, the subscription model provides lightweight applications, reduces the cost of using the industrial Internet platform for small and medium-sized enterprises, and effectively promotes the digital transformation of small and medium-sized enterprises. In terms of standards leadership, we will lead the development of standardization by promoting the release of international standards and national standards. In 2022, the world's first international standard for industrial Internet system functional architecture and the first batch of national standards in the field of industrial Internet platform led by Mainland China were officially released, and it is expected that more than 100 standards will be created by 2025, comprehensively leading the standardized and orderly development of industrial Internet platforms.

The second is to create a new highland of continuous innovation in core technologies. On the one hand, the platform architecture continues to promote innovation. The evolution of technology architecture is a constant quest for more efficient, flexible and reliable processes. At present, most industrial Internet platforms are moving from the microservice architecture stage to the cloud native stage, breaking the chimney state of information systems in the information age, in order to solve the contradiction between the global optimization demand of enterprises and fragmented supply. IaaS continues to develop in the direction of intelligence, automation, and flexibility. PaaS pays more attention to the underlying technical support capabilities in the basic field. MaaS continues to expand in new business areas. On the other hand, the value of data continues to accumulate and release. The platform has developed from the accumulation and precipitation of data resources to the deep mining of industry mechanisms, and the application of industrial data continues to give birth to data element markets and improve trading mechanisms. In 2022, the mainland issued the Opinions on Building a Data Infrastructure System to Better Play the Role of Data Elements, which provides the programmatic requirements for data element mining. By the end of 2022, there are more than 40 data trading institutions operating in various places, data rights confirmation platforms have begun to be established, and the operation model is constantly innovating.

The third is to create a new highland for the coordinated development of manufacturing regions. The industrial Internet platform focuses on areas with high concentration of manufacturing resources and urgent needs for industrial transformation, and in industrial parks and other "block economy" industrial agglomeration areas, it can provide the government with platform-based "dual carbon" monitoring, safety supervision, enterprise portrait, precise investment promotion and other monitoring and supervision or comprehensive management enabling services, and provide enterprises with platform-based public or professional enabling services such as spare parts management, collection and sales, evaluation and monitoring, and production integration. In terms of regional and local cooperation capabilities, the platform has landed in specific areas (industrial parks or industrial agglomeration areas), and has the ability to develop investment and operate services in local areas for a long time. In terms of regional resource coordination capabilities, the platform has service capabilities that meet the common needs of industrial transformation and upgrading in specific regions, which can promote information sharing and resource agglomeration of regional enterprises and drive the coordinated development of regional enterprises. In terms of regional scale promotion capabilities, the platform has the scale coverage capabilities of enterprises in specific regions, and provides services for no less than a certain number of enterprises in specific regions or not less than a certain proportion of enterprises in specific regions.
