In the Xingshangwan Community Center of Huaxin Town, the neighborhood committee hung high white clouds, hot air balloons and other decorations, and the parent-child reading space was equipped with various picture books for parent-child families to relax; Songhu Community Center in Zhaoxiang Town, the office space on the second floor that originally belonged to the neighborhood committee was removed and upgraded into a dance room; The Dongxi Village Community Center in Kanazawa Town has simply changed the original village headquarters into a health station, and villagers can enjoy services such as physical examination and dispensing medicine, and traditional Chinese medicine physiotherapy.

After turning into a children's paradise, dance room, and health station, where are the village departments and neighborhood committees? The reporter learned from the Yangtze River Delta Digital Trunk (Qingpu) Grassroots Digital Governance Summit Forum held yesterday that in recent years, Qingpu has vigorously promoted the construction of a "happy community", developed a "happiness cloud" system, integrated a large number of grassroots management services into the "cloud", and simultaneously streamlined the list of community public service matters.

At present, nearly 100 villages have removed unnecessary desks, chairs, workstations, and data ledgers, freeing up 90% of the space for mass activities. By the end of this year, Qingpu will build about 300 "happy communities" to achieve full coverage of village dwellings.

Let grassroots communities stop being "haggard"

"At present, there are more than 300 villages in Qingpu, and with the advancement of urbanization, rural communities, urban communities, enterprise parks, commercial buildings and other types have gradually evolved, and the traditional rural single governance method cannot meet the current needs. In addition, in recent years, a number of major strategic projects have landed in Qingpu, and everyone's expectations for a happy life have been continuously raised. At the forum of the 4th version (continued from the 1st edition), Ma Linqi, director of the Special Promotion Office for the Construction of Happy Community of the Qingpu District Party Committee, said.

On the one hand, there is high demand, on the other hand, there is insufficient supply, which hinders the improvement of community governance problems. For example, there are many "data chimneys" in different departments of grassroots governance, resulting in difficult data sharing and excessive burden of transactional work such as village accounts. In addition, community public services are difficult to obtain online and often rely on offline positions.

"Communities, like people, can become 'emaciated' when they are busy and 'old' when they lose their vitality. Community workers are immersed in repetitive transactional work, and it is difficult to focus on accurate and attentive service, and find a way to free them from the high profile report. After research and visits, the plans of two online and offline "community centers" were released. Offline, Qingpu sorted out the management service matters of village communities, and divided more than 350 affairs into eight aspects: party building, publicity and culture, comprehensive services, safety management, rural construction, economic development, property governance, and conflict mediation, forming a list of public service matters. The new community center should set up eight types of jobs according to the principle of "setting up posts without posts", and set up comprehensive service posts at the front desk to train one or two "general practitioners" for community management services. At the same time, Qingpu has sunk more than 60 district-level resources from organization, publicity, culture, civil affairs, health, agriculture and other lines to community centers to reduce the burden and increase energy for the grassroots level.

Online, Qingpu has developed the "Happiness Cloud" smart community panoramic application system, which integrates the functions of "two networks" and "community cloud" to promote the development of community-oriented intelligent service scenarios. The system imported more than 1.4 million human room data in the region, and developed functions such as conference management, intelligent ledger, property repair application, and resource reservation based on this database.

"This is not a simple copy of offline work online, the core is to further open up data permissions to villagers. For example, 'smart ledger', we sort out and form an electronic summary table of basic information of each village, and village staff only need to maintain variable data according to the requirements of specific functional departments, and the basic information does not need to be filled in repeatedly. The data of the total table reported by the village residents is verified by the district big data center, and each department will no longer establish a district-level application system separately in principle. Feng Yongyuan, a staff member of the Qingpu District Party Committee's Happy Community Construction Special Promotion Office, told reporters that after the comparison of the "smart ledger" data, Qingpu has cleaned up many "zombie" information systems that have been out of touch with the actual business process for a long time and have a small scope of use and low frequency, integrated 22 district-level and street work systems, and streamlined 71 original village accounts.

Free up space and time to better serve the masses

After functions were "migrated to the cloud" and matters were streamlined, offline office space was greatly reduced. Recently, there have been fewer offices and desks in the village departments and neighborhood committees in Qingpu District, the traditional isolated counters have been removed, the wall-full listing has become a card that can flexibly replace the content, the original single-function space has become a multi-purpose room, the space composite utilization rate has been greatly improved, and many characteristic services have been born.

In Xuzhong Village, Huaxin Town, village cadres have moved from the second floor of the village headquarters to the first floor of centralized open office, and the former administrative office area has become a day care center for the elderly. "We have integrated the infirmary with the day care center to make it easier for villagers to come for check-ups, dispense medicines, and make it easier for the elderly to 'day care' here." Li Jiahui, secretary of the general party branch of Xuzhong Village, said.

For some high-frequency livelihood services, villagers and residents no longer need to go to the government service window in the town and district, and can easily handle it at their doorstep. At present, the self-service site of the government affairs office, the "charity and happiness purchase" vending machine of the civil affairs, and the smart health station of the health commission have all been laid out in the community center. "There's a 'health cloud' where you can check your electronic medical records, which is especially convenient for me! What used to have to travel a long way can now be done in the village. At the community center of Zhangyan Village in Chonggu Town, villager Xu Guanxing told reporters.

A "happy cloud" has really achieved "sending charcoal in the snow" and "supporting an umbrella in the rain" for the grassroots level. For example, the Zhangbang community in Xiayang Street is a typical old community that faces many governance problems, most of which have now been solved through the "Happiness Cloud".

"The high-altitude parabola has a parabola, and the system can trace this trajectory to accurately tell us how many buildings and zeros the parabola came from." A few days ago, in the "AI Smart Hut" of the Zhangbang Community Center, Gu Jie, secretary of the general branch of the community party and director of the neighborhood committee, pointed to the big screen and told reporters. "The full-time camera perception system has been connected to the 'Happiness Cloud', and things that used to need to be checked layer by layer and asked one by one can now be clearly found in a few hours."

In addition to high-altitude projectiles, this "AI smart cabin" also accesses smart street lights and other facilities according to local conditions, and realizes functions such as parking space resource management, corridor entry and exit identification, and garbage dump warning. "This shortens the time we spend troubleshooting or finding data, which greatly improves productivity." Yao Fei, deputy director of the Zhangbang neighborhood committee, said.

According to Zhou Yinglong, vice president of Shanghai Smart City Development Research Institute, "happiness cloud" is a concrete practice of urban digital transformation at the grassroots level of the community. "The platform not only pays attention to the digitalization of the residential side, but also pays attention to the digitalization of the grassroots management side, and integrates various element resources with new thinking to provide support for grassroots governance." At the same time, the platform is designed with an open architecture that can meet the differentiated needs of the community in addition to meeting the common needs, which provides a transformation paradigm for the digitalization of grassroots governance. ”

The reporter learned that at present, the "Happiness Cloud" has collected 86 functions such as "smart ledger", the cumulative number of registered people on the residential side has exceeded 160,000, and more than 4,000 accounts have been opened on the working side, and the full coverage of the village residence of the work-side system has been achieved. "Data empowerment and spatial renewal can help community workers get rid of inefficient and busy states and improve the quality of community public services."
