On May 30, at the major results release meeting of the closing ceremony of the 2023 Zhongguancun Forum, the "Implementation Plan for Beijing to Accelerate the Construction of a Source of Artificial Intelligence Innovation with Global Influence (2023-2025)" and "Several Measures to Promote the Innovation and Development of General Artificial Intelligence in Beijing" were released. Through these two policies, from the perspective of encouraging and guiding the development of the industry, the city will further coordinate resources around the common needs of innovation and development, comprehensively promote the construction of artificial intelligence independent technology system and industrial ecological development, and basically build a source of artificial intelligence innovation with global influence by 2025.

The scale of core industries will reach 300 billion yuan

By 2025, the city's artificial intelligence technology innovation and industrial development will enter a new stage, and strive to build an artificial intelligence innovation source with global influence. To this end, the city put forward the "five new" development ideas: layout a number of cutting-edge directions, technological innovation to achieve new leadership; Promote a number of domestic substitutions and make new breakthroughs in technological breakthroughs; Build a batch of industrial arrays, and complete a new leap in industrial energy levels; Create a batch of demonstration benchmarks, and drive new applications with scenario empowerment; Create a first-class innovation environment and create new results in ecological construction.

Around this blueprint, detailed goals are also specified in the Implementation Plan. The city will make breakthroughs in the basic theory of artificial intelligence, the theoretical framework system of artificial intelligence will be basically formed, and the prototype of general artificial intelligence will appear; Natural language, general vision, multimodal interaction large model, etc. form a complete technology stack, and the key algorithm technology has reached the domestic leading and international advanced level. The layout of artificial intelligence computing power has taken initial shape, the market proportion of basic software and hardware products such as domestic artificial intelligence chips and deep learning frameworks has increased significantly, and computing power chips have basically achieved independent and controllable; The proportion of domestic hardware has increased significantly.

The scale of the core industry of artificial intelligence will reach 300 billion yuan, and continue to maintain a growth of more than 10%, and the scale of the radiation industry will exceed 1 trillion yuan. The investment in scientific research of AI leaders continues to increase, the number of start-ups continues to grow, the total number of enterprises remains leading in China, and 5 to 10 newly cultivated unicorn enterprises. The city will also give full play to the industrial characteristics and resource advantages of each district, combine the characteristics of artificial intelligence technology, and form a number of major application scenarios with strong demonstration, great influence and wide driving force around economic and social development, scientific research discoveries, and major livelihood needs.

According to the Implementation Plan, the city will also build a number of artificial intelligence scientific research institutions with world-class influence, and introduce and cultivate a team of world-class innovative talents; Strive for the number of high-level scholars to exceed 10,000, and maintain a leading proportion in China. We will also strive to make important progress in AI-related policies and measures, ethical safety, and technical standards.

Build an artificial intelligence public computing power center

In order to achieve the above goals, the Implementation Plan puts forward 16 key tasks from five directions: breakthrough in key technologies, consolidation of the underlying foundation, construction of industrial array, promotion of scenario construction, and construction of an innovation ecosystem.

The city will develop a basic theoretical framework system for a new generation of artificial intelligence, focus on promoting technological innovation related to large models, and focus on conducting research on artificial intelligence system stability technology, artificial intelligence interpretability enhancement technology, artificial intelligence fairness technology, and artificial intelligence safety technology. In terms of consolidating the underlying foundation, promote the breakthrough of domestic artificial intelligence chips, actively guide large model R&D enterprises to apply domestic artificial intelligence chips, and accelerate the localization rate of artificial intelligence computing power supply; Strengthen the research and development of independent open source deep learning framework; Improve the overall supply capacity of computing power resources, and build Beijing artificial intelligence public computing power centers and Beijing digital economy computing power centers in Haidian District and Chaoyang District respectively. At the same time, the open sharing of public data will be strengthened.

In order to accelerate the construction of an artificial intelligence industry array, the city will build an efficient and collaborative large-model technology industry ecology; Strengthen the gradient cultivation of artificial intelligence enterprises, for example, support leading enterprises to improve the level of independent innovation in the supply chain, carry out "unveiling" for universities, scientific research institutes and small and medium-sized enterprises, select innovative solutions, and promote the deep integration of industry, education and research; Support unicorn enterprises to increase investment in R&D, enhance core technology competitiveness, and continuously expand application markets.

The city will also accelerate the construction of artificial intelligence scenarios, create a number of benchmark-type demonstration application scenarios, promote the iteration of new technologies and the growth of new applications, and promote the deep integration of innovation chain, industrial chain, capital chain, and talent chain; Support Haidian District to build a city brain 2.0, and promote the implementation of projects such as Beijing High-level Autonomous Driving Demonstration Zone 3.0. Continue to build an artificial intelligence industry ecology, create a world-class development environment, strengthen research on ethical safety norms and social governance practices, carry out scientific and technological ethical review and related business training, and establish an expert review mechanism for the results of ethical review of high-risk scientific and technological activities.

Integrated scheduling of computing power in the Beijing Rim

In order to better implement the Implementation Plan, the General Office of the Municipal Government simultaneously issued the "Several Measures to Promote the Innovation and Development of General Artificial Intelligence in Beijing", focusing on the five aspects of computing power, data, models, scenarios and supervision, facing hot concerns and directly addressing the development of the development section, and put forward 21 specific measures to create a more complete innovation ecology for the rational and healthy development of general artificial intelligence——

Further improve the overall supply capacity of computing power resources, organize commercial computing power to meet the urgent needs of the city, efficiently promote the construction of new computing power infrastructure, build a unified multi-cloud computing power scheduling platform, and improve the integrated scheduling capacity of computing power in the Beijing Rim;

Aggregate high-quality basic training datasets to improve the supply capacity of high-quality data elements. Accelerate the construction of pilot demonstration areas for data infrastructure systems, and explore the construction of data training bases. In the form of crowdsourcing services, build a platform for refined annotation of data sets, develop intelligent cloud service systems, and integrate related tool applications;

Systematically build general artificial intelligence technology systems such as large models, carry out research on innovative algorithms and key technologies for large models, strengthen the research and development of data collection and governance tools for large model training, and build an open service platform for large model evaluation;

Promote the demonstration and application of general artificial intelligence technology in government services, medical care, scientific research, finance, and other fields. For example, in the medical field, support qualified research-oriented medical institutions to refine the needs of scenarios such as intelligent guidance, auxiliary diagnosis, and intelligent treatment, fully mine multimodal medical data such as medical literature, medical knowledge graph, medical imaging, and biological indicators, and develop intelligent applications in conjunction with artificial intelligence innovators to achieve accurate identification and prediction of symptoms, signs, and specific diseases, and improve the intelligent level of disease diagnosis, treatment, prevention, and whole-course management.

Explore the creation of an inclusive and prudent regulatory environment, strengthen network service security protection and personal data protection, and continue to strengthen ethical governance of science and technology.
