At the forum, Liu Yan, academician of the Academy of Sciences of Developing Countries and researcher of the Chinese Academy of Sciences, delivered a keynote speech with the theme of "Systematic Thinking and Innovation Path of Rural Revitalization".
He said that the integration of urban and rural areas should be viewed on a three-domain scale, the first is the metropolitan urban agglomeration area; the second is the urban level; the third is the township level. Provincial, municipal and county levels at different levels have carried their own functions and responsibilities in the rural revitalization strategy.
"The urban-rural integration system we are talking about is, in fact, the continuous flow and exchange between urban and rural elements, such as the flow of people, land, industry, finance and other elements, and the distribution between urban and rural areas and urban and rural areas, resulting in a reasonable urban-rural structure and urban-rural pattern."
Liu Yansui believes that the "three township people" will form the main body of new farmers in China's rural revitalization in the future with the peasants who stay in the countryside. "'Three township people' means 'returning to the hometown', 'going to the countryside', and 'returning to the hometown'. Migrant workers who return to their hometowns include enterprises, and those who return to their hometowns include college students, soldiers, and so on. ”
Liu Yansui said: The "people of the three townships" will play an important role in the revitalization of talents and organizations in rural construction. At the same time, rural revitalization also needs a large number of "three township divisions", that is, planners, trainers, and engineers.
"Talent revitalization does not mean that it is necessary to attract talents from Tsinghua Peking University or even overseas returning, but more importantly, we should select local talents locally, let these models and labor models enter the university lecture hall for training, enter the party school for training, and then pass on one by one, one by ten, ten by one, ten by one, and then by one, and the power of examples is infinite." Urban-rural integration policy should be conducive to "citizens going to the countryside to invest"
Wen Tiejun, a well-known expert on the "three rural areas" issue and dean of the College of Agriculture and Rural Development of Chinese Min University, delivered a keynote speech on "Urban-Rural Integration and Rural Revitalization" through video link.
Wen Tiejun said that Chongqing was the main base for Lu Zuofu to carry out rural construction operations in those years, and Beibei was the place where Lu Zuofu worked, and in the 1920s and 1930s, an important experience of urban-rural integration was formed here.
The rural revitalization strategy and the integration of urban and rural development support and promote each other, so how can we further innovate on the original development model?
Wen Tiejun proposed that an agricultural 4.0 with urban-rural integration as the strategic background can be formed, and under this framework, it can be directly related to the realization of the value of spatial resources and the deepening of the reform of the rural factor market, activate the precipitated assets formed by long-term rural infrastructure construction, and introduce urban-rural integration policies that are conducive to "mass entrepreneurship and innovation".
"Urban-rural integration requires the natural flow of the urban and rural two factor markets, and to develop the rural tertiary industry, it is necessary to unite with farmers to develop the green ecological consumption demand of the middle-income group, and attract the consumption tendency, consumption capacity, investment ability and entrepreneurial innovation ability of this group to the countryside."
Wen Tiejun said. In Wen Tiejun's view, rural revitalization should be centered on the people, and the people include middle-income groups.
"The integration of urban and rural areas builds conditions for the free flow of capital, factors and freedom between urban and rural areas. First of all, we must give the necessary loose policies, so that the citizens can invest in the township under conditions, so that the industrial prosperity required by rural revitalization can be implemented.
